Over 40 Arrested For Illegal Activities As NFA Reinforces Legal Protections For Central Forest Reserves

In a significant enforcement action, the National Forestry Authority (NFA) has apprehended 40 individuals in Kalangala District for engaging in illegal activities within Central Forest Reserves.

The arrested individuals, including Nambogo Betty, Bira Rashid, Namukasa Evelyn, Semuju Yasin, and others, have been charged with offenses such as unauthorized tree cutting, charcoal burning, and illegal firewood harvesting, in violation of Uganda’s forest conservation laws.

Suspects Arrested From Mutambala Forest

Kalangala District Police Commander SP Kenneth Massette confirmed the arrests, stating, “The suspects have been convicted, some remanded, and others are awaiting court proceedings and further advice from the state.” The police case file, dated July 2024, underscores the seriousness of the offenses and the commitment to enforcing legal protections for Uganda’s forests.

Sulait Kafeero, the Local Council One Chairman of Mutambala village in Kalangala District, highlighted the role of local leaders in exacerbating illegal forest activities. “There are several acts of illegal forest activities in Kalangala District, often incited by local leaders,” Kafeero said, citing the case of Major Kigunddu Fred, who was exonerated earlier this year despite being found converting trees into timber illegally.

Kafeero criticized local leadership, stating, “This is a bad example of leadership in Kalangala, where instead of supporting government programs and entities like NFA, leaders make reckless and inciting statements to community members.” His comments followed a recent meeting at Mutambala landing site, where Resident District Commissioner Eva Muwangala Kwesiga controversially encouraged locals to exploit the Mutambala village forests.

The National Forestry Authority has condemned these actions, emphasizing the importance of legal adherence and community cooperation in protecting Uganda’s natural resources.

Aldon Walukamba, Communications and Public Relations Manager of NFA, remarked, “We condemn the acts of the locals in Kalangala and call for the law to take its course because the forests are for all Ugandans and are protected by the government.”

Walukamba further called for increased police and community vigilance in safeguarding the Central Forest Reserves, stressing the need for enhanced security measures to protect both the environment and the livelihoods of local residents.

“The collaboration between local leaders, the government, and entities like NFA is crucial in creating a safer and more prosperous community,” he added.

As forest crimes continue to pose threats to the environment and the well-being of islanders, the NFA’s enforcement actions and calls for community involvement reflect a broader commitment to sustainable forest management and legal compliance in Uganda.

On July 23, 2024 Hilda Twongyeirwe the Executive Director of the Uganda Women Writers Association set off for Tanzania to complete a major feat, climbing up to the peak of Mountain Kilimanjaro.

This however it is not an ordinary mountaineering experience because this time Hilda Twongyeirwe who has reached the Rwenzori Mountain Summit before, is climbing on a campaign to reach out to communities of interest supportive of writing and creative work with a call for financial contribution towards the purchase of property that will accommodate the Uganda Women Writers Association Writing and Wellness Centre.

Over the years, covering over 2 decades FEMRITE (Uganda Women Writers Association) has made a mark in the literally world nurturing both female and male writers, creating a safe space for writers creativity, organizing writing clinics and more. From these efforts award winning writers such as Glaydah Namukasa and Beatrice Lamwaka.

The organization has come of age and seeks to affirm it’s sustainability for the future generations of writers by owning their own property; specifically a Writing and Wellness Centre where writers can expand their creativity, learn and unlearn as well as enjoy a safe space.

JUST ASKING: But Why Would Museveni Lock Up Ssali?

Daily monitor which is Uganda’s most respected newspaper, says that the arrest of trade ministry permanent secretary Geraldine Ssali was ordered by the president. But the biggest question is why would the president do that yet Geraldine had grown into one of Uganda’s invincible permanent secretaries simply because he chose to make her powerful.

Sometime last year, parliament twice investigated her which appeased a city tycoon who didn’t like her for standing in his way to make money. The first one was about Ssali’s refusal to spend 10bns renting office space for the ministry at Sudhir Ruperalia’s Kingdom Kampala building instead of renovating farmers house where the ministry is based.

