Abusive Blogger Dean Lubowa Saava Surrenders Hands Himself Over To UCC

A few days ago, the abusive Kampala youtuber Dean Lubowa Saava realized it wasn’t possible to be in hiding forever-and he turned himself in at UCC headquarters of Bugolobi.

He had been in hiding for weeks following a late evening raid by UCC enforcement officers on his TV10 Mazima offices at Kakeeka in Lubaga near super fm. Saava escaped and narrowly survived being arrested by the UCC enforcement team.

In his absence, the enforcement officers dismantled his broadcasting studio and took away all the communication equipment. Since that day, Saava has been operating on defiance whereby he was bringing videos recorded from unknown places without his exact location being known.

His humble worker Jackson Jakko Walukuba also fled and abandoned him to go and hide in his village in Busoga-fearing to be arrested. Saava had tried running to Gulu to intimidate the regulator but UCC stood its ground.

Salim Saleh realized it was going to be hard for government to clamp down on other abusive online broadcasters if Saava got protected and was allowed to continue with his abusive content and without the UCC license.

That’s how Saava, who is already facing more than 100 defamation cases in the high court, ran out of options and realized that those things of abusing Nyombi Thembo the UCC boss, weren’t going to help him for long.

Sources close to the abusive blogger say that Saava got some airtime and called on the UCC landline pleading for forgiveness because life had proved to be unbearable for him as a fugitive in hiding. He made it clear that he was ready to surrender and apologize to the country and those he has been abusing.

He is also ready to apply for the UCC license and stop illegal broadcasting. This will bring him under the direct control and regulation of UCC because its to them that whoever gets abused reports.

Saava is now in secret negotiations with UCC to find a way of ending his fugitive life. Its clear he has realized you can’t continue illegal broadcastings of abusing people as if there are no laws in Uganda.

He hasn’t posted videos on his TV10 mazima channel since reaching out to UCC and he can only continue after his problems with the regulator have been solved. There is hope that within the coming week, both parties will go public and bury their hatchet.

There is no way government would have any moral authority to clamp down on other abusive tik tokers during this campaign time for as long as Saava remained untouched. This explains why UCC has been very firm on Saava this time around.

Pastor Bujjingo is a stronger supporter of the government but his worker Full Figure, who is very popular with her Omusunsuzi programme, has also been blocked because she uses the programme to abuse people and spread hate speech every morning.

Saava has abused more people and even his channel is illegal broadcasting because he refused to apply for UCC license. But still Full Figure hasn’t been tolerated to continue abusing people.

The government values Bujjingo more than Saava but UCC still hasn’t spared Full Figure, which means there is no way Saava can be allowed to continue with his illegal broadcasting-however much he thinks he is too big to be touched in a country of laws which must apply equally to all people.

Kin Karisa is also big and a more powerful supporter of Museveni and NRM but his Uncut Sabula Kalakata on NBS was closed by UCC because presenters were using it as a platform to abuse and defame people.

The regulator closed it after getting many complaints and still Karisa didn’t use the big people he knows in government to intimidate Nyombi Thembo like Saava has been trying to do.

So, its clear there is no way Saava was going to keep getting away with it for long without UCC coming hard on him-however much he claimed to be a good friend of Salim Saleh, Mathias Mpuuga and the speaker Anita.

It’s not going to be easy for him because even if UCC which the government and big people in government can try to control forces the original complainants to forgive him for the hate speech, because the hundreds of defamation cases in the high court are going to remain active on him. He will need millions of shillings to hire lawyers to defend him when the trials finally begin.

Each case he loses in court, he has to pay money and these days judges award hundreds of millions for defamation cases to serve as a deterrent because they know even themselves are not safe and can be destroyed by bloggers like Saava.

Many who know how these court things always go are predicting that Saava is going to end up very badly and declared bankrupt like Teddy Seezi Cheeye of Uganda confidential news because there is no way any of the big people in government is going to pay for him those damages from high court the day it begins raining in his world.

It’s also very likely that no good Kampala lawyer is going to ever waste his or her time defending him in the high court on those defamation cases for free. He will have to pay and a lot of money.

