Secrets Why Museveni’s Anti-Karangwa CEC Statement Moved Delegates From Western Uganda

Last Thursday, president Museveni bashed Moses Karangwa, the Kayunga NRM Chairman, who now wants to upgrade to become party vice chairman for central region. Museveni who was chairing the vetting of CEC contestants, told Karangwa about the land grabbing allegations minister Aidah Nantaba who is also Kayunga woman MP, had been making against him.

He also told Karangwa about a more recent petition that was delivered to state house by real victims of his land dealings in Kayunga. Museveni told the meeting that the matter was being taken seriously which is why he had tasked general Nalweyiso to investigate the same. Museveni informed Karangwa that Nalweyiso will be summoning him to a hearing meeting where he will have to meet his accusers face to face.

Sources say that Museveni deployed Nalweyiso because the Kayunga police and RDC’s office had all failed to tackle land grabbing in Kayunga most likely because they fear that Karangwa can use his money to cause them to lose their jobs, get demoted or transferred.

The president’s statements have since been interpreted to be a vote of no confidence in rich man Karangwa who is campaigning to get elected the NRM chairman for Buganda by NRM delegates at Kololo on Wednesday.

The president’s comments have swayed many delegates to realize that Karangwa won’t be the suitable person for the position of NRM chairman in Buganda. Delegates from western Uganda have been the most swayed because for them, they still believe in the president a lot because he is their son. Once he sends out a negative signal against anyone, that person politically suffers rejection because the son of Kaguta still has firm grip on his party.

Most of the delegates from western Uganda have shunned Karangwa and are keeping their safe distance away from him because of their own self preservation. Many of them have bought big land and set homes and businesses like schools etc in Buganda especially in the metropolitan area of Kampala, Mukono, Wakiso, Mpigi, Mityana and Luwero.

They are fearing that the relationship between Museveni and Mengo can once again become hard to blossom in case someone not very friendly to Buganda kingdom becomes NRM chairman in the central region.

Buganda kingdom has been clear on the attributes a person they prefer must have and Karangwa, who refuses to denounce renegade Kayunga-Bugerere king Ssabanyara, clearly doesn’t fit that description which the Katikkiro of Buganda has been putting out through Mengo media platforms.

Mayiga says they would prefer someone who recognizes Kabaka Mutebi and doesn’t tolerate renegade kings like Capt. Baker Kimeze the Ssabanyara of Kayunga Bugerere and Ssabaruuli of Nakasongora.

During the CEC campaigning time, some of the contestants have gone to Bulange to assure the Katikkiro about their readiness to use the CEC position to strengthen relations between Mengo and NRM but Moses Karangwa, who kingdom officials hate for refusing to be clear on the Ssabanyara issue, hasn’t bothered going there at all. This shows that to, him Buganda kingdom doesn’t matter and that the officials at Mengo can go and hang.

This Mengo factor, coupled with what the president said last Thursday at the CEC meeting, have combined to cause most of the delegates from western Uganda to keep away from Karangwa whose election victory they believe will only create hardship for them and the ruling NRM party in the central region.

They would like to see the good relations of Mayiga era to be strengthened because it has brought to them prosperity and peace of mind as they go about their private businesses within Kabaka’s territory.

Museveni Wants Karangwa To Directly Face Kayunga Land Grabbing Victims

President Museveni says that there has been a lot of land grabbing in Kayunga district. He adds that Idah Nantaba, the woman MP, was for a long time the only one bringing such cases to his attention but lately, the ordinary people also got a way of reaching him directly.

The president told CEC members last Thursday as Kayunga NRM chairman Moses Karangwa was being vetted to become the NRM chairman for Buganda, that the victims of land grabbing had reported to him directly and that he had assigned his aide general Proscovia Nalweyiso to be the one to investigate.

The land grabbing victims accused Karangwa of being complicit and Museveni rebuked him about this.

Museveni assured Karangwa that after CEC elections are completed, general Nalweyiso will fearlessly convene a public hearing of the complaints against Moses Karangwa.

Then Museveni added that Nalweyiso must make sure that Karangwa is also present so that he can come face to face with his accusers.

Museveni added that Karangwa will then have to answer all the tough questions his accusers will be putting to him with their lawyers.

