NAMISI BRUNO IGNATIUS: Let Us Rethink Deregistration Of Companies By Uganda Registration Services Bureau.

I have read with dismay, the recent decision of deregistration of companies by the Uganda Registration Services Bureau (URSB), over noncompliance. I want to suspect and believe that there are more few people who have been perplexed by this decision, just like me. I base this on the arguments and comments that came through one of the social media platforms I belong to.

I am not writing this as an advocate of noncompliance, which has been cited as one of the main reasons behind this exercise, but rather, I speak from the realistic point of view, having started up a company in Uganda, as well as being an advocate of other people to do the same, to remedy the challenge of unemployment, as well as cover the gap left with fewer jobs in the public sector.

Whereas there is no better time to close anyone’s business, this exercise of deregistration has come at one of the worst of times! The high levels of unemployment in the country, especially among the youth, coupled with the public outcry, are what have led to the formation of many of these companies.

The current economic situation does not make it any better. As someone who is mooting for students to start up their own enterprises, while at school, to reduce on the rising unemployment levels, my morale is adversely affected by this position taken by the Registrar General.

Furthermore, my experience has helped me to observe that the process of developing a company is too challenging, by the time everything is in order, including operational systems, which require resources that are meager to come by. Most of these young enterprises try their best to survive, but, they can hardly survive, due to various challenges, including the lack of knowledge and resources to submit annual returns.

It is also important to note that despite of their inability to fulfill URSB requirements, some of these companies have some commitments and obligations to fulfill, by the time of deregistration. I see the process of running to courts of law is likely to cost more, while leaving some scars with their potential clients and donors.

By this letter, I call upon URSB, and any other concerned stakeholders in this process to conduct more sensitizations as opposed to these closures, which risk the country being plunged into more chaos and insecurity from those who will be rendered jobless upon deregistration.

This exercise will most likely fuel more interpersonal conflicts between company owners and their suppliers or clients, which may jeopardize their relationships further. We must also open our ears further, to allude to the fact that many local investors have often cried about the lack of a leveled ground, to compete with foreign investors, who are normally given incentives, including tax holidays. Let the policy makers be seen to be practically behind initiatives like Buy Uganda, Build Uganda (BUBU), by uplifting the capacity of local investors.

Errant Soldier Shoots 18 Cows Dead In Nakapiripiriti

NAKAPIRIPIRITI: The relationship between the Karimojong pastoralists and the UPDF soldiers deployed to carry out a peaceful disarmament in Karamoja seems to be getting worse after the soldier cocked his gun and showered bullets and killed 18 cows while 25 others got injured.
The incident that took place on sunday 17th of September in 407 army Brigade in Nakapiripirit has left everyone including leaders disturbed on how a soldier can just shoot at the animals. The animals belonged to the Pokot pastoralists and they were in the army custody after they were recovered from other cattle rustlers who had raided them.
The UPDF 3rd division acting  spokesperson Major Moses Amuya  confirmed the development describing it as regret.
“The 3rd  Infantry Division of Uganda Peoples’ Defense Forces (UPDF) regrets the misconduct of one soldier that resulted in the loss of some cows in Nakapiripirit district-“he said in his message to the media.
He I identified the errant soldier by names  as Private Baguma Yofesi who was among the  security detail tasked to graze the impounded cows in the bush.
“These cows were impounded and they were still under Army’s protection until the owners come and collect them back but we are all wondering what came to the a soldiers mind and opened up his gun and sprayed bullets to the animals  at Moruita protected Kraal, in Nakapiripirit District’- wondered Amuya
Major Amuya said the lost and injured cows are part of 291 livestock that were impounded on 9 September 2023, from Naborokocha and Pian Upe Game Reserve (raiding corridor) in response to the killing of UPDF Officer and 02 soldiers in August 2023, whereby same cows were earmarked to  compensate the victims of raids.
“It should be noted that as operation pressure mounted  against the criminals who killed soldiers, three (3) guns were recovered , seven (7) suspects have been arrested pending prosecution procedures while 38 exhibit cows were recovered”-he said.
According to Amuya  preliminary investigation indicates that the soldier currently under detention at  407 Brigade Headquarters could have developed severe mental disturbance adding that  he will be subjected to thorough medical check up to ascertain the root cause.