Gangs Invade Zombo Children’s Home, Causing Millions in Damage

A crew of unidentified suspected gangbangers violently attacked Devine Mercy Hearts of Love Children’s Home in Mawa Cell, Omua Ward, Paidha Town Council, Zombo District, shattering windows and door glass worth millions of shillings.

The harrowing incident went down at 3:00 AM on Monday, September 8, 2025, leaving locals and leaders shook, with many scratching their heads over the motive behind this vicious vandalism.

No loot was recorded , making the hit seem like a straight-up wrecking job without clear motive. Geoffrey Aliana Oryem, the LCI chairperson of Mawa Cell, confirmed the chaos, stating the goons only smashed windows and doors, leaving valuables untouched.

“These criminals jumped over the fence, trashed the glass, and later fled without grabbing anything. We’re condemning this cowardly act and calling on the community to stop it, The law’s going to hunt them down,” Aliana declared.

Devine Mercy Hearts of Love Children’s Home, which shelters 20 homeless kids and orphans, was set up in 2014 and officially opened in 2016. Dr. Christine Mpora, the director, recounted the 3:00 AM ambush, saying she was praying when the crew started busting up the place.

“I heard bangs on the windows and doors. The kids were screaming and praying. I sensed trouble, raised the alarm, and the thugs split over the fence,” a tearful Mpora told this publication.

She added, “I yelled that I knew who they were, and they fled out. They just smashed the glass only .”

The Home has a wall fence, and signs at two corners indicated crumbled bricks suggesting the suspected gangs might’ve knocked over parts of it while making their getaway, though this wasn’t confirmed by press time.

Mpora, who came from Kabale to Zombo to help vulnerable kids, was baffled by the attack.

“I’m here to save souls, not start beef. I’ve got no issues with neighbors, so why target this place?” she said, visibly shaken.

When a team of Journalists from Zombo Press Association visited the Home, a cop from Paidha Central Police Station’s CID was taking statements from the home’s residents to piece together the crime.

No official police report was out by deadline, but a deep throat source said three suspects got called in to help with the investigation. The probe kicked off earlier that morning with Paidha police flexing a new sniffer dog.

Mpora noted the kids are rattled and need counseling for at least two months to cope. “They’re traumatized, uneasy. We need support and security from the government and local leaders to secure this place down,” she urged.

Bruno Mananu Obomba, Zombo’s Assistant Resident District Commissioner, strongly condemned the incident, promising a “hardcore investigation” to nail the culprits.

These partnerships are expected to help strengthen governance frameworks, risk-based supervision, and policy development across sectors.

Dorothy Maseke, Chairperson of the Risk Management Hub in Africa, hailed the development as the result of years of dedicated effort.

The creation of the Hub aligns with IRM’s global growth strategy, positioning Africa as a key priority region. Blogger Saava Flees UCC Hearing Meetings After Failing To Prove Fake Story Against Prof Badru Kateregga

Through his own lawyers M/s Kanganzi & Co Advocates, unlicensed Kampala online media operator Dean Lubowa Saava has admitted that he is facing piles of many court cases relating to civil defamation. According Kanganzi, among many others Saava has civil suit no. 0194 of 2024 that was filed against him by PostBank using Orima & Co Advocates.

He also has a case that was filed by Joel Senyonyi, the prisons undersecretary, another by Kampala University owner Prof Badru Kateregga Ddungu and another filed as civil suit no. 574 of 2024, which was filed by a Kampala business who Saava declared a thief and murderer.

He also has a case a group of MPs filed against him at the High Court after he branded them scandalous without adducing any evidence. These are led by Hon Emily Kugonza. Police officers and IGG officials also recently filed defamation cases against Saava. And Beti Kamya’s son Arnold is also working on his civil defamation case against Saava.

Saava’s lawyer has been writing to Uganda Communications Commission (UCC) begging the ED Nyombi Thembo to stop investigating Saava on grounds that his TV10 Gano Mazima is already having more than enough problems in the Ugandan civil courts where countless defamation cases have already been filed.