Should Karangwa fail to prove his innocence, he might end up arrested for Luzira and made to compensate his victims should they succeed in proving their case against him.

Kiwanda Doesn’t Mean Well for NRM, Mityana NRM Boss Warns CEC Voters

Mohammed Nsegumire, who is the vice chairman for NRM in Mityana district, has revealed that Godfrey Kiwanda gave up on winning the CEC position for Buganda long time ago. And this is why he hasn’t been campaigning that much. Kiwanda has been the NRM vice chairman for central region and he is seeking reelection.

In a recorded video interview conducted by journalist Kyewalyanga Muzzanganda, Nsegumire says that Kiwanda hasn’t even bothered to campaign among fellow delegates from Mityana which shows he is either not interested in their vote or despises them as not capable of making him win.

“I’m the vice chairman of NRM in Mityana district and I can tell you that that so-called number four in the party hasn’t bothered asking any of us for the vote yet this is supposed to be his home ground. He is padanoid and angry at everyone from Mityana,” said Nsegumire who has twice defeated Kiwanda for the NRM flag.

He advises delegates coming to Kololo to vote new CEC bosses from the rest of the country not to waste their time voting for Kiwanda because he is a cold-hearted man who doesn’t wish anyone well.

Nsegumire says that everyone in Mityana hates Kiwanda because he is full of treachery.

“He is working with NUP people to undermine NRM in Mityana north. When I defeated him in 2021, he pretended to be okay with me yet he went behind my back and supported Gordon Ssematiko who was the NUP flag bearer. Many of his campaign agents joined Ssematiko and gave evidence in Court against my victory but I still prevailed and defeated all of them hands down,” added Nsegumire.

He was angry that even now Kiwanda is once again fighting to destroy his victory after he once again defeated him for NRM primaries last month.

“He is so bad-hearted he is now spreading propaganda that I sold my building in Kusenyi and got Ugx4bn which I used to bribe voters in NRM primaries, which is totally false. He is a bad loser who I can predict is going to end very badly,” Nsegumire concluded.

Segumire says that he has full evidence of Kiwanda conniving in meetings with NUP people to undermine NRM candidates in Mityana because he sees fellow cadres as big threats to him inside the NRM party where he likes to monopolize the president’s attention.

Kenyan Doctors Perform Rare Heart Procedure, Second in Africa

A team of cardiologists in Nairobi has successfully performed a rare heart procedure known as ‘Intravascular Lithotripsy (IVL)’, placing Kenya alongside South Africa as the only countries on the continent where the treatment has been carried out.

The procedure was led by Dr Vijaysinh Patil, an interventional cardiologist at The Nairobi West Hospital.

It was performed on a 68-year-old man who had suffered a heart attack three weeks earlier. Tests revealed that he had multiple severely calcified blockages in his coronary arteries.

Such blockages are difficult to treat because the artery walls become extremely rigid, resembling concrete pipes. Standard angioplasty balloons often cannot expand these arteries, while attempting to do so risks damaging the vessel. In many cases, patients are referred for open-heart bypass surgery.

“In this patient’s case, bypass surgery was not possible because the vessels were unsuitable,” Dr Patil explained. “The patient was also reluctant to undergo major surgery, which left us with very limited options.”

IVL offers an alternative for patients in such situations. The technique uses a balloon catheter, threaded into the artery, that emits controlled sonic waves.

These waves selectively fracture hardened calcium inside the vessel wall, making the artery flexible enough to be opened safely. Once that is achieved, doctors can insert stents to restore blood flow.

“The technology allows us to crack the calcium without harming the healthy parts of the artery,” Dr Patil said. “It gives us the ability to safely treat patients who would otherwise be left with no option but risky surgery.”

In this case, the medical team used an IVL balloon to deliver pulses in two blocked arteries, successfully breaking down the calcium. They were then able to place two stents with precision. The patient recovered well and was discharged the following day.

The successful use of IVL in Nairobi adds to a growing list of advanced heart procedures carried out in Kenya in recent months. Last year, doctors performed the country’s first ‘Transcatheter Aortic Valve Implantation (TAVI)’, a non-surgical replacement of a narrowed heart valve. Another procedure known as ‘renal artery denervation’ was introduced to help patients with high blood pressure resistant to medication.