Incidents of killing animals using guns by armed forces has increased, last week, a soldier attached to Uganda wildlife Authority in Suwam shot dead three Fresian cows in Bukwo claiming they had been eating grass at the protected game reserve.
Moses Pedo one of the pastoralists said its was shocking to see the forces who are mandated to protect Ugandans with their property turning to kill Ugandans and their properties.

The music fraternity in Uganda has been sent into moaning this morning  after one of the best female musician resting this morning. Evelyn Nakabirwa also Evelyn love famously known as Evelyn Lagu has rested after a three year long battle with Kidney related illnesses.

She even tried a kidney transplant in Turkey when her only son decided to donate the kidney to her but medics recommended the transplant not be done due to other illnesses. Lagu was not only a musician but also an actress with Zubair family where she featured in many movies but prominently in Ekiraamo which showcased on Bukedde TV among other movies.

At the time of her death, she had scheduled a concert at Mesach Ssemakula’s Papaz spot in Makindye on 28th October 2023. She had also started regaining and preforming at events. Many friends and musicians continue pouring their condolence messages for Lagu.

Kateta Sub-county Council Demands Audit Report Over Mismanaged Woodlot

Kateta sub county council demands for an audit report,over mismanagement of woodlot.

SERERE: The sub county council of Kateta in Serere district has tasked the district auditor to produce an audit report pertaining the mismanagement of Woodlot by then the sub county chief Mr.Charles Otekat.

The councilors accused the former sub county chief of spending Shs25million in purported patches of woodlot for the sub county which is non existence.  Mr.John Moses Eseru one of the councilors said the council was disturbed by the silence of the auditor in producing the report depicting them visiting the sub-county.
“The internal auditor Mr Baan, then RDC Serere Ms Nakamya and DISO Serere all visited the sub county and found nothing on the ground, they promised to come up with the report but to our surprise the report has failed to come out one year now,”he said.
A source at the sub county offices told this publication that a lot of money has been mis used by sub county chiefs who are posted in Kateta.
“Every sub county chief who comes to Kateta has gone while driving a car due to corruption, “he said.
A source wandered the level of intelligence in the Kateta sub county chairpersons adding that most chairpersons used to sign blank cheques and go away leaving the sub county chief to fill his own amount of money he wishes to withdrew from the account.
Peter Omoding another concerned resident of Omagara village in Kateta sub county said last year IGG Kampala officials visited the sub county and took the necessary documents but no action has been taken against the culprits.

Alleged Poisoning Of Staff At Serere District Local Government Worries Locals

SERERE: Serere district local government in Teso sub region has turned to be one of the most dangerous district in Teso interms of poisoning staff working at the district. This follows the death of the district planer Francis Otwal and his death has allegedly been attributed to have been poisoned.
Otwal now becomes a second person to die mysteriously in Serere district local  government after the district community development officer who also died the same way Otwal died.
As other officials went from Serere district to participate in sending off of Otwal in his home village in Asamuk sub county in Amuria district, a group of the concerned residents and district staff pinned written notices accusing some top district bosses of the same.
After the death of  Mr Otwal the,   burial program, was to take the body to the district Hall for public viewing but the family refused  the body to be taken  to Serere due to  speculations, that  Otwal was poisoned by his work mates. Mr.Stephen Ocola the district LCV chairperson of Serere could not hide anything and said the people who could be behind the poisoning of the hardworking planer must be brought to  book.
“We are going to arrest them and make them test their own poison if they think it’s sweat,”he said.
Joseph Odeke one of the residents said its shocking to note that officials at Serere district local government were the ones promoting poisoning of staffs  something he said was disturbing the community.
“This just office fighting, but why kill, for us the people of Serere want hardworking people now eliminating such people in the society is just directly failing Serere,”he said