Currently, Saava is the most sued media operator in Kampala to the extent that every week, an average of five new defamation cases get filed against him at the Civil Division of the High Court. His channel is character-assassinating those who refuse to give him money, on a daily basis and many of them have resorted to suing him in civil defamation.

“You still have a chance to choose between fire and water but whatever you choose is what you will get,” Saava threateningly wrote to one of the public officials he was about to begin character-assassinating on his TV10. The official, who has since submitted this as part of his evidence in the civil suit, just ignored and Saava started on him days later. This message was understood by the targeted official and his lawyers to have been a veiled attempt to solicit money from him.

Such civil cases take long to be concluded but in the end, it’s how many powerful journalists and media outlets have been crippled and brought on their knees. Examples include Red Pepper, Teddy Seezi Cheeye and many others.

Kanganzi made this plea to the UCC investigations panel to justify why his client was already over stretched and unable to appear before it to defend himself concerning the fake news, cyber harassment and hate speech acts he previously committed against several entities. Some of these are individual persons and others are institutions. Examples include PostBank, businessman Alexander Lutaaya, Prof Badru Kateregga and many others.

Because they all made almost similar complaints against Saava, whose TV10 UCC says has been breaching minimum broadcasting standards, the Commission decided to consolidate and hear all these complaints in one go. The complainants were each represented by a legal team which filed documents accusing Saava of malicious reporting, hate speech and operating illegal media operations without the mandatory broadcasting licensing by UCC.

The Commission gave Saava the opportunity to appear and defend himself but he didn’t. He feared and stayed away while claiming what he uttered about of them was based on what he read in the New Vision newspaper. In its comprehensive decision appearing on 27 pages, UCC informs Saava that a story merely being from another media outlet doesn’t lessen his personal liability once sued.

Several earlier decisions of Court are referred to, to make Saava aware that he has to carry his cross by demonstrating that what he reported was true. If he had evidence implicating any of his cyber bullying victims, as he always claims, Saava ought to have come to UCC and put his facts on the table. His decision to shy away, as opposed to facing his accusers and prove his case against them, is indicative of the fact that Saava is never sure of his facts.

He even tried to shield himself by claiming that he was already defending himself against the same aggrieved persons in the high court of Uganda. He could have been right on that one because there is always potential to jeopardize one’s own case elsewhere.

Indeed, in the same Saava ruling, UCC implores aggrieved citizens to avoid seeking remedy from both administrative bodies, like the Commission itself, and the Courts of Judicature.

The Commission is advising that parties should choose one forum as opposed to complaining everywhere over similar aggrievement. The public policy behind all this is that government entities end up duplicating work amidst time, money and personnel scarcities.

An absurdity can also result in case the two arbitration bodies (for example UCC and Court) deliver contradicting decisions. It’s advisable that parties aggrieved by reckless journalism practice and offensive broadcasting choose either Court or UCC and not both. In case one isn’t satisfied with UCC’s decision, they can appeal to high court.

The complainants against Saava (who depicted PostBank as corruption-riddled) had also prayed for monetary damages which the Commission declined to grant, preferring to stick to regulatory breaches and the resultant sanctions. The Commission restricted itself to finding that the type of broadcasting Saava has been engaged in is illegal because he doesn’t have any authorizing license from UCC, the regulator, and also because his methods of work breach all minimum broadcasting standards.

He is directed to apply and get his media operations properly regulated and licensed by UCC besides deleting all the offensive content he previously broadcast against PostBank, businessman Lutaaya and Prof Badru Kateregga. He is also ordered to prominently apologize to each of the complainants whose reputation he damaged.

He is required to write a report confirming to the Commission on all these demands and how he has complied with each of them. The apology and retraction of the impugned content must be effected in a manner that satisfies each of the complainants.

He has been given between 3 and 5 days to do all these in a very conspicuous way. This is counting from 22nd August when the anti-Saava decision was proclaimed and signed by UCC Executive Director Nyombi Thembo.

In case he doesn’t do as instructed, UCC has threatened to leverage other regulatory measures available in its toolkit including directing telecom companies to permanently block public access to all Saava’s online media platforms including his YouTube channel called TV10 Gano Mazima.