Experts say these developments highlight the country’s growing capacity for minimally invasive cardiology. Such techniques not only reduce the risks associated with open surgery but also shorten recovery times and hospital stays.

“This is a significant step forward in how we approach complex coronary disease,” said Dr Patil. “Patients with severely calcified arteries now have a safe and effective alternative that was not previously available in the region.”

Cardiovascular disease remains one of the leading causes of death in Kenya and across Africa, with lifestyle changes and an ageing population contributing to rising numbers of heart patients. Calcified artery blockages are especially challenging to treat, as they often affect older individuals with other underlying health conditions.

By adopting technologies such as IVL, doctors say Kenya is moving closer to international standards of care. It also spares patients the financial and logistical burden of travelling abroad for advanced treatment.

“The introduction of IVL is not just a technical achievement,” Dr Patil said. “It represents progress in making advanced cardiac care accessible to our population, and it will benefit many patients in the years to come.”

State House Investigates Kampala NGO For Falsifying Audit Report

At the instigation of National Council for Sport (NCS)’s General Secretary Dr. Bernard Patrick Ogwel (PhD), the State House Anti-Corruption Unit (SHACU) is considering inquiring into extortionist activities of a group operating as Global Anti-Corruption Initiative (GACI). They describe themselves as a civil society organization dedicated to fighting corruption in public entities.

As such, they have always targeted public institutions’ heads and accounting officers. Dr. Ogwel, who isn’t even the accounting officer at NCS, is just one of the many who have been menaced by GACI’s controversial activities. Each time the Auditor General’s report (which is public information) comes out for the preceding financial year (FY), they get hold of it and interpret it in their own way.

Claiming to be paraphrasing and quoting that AG’s report, GACI officials always come up with their own dossiers purporting to be blowing the whistle to expose graft at several GoU agencies. This is targeted at making the targeted accounting officers sleepless and many end up being disrupted from their primary service delivery agenda.

In their 4th August letter, which they widely circulated, GACI officials, led by their executive director Moses Kakama, uttered several defamatory statements targeting the top NCS officials while claiming to be communicating contents of the AG’s report, which only MPs are mandated to act upon under the accountability committees like COSASE and PAC.

Sick and tired of their blackmail and malicious activities, Dr. Ogwel has since instructed a law firm to take them on for both civil and criminal defamation. This story will focus on the criminal defamation part while dedicating another article for the tortious civil defamation part.

Dr. Ogwel’s lawyers have penned a formal complaint to the State House Anti-Corruption Unit (SHACU) head Gen Henry Isoke. Dated 8th August, the complaint enumerates instances of deliberate and wilful misrepresentation and malicious defamation which GACI officials have been committing against Dr. Ogwel and other NCS officials. That the statements disclosed in the GACI letters are full of malicious, false, misleading and defamatory utterances which are actionable in law.

Ogwel makes it clear he is sick and tired of endless defamation by GACI whose officials keep claiming they are enforcing accountability and oversight work as a CSO. He takes strong exception to GACI’s decision to misrepresent what the AG states in his latest report (for 2024) regarding the $44,100 which is supposed to be recovered from Hill Top Hotel in Kigali.

The money had been expended for accommodation for Uganda delegation members during the EAC games in Kigali and in his report, the AG recommends that the Ministry of Foreign Affairs (MoFA) undertakes diplomatic efforts to have the money recovered from the Kigali hotel.

Yet in their letter, GACI officials stated that the NCS bosses had caused financial loss and acted fraudulently by refusing to pursue recovery of this money, which isn’t the case. Ogwel is concerned that GACI misrepresented the contents of the AG’s report in order to get him by indicating that the audit report faulted him personally, whereas not. He wants GACI officials to be criminally investigated regarding their motivation to make such misrepresentation and falsification of facts.

There is also the issue of delayed operationalisation of the national recognition and rewards scheme to honour sports personalities who excel globally and make Uganda proud. In his report, the AG recognizes efforts the MoES and NCS have taken to have the relevant policy framework and the statutory instrument in place and proposes deeper stakeholder involvement.

Yet in their dossier, claiming to quote the same report, GACI officials falsify the report to appear as if the auditors accused the general secretary of having a personal interest in this delayed operationalization.