Omoro Traders Tell Minister To Commission Incomplete Market

OMORO: A section of traders in Omoro district have requested the minister of Local government to go ahead and commission the newly constructed market to save them from continued loses.
On Thursday Raphael Magyezi the minister of local government  declined to commission a multi-million newly constructed market in Omoro District citing some areas which were not completed yet. He was  invited along with the State Minister for Northern Uganda Rehabilitation Grace Freedom Kwiyucwyiny by Omoro district leaders to preside over the commissioning of Lela-obaro Market in Bobi Sub-county.
The new market which was constructed in three phases using different construction companies at the cost of Shs700 million was funded by the Development Initiative for Northern Uganda using  funding from the UN Capital Development Fund (UNCDF).
The two ministers toured the newly constructed facility, but  found out that some of the structures hadn’t been fully completed by two other contractors although  the 3rd contractor  Civo Construction Services Ltd had completed his part of building wall fence and solared power borehole.
Anna Awili one of the traders said the two ministers should accept and commission the market so that the traders start using it to minimize traders from counting loses.
“Those areas can be completed as we traders are using the facility because we need to generate income, our children are supposed to report back to school yet it’s only in this market where we hope to generate income,”She said.
Peter Oketayot another trader said since the district still holds Shs15m that money can be used to complete the remaining part as traders are using the market. Mr. Donath Eswilu, the Omoro District Chief Administrative Officer assured the Ministers that the remaining scope of work will be undertaken in one and half weeks.

This publication has learnt that the sub-county projected to earn between 1.2 million shillings and 1.5 million shillings per month as revenue from the market.

Newly Commissioned Cement Factory Likely To Cause Ethnic Conflicts In Karamoja

MOROTO: President Museveni on Tuesday jetted to Moroto district in Karamoja sub region to commission  a multibillion cement and clinker factory which if it starts operating will be the first historic cement  factory in  Karamoja.
Museveni said he wants all the people in Karamona region to benefit from the ongoing industrial  development in the area.
“You heard that these factories which will make clinker will save Uganda 380million US dollars of imported clinker and they will create jobs as well as pay taxes, so the people working in the factories will benefit, the government will benefit by taxes but also want all the Karimojongs to benefit in all the other ways, “Mr Museveni said.
Yes that’s the hope that president Museveni is trying to put in place to solve the high poverty level in Karamoja however, this publication has learnt that the clinker factory could now be turned to be a centre of ethnic conflicts between the Matheniko of Moroto and the Bokora of Napak.
This publication noted that during the groundbreaking ceremony, leaders from Napak district including members of parliament who were at the far front convincing the locals to accept the factory didn’t turn up for the function due to maximum involvement of leaders and Mps of Moroto yet the factory sits on Napak land.
The factory is located in Kautakou village, Ngoleriet sub county in Napak district but all the activities were being done by Moroto administration and Napak was left out under unclear reasons something which has not gone well with Napak district administration.
This publication also learnt that the leaders from Napak seem to be jumping out fearing to answer questions from the learnt voters after the company changed its company name under unclear reasons.
Documents seen by this website shows that the registered name for the company constructing factory in Moroto is called Sunbad resources limited and it’s the same name which was  used to acquire land in Napak but everyone was suprised to hear during the ground breaking ceremony a different company name mentioned as West International Holding Limited, a subsidiary of China West Cement limited (Stock Code 2233.HK) a Hong Kong listed company something that has left locals there wondering.
Some of the leaders of Napak who spoke to this website said they  are afraid and asking who’s the real owner of the company is it the Chinese or Ugandans. Currently the issues of the boundaries between Moroto and Napak immediately after the president finishing to commission the work to commence.
Some elders have vowed to frustrate the work until the ministry of lands opens up boundaries to a certain where Napak falls and where Moroto falls.
“We really don’t know because some people have just come to hijack the program yet we were there right from the beginning,”Mr.Peter Keen Lochap the member of parliament for Bokora East said.
Ms Faith Nakut Napak district women member of Parliament who happened to have fought against people who had attempted to grab the land where president held ground breaking for the new cement factory also didn’t turned up for the function.
“Yes on  Tuesday, I received a call asking me to attend the ground breaking ceremony but the invitation wasn’t befitting an invitation for a state ceremony”-She said.