The other option is to escalate things by involving Police and other security forces to have Saava locked up and criminally prosecuted. There are clear legal provisions mandating UCC to leverage of these regulatory measures. All that notwithstanding, the Commission has always prioritized less drastic measures.

In the same decision, the Commission takes note of and rebukes Saava for the hostility with which he responded by abusing and character-assassinating UCC top officials the moment he was written to and notified about the complaints the victims of his impugned online broadcasts had filed with the Commission at Bugolobi.

Using the same online platforms, which lack the regulator’s authorization and operating license, Saava went as far as falsely claiming that he was being investigated because the complainants had bribed key decision-makers at UCC. The Commission takes strong exception of all this and notifies all and sundry that provocateurs like Saava won’t be able to get away with it the day they ever repeat that sort of conduct.

Richard Todwong Welcomes Kasolo Endorsement, Calling It Winning Formular for NRM in Buganda

Outgoing CEC member Godfrey Kiwanda has spoken to reporters at Kololo and explained why he and others have bowed out of the CEC race to consolidate Haruna Kasolo’s chances to become the new ruling NRM Chairman for Buganda region.

Kiwanda says that he, Kyeswa, Sewava Mukasa and others have realized that they must come together and rally behind better-placed Haruna Kasolo in order to effectively confront land grabbing and other problems afflicting ordinary people in Buganda.

Kiwanda says that land grabbing is a very big problem costing NRM political support in Buganda and all delegates must now come together and confront or stop those perpetrating the same in Buganda.

He says they have had meetings as CEC candidates for Buganda and they are unanimous that it will take a political collosus of Kasolo’s stature to be able to effectively confront the opposition NUP whose strongest support is now based in Buganda. He added that, having switched sides, all his supporters are now solidly behind Haruna Kasolo.

Hakim Kyeswa also addressed the problem of land grabbing in Buganda and thanked the President for being very clear in his Thursday address at Kololo where he had no kind words for cadres who are involved in land grabbing. Kyeswa added that there is no way anyone can stop Kasolo’s win because he is the man who even all the gods of Buganda have chosen.

The trio’s exit created massive euphoria at Kololo where delegates burst out singing “eeh eeh maama twagala Haruna Kasolo nga sente [we like Kasolo like money].”
Secretary General Richard Todwong too spoke to reporters and commended the trio’s decision to bow out in favor of Haruna Kasolo and he called this a winning formular for the ruling NRM in Buganda.

On his part, Haruna Kasolo thanked the trio for their srlfless act and declared as follows: “I don’t not know what that other candidate is still doing in the race. He can’t be more visionary than all these leaders who have bowed out to back me. These have all been strong contenders with a lot of support and with all that added support, its certain that victory is going to be ours. It’s advisable that other remaining candidate reads the clear writing on the wall and step down and we close this off.”

Kasolo said that now all the focus must go on how to re-energize the NRM support and structures so that the Movement takes on its opponents in Buganda region, which he admitted has a lot of challenges which the President is more than ready to confront.

“I’m not the most important of all but these comrades and fellow leaders have decided that I have to be the one to lead. I’m just leading the team because I can’t do this job alone. We are going to be working with all the structures to turn a new page in this region,” Kasolo said.

In a related development, Joseph Sewava Mukasa took to the microphone and told the President he was pulling out in order to stop the impunity which he accused Mr. Moses Karangwa of.

He explained that there is simply so much at stake, implying that there is no way anyone else can be tolerated apart from Haruna Kasolo, to lead the NRM front in Buganda as the country counts down to 2026.

Delegates Gang Up To Block Moses Karangwa As Kiwanda, Sewava And Kyeswa Leave Buganda Race For Minister Haruna Kasolo

Having sensed humiliating defeat at the hands of better-resourced Calvin Echodu, a tearful Capt. Mike Mukula has finally chickened out of the CEC race.

He has been NRM chairman for eastern region for 20 years and his exit means that Calvin Echodu is going to have a landslide win and join CEC.