The AG also said something about deductions from staff salaries, affecting a total of 24 NCS employees. That the deduction exceeded 50% of the basic pay and what is generally permissible under the public service standing orders.

The AG noted this to be irregular but took note of the top management efforts to have the relevant policy in place. He never accused the GS of any intentional misconduct for personal gain, which GACI officials impute in their letter, purporting to be quoting the audit report. Ogwel’s lawyers believe this is all done internationally in order to cow their client into subsequently being blackmailed and extorted. The broader explanation is that, in some cases, such monthly deductions are related to loans individual staff members are supposed to previously have taken out of the staff sacco.

The AG flags Shs4.873bn as outstanding for federations and associations whose leaders are clearly faulted for not being able to promptly account for the funds previously disbursed to them by the NCS Secretariat.

The auditors are concerned that some of the federations and associations aren’t properly managing the advanced funds. Yet in their letter, the GACI officials curiously turn all this to seem or appear like the auditors are faulting Ogwel and other NCS officials for failing to account for Shs4.873bn, whereas not. Ogwel’s lawyers demand that SHACU operatives inquire into all this deliberate misrepresentation especially regarding the motivation by such misleading utterances by GACI officials.

Absence of land titles, project codes and other requirements caused the Kakyeka stadium project not to promptly carry on-and the funds (Shs375m) were sent back to the consolidated fund at the end of the FY. Yet GACI officials in their letter are blaming all that on the GS personally for causing financial loss yet there is nowhere he is faulted for such in the report. The lawyers want SHACU to establish the truth behind all this deliberate falsification and misrepresentation of facts by GACI whose officials, it’s suspected, just have personal vendetta against Ogwel.

GACI also deliberately lied about another Shs6.5bn that was unutilized and returned to the consolidated fund. The NGO claimed that it was meant for subscriptions and support for federations yet in actual sense it was for Hoima and Kakyeka stadium development. Ogwel’s lawyers assert that all this shows the extent to which GACI officials are determined to keep making deceptive statements.

The AG also writes about the Shs23bn as supplementary funding which moved to NCS coffers yet the same was never requested for. Gratefully, it was approved by Parliament and Ogwel takes strong exception to the fact that GACI, in their letter, relied on that to accuse him of fraudulent conduct yet the AG report doesn’t have such insinuation. The AG advises the legislature to, in future, have strict adherence to the PFMR procedures.

The lawyers also highlight GACI’s false claim that the GS acted negligently by failing to fully utilize the Shs218.7bn for the planned and approved activities yet there is no such finding in the AG’s report which they claim to be quoting. That the AG never flagged any underperformance on the part of the GS and NCS.

Many of the activities were established to have been fully implemented and reasons well understood in case of those activities that were partially implemented. SHACU is called upon to investigate the motive behind all this deliberate misrepresentation by the NGO whose officials claim to be mandated with enforcing accountability and oversight upon government entities.

The lawyers share copies of the AG report and GACI’s letter to enable SHACU investigators to see for themselves the deliberate defamation and malicious propaganda that has been propagated against their client. The defamation matrix, attached on Ogwel’s complaint, clearly shows the extent of wilful defamation and misrepresentation which they demand that GACI officials shouldn’t get away with, without being severely sanctioned. It’s made clear to SHACU that the AG report, which GACI claims to be paraphrasing renders an unqualified opinion which implies that NCS’ performance is satisfactory and no sanctioning was recommended against anyone at NCS.

The lawyers make it clear that, contrary to misrepresentation by GACI, the auditors didn’t establish any negligence, loss of funds or fraudulent diversion of any funds for personal use. Thy make it clear that their client has tolerated being defamed for enough and time has come for GACI officials to be held personally liable for both their criminal and civil defamation, which is clearly actionable under the laws of Uganda.

The contents of GACI’s 4th August letter are unequivocally dismissed as ‘malicious, false, misleading and defamatory,’ for which the concerned NGO officials who authored such are going to be held liable in courts of law where Dr. Ogwel is determined to seek remedy from, like any other law-abiding Uganda citizen.

As the civil suit is being prepared, Dr. Ogwel’s lawyers make it clear that their client deserves a remedy because his personal and professional reputation has been damaged. GACI officials are accused of creating unwarranted public suspicion in Dr. Ogwel as a public official, breaching the principle of responsible civil oversight and of engaging in clearly actionable defamation.

The lawyers also implore SHACU, as a corruption-fighting agency, to broadly become interested in inquiring into under hand methods that are being deployed by some rogue-minded actors who keep disguising to be doing legitimate civil society work whereas not.

The Unit is also called upon to inquire into the motivation behind the malicious and defamatory misrepresentation which GACI officials have been sustaining against Dr. Ogwel and potentially other holders of public office.

Ogwel’s legal team members have vowed not to rest until GACI officials are compelled to publicly retract their defamatory utterances with a clear undertaking never to do such a thing again.

TOO OLD TO CONTEST: NIRA Refuses To Amend National Youth MP Aspirant Naku Fiona’s Age

Tension is brewing in the National Resistance Movement (NRM) with the party’s electoral commission boss facing a test of loyalty and truth after candidates for National Female Youth MP move to boycott the internal elections over bias and confusion.

At the centre of the storm is Nakku Fiona a candidate who is seeking the NRM party flag to be the National Female Youth MP in the 12th parliament. Fiona who by the look of things is well connected, well funded and is said to be a young sister to the party’s National Treasurer Nekessa Barbara Oundo.

Available information reveal that Fiona is above the age cap for the position she’s vying for. According to the National Youth Council Act, the position is reserved for Youths between 18-30 years. However, Naku Fiona is 31 years which makes her too old to qualify for the same position.

To make things more complicated for Nekesa’s young sister, the National Identifications and Registrations Authority (NIRA) declined to amend her age to 30 years which she had applied for few months ago.

“In keeping with NIRA’s duty to maintain an accurate and credible National Identification Register, NIRA investigated and reviewed the application and found that for change of date of birth was irregular and has therefore been cancelled”-reads part of the letter NIRA wrote back to ABNO Advocates who had sought clarification on the same.

Naku Fiona is contesting with Mercy Kanyesigye, Kobusinge Olivia, Diana Ampaire Kampe, Gold Ikyikiriza and Sandra Chebet for the NRM ticket ahead of the general elections of 2026.

The rising cancer burden signals a need for expanded resources to meet demand and reduce mortality rates.

The Afrigo Band member, Hon. Rachael Magoola, expressed gratitude for UCI’s tireless work in saving lives, giving families hope, and serving communities at home and beyond.

“Throughout our 50-year music journey, Afrigo Band has lost a number of friends and fans to cancer; therefore, joining hands to raise awareness about this killer disease is a contribution I am proud to affiliate with,” She said.

Talent Africa Group CEO, Aly Allibhai noted that they are very happy to support to the initiative and pledged to use their platforms and events to raise awareness for cancer and early detection.

“We hope donations made today, will go along way in supporting the Uganda Cancer Institute and the invaluable work they do. Together we can help improve lives, bring hope and create lasting impact.”

Lois Kwikiriza, the Stanbic Bank Brand and Marketing Manager, said their broader mission centres on community engagement reflecting the purpose: “Uganda is our home; we drive her growth.”

She emphasized that Stanbic Bank is committed to empowering communities, improving health outcomes, and promoting inclusive growth, with particular attention to women, youth, and farmers who form the backbone of the nation’s prosperity.

She said, “The UGX 20 million donation marks another milestone in Stanbic’s ongoing collaboration with UCI. We have walked an amazing journey with the Institute; in 2023, Stanbic provided two beds and Pap smear kits to aid early cervical cancer testing.”

Kwikiriza said the donation complements other efforts being undertaken by the bank in maternal health, education, and environmental conservation.

Referring to the forthcoming show, Kwikiriza said, “I would like to call upon Ugandans to purchase their discounted tickets via our FlexiPay app. We shall have the last flash sale on Friday morning, so people can save on their tickets.”

She said FlexiPay can be used for transactions such as paying utility bills, shopping, or purchasing fuel above UGX 50,000, with a 10% cashback incentive.

The event, held at the agency’s premises, brought together trainers, industry practitioners, and guests to honor the attachees for their commitment and progress during the program.

“Newsline Media and Training Agency offers attachment opportunities to students in media fields to give them the skills they need to thrive in the industry,” she said. “Most students seek attachment because it’s mandatory, but they should approach it with the goal of acquiring skills they didn’t achieve in school.”