However, the other latest big news coming from Kololo where hundreds of delegates are voting, is that the hostility against Kayunga land grabber Moses Karangwa have intensified. He wants to become Buganda region party chairman and faces minister Haruna Kasolo in whose favor Godfrey Kiwanda, Eng. Sewava Mukasa Joseph and Hakim Kyeswa have withdrawn.

There has been a lot of pressure on them to quit for Kasolo, from delegates who believe that Moses Karangwa must be stopped at all costs.

The trio’s exit increases pressure on Moses Karangwa who has been dishing out Ugx20m per district to buy all the delegates’ votes.

In total, he is estimated to have invested more than Ugx25BN in the full CEC race and many are wondering where he keeps getting such money from.

However, Karangwa has continued facing growing criticisms because of land grabbing allegations, brutality and inability to work well with the leadership at Mengo, the seat of Buganda kingdom, where he is seen as a supporter and key enabler of rebel king Ssabanyara who keeps disputing Kabaka Mutebi’s leadership over the Kayunga-Bugerere area.

Crowning a Legacy of Impact
With a budget of UGX 5,000,000 for her six-month pilot, Alobo is partnering with Uganda’s Ministries of Education and Health, local governments, and NGOs to scale her vision.

From distributing dignity kits to training 1,000 households as “Family Dignity Champions,” her initiative is poised to transform lives across rural and urban poor communities.

As she graces the Miss Uganda stage, Alobo Janet Patricia says she is not only vying for a title but fighting for every girl’s right to education, dignity, and a future without limits.

“Periods should never pause dreams,” she asserts.

Five Arrested in Adjumani In Crackdown On Illegal Forest Products

Authorities have confirmed the arrest of five suspects in Pakele Town Council, Adjumani District, on August 25, 2025, for illegally harvesting and transporting forest products, including 90 bags of charcoal.

According to police, the 90 bags of charcoal belong to a known charcoal dealer in Adjumani, identified as Asisa Glofa, who is currently in custody.

North West Nile Police Spokesperson, SP Collins Asea, identified the suspects as Muwonge Samuel (42, Luwero), Mugisha Fred (28, Isingiro), Michael (31, Isingiro), Kibirige Alex (25, Luwero), and Asisa Glofa, all detained at Adjumani Central Police Station (CPS).

SP Asea stated that the suspects were apprehended at approximately 4:30 PM by officers led by the Adjumani District Police Commander (DPC) after receiving credible information about a Fuso truck with Motor Vehicle Registration No: UBP 355S, transporting charcoal from Ofua toward Pakele Town Council.

“At approximately 4:30 PM, officers from Adjumani Central Police Station, led by the DPC, acted on credible information regarding the movement of a Fuso truck loaded with charcoal,” Asea explained.

Asea commended the community for providing vital information that contributed to the success of this operation, emphasizing ongoing efforts to protect and preserve the environment.

Having Failed To Sell His Agenda To Delegates, Money Man Karangwa Now Invests In MPs

Kayunga businessman Moses Karangwa has found it hard to personally sell his message to delegates coming to Kololo to elect new leaders of NRM inside CEC this coming Wednesday. His problems are mainly because he has been reluctant to explain his agenda and what he intends to do with the position in case he gets elected the new NRM chairman in the central region.

He has been to many parts of the country and wherever he goes, Karangwa mainly offers big envelopes for lunch, accommodation and transport refund-and then promises a big bull for every district that he wins in. This has been angering and turning off many delegates in many places who immediately criticize him after picking his envelope.

Having realized he isn’t getting much value out of such town hall meetings, Karangwa is now counting on incumbent MPs who are delegates too. He believes these have a lot of influence on delegates groups from their constituencies and they are the ones who are going to be facilitated with a lot of money on the final day to make the final push for him.

He has also been trying to win over the new NRM flag bearers who he thinks can sway delegates from their districts to vote for him. Once given facilitation, such flag bearers and MPs can do well explaining Karangwa’s manifesto to delegates even better than the candidate himself.

This arrangement by Moses Karangwa, a rich man for whom money has never been a problem, has made delegates to look at incumbent MPs and new flag bearers at Kololo as ATMs people who are supposed to have a lot of money to share with them as CEC elections begin on Wednesday.