In what pleased the president, she considered renovation of the three floors, which cost less than 1nb, to be cheaper than spending 10bn renting Kingdom Kampala for 5 years. The MPs, led by Mpaka Mwine, crucified her saying she hadn’t followed the procurement rules even though it’s true her move saved money.

Ssali also stood up to thieves at the trade ministry and ministers who wanted to push her into corruption deals, which the MPs cursed her for saying she was being proud and arrogant. Some of the thieving ministry officials she chased away were said to be victims of witch-hunt by her.

Having known and fully appreciated what her powers as PS were, Ssali also stood up to bullies who would come to the ministry pushing her to endorse dirty deals-and these were out baying for her blood. One of such bullies has quietly been lobbying CID to put her into some hot soup. The MPs recommended her removal but president Museveni over ruled them and kept her at farmer’s house.

Like they did with the 10bn rental deal, over which some power brokers at the ministry had already pocketed kickbacks, the MPs once again came back to get her-and this time around they used cooperatives compensation deals which began when the late Amb Onen was still PS; Geraldine was still working in her Majesty’s government in London as of that time. In what seemed like biased and just being out to get Ssali, the MPs blamed her for things which happened in 2019 when she hadn’t yet joined the ministry as PS.

The process to compensate cooperatives for the losses made during the liberation wars of 1979 and 1980s of NRA started long time ago when Amb Onen was still the PS at trade. When he died, undersecretary Grace Choda became the Ag PS up to August 2021 when Ssali was posted there. Between 2016 and 2023, 120bn was given to the ministry by the finance ministry to compensate cooperatives.

There were two verification committees one inter-ministerial and another one based at the trade ministry. Each cooperative union put in their claim indicating what they lost in war and the work of the two committees was to verify the claims. MPs crucified Ssali because she depended on the ministry internal committee more and not the inter-ministerial one. The MPs should have but didn’t present any verification figures to counter what the ministry’s internal committee did.

Most likely there was no literature about the inter-ministerial committee ever getting down to do any work whose report outcomes ought to have been compared with what the ministry PS relied upon.

One wonders why none of her predecessors is being locked up yet they handled the process and the paying out of billions since 2016 long before Ssali became PS in August 2021. The compensation process has been on for 7 years and Ssali has only been in charge for 2-3 years. This explains why some think she has personally been targeted because of who she is.

Bwavu Mpologoma cooperative society is one of those which caused her problems. It was founded in 1950s by the Masaka catholic church leaders to mobilize Catholics to learn saving schemes but it grew into a powerful cooperative to which her own grandfather Adolf Kiwanuka belonged. Obote I developed disagreements with the Catholic church and in Masaka’s case, the UPC government felt terrified by Bwavu Mpologoma which was helping the church to grow its influence. Obote through his minister John Kakonge of cooperatives arbitrarily wound up Bwavu Mpologoma and all its property and assets were taken without compensation.

Some members went underground and others accepted Obote government advice to join other cooperators to form Masaka Cooperative Union following the ban in 1963. When all cooperators were asked to put in their claims showing what they lost to Uganda’s turbulent past, the Catholic Church leadership in Masaka worked with a few surviving cooperators and put in their claim showing assets that were lost.

This was long before Geraldine came in at trade ministry; but their claim was disregarded and were advised to claim under Masaka cooperative union even when their loss as Bwavu Mpologoma preceded formation of MCU. When she became PS, Geraldine determined to correct this injustice and gave an ear to Bwavu Mpologoma and that is how cooperators put in their claim of 101.5bn though when money became available under her time, Geraldine paid them 2.75bn only. Even when the priests who participated in getting the money are still alive and confirm receipt of the same, the MPs claimed this was a deal by Geraldine.

To the MPs, MCU, through which a minister and some opposition MPs from Masaka have been chewing cooperators’ cash, should have been the one to receive this 2.75bn plus the 7bn that Geraldine gave actually them as Masaka Cooperative Union (MCU).

Apart from the 3.5bn which MP Mike Mawanda and other MK project promoters are said to have hijacked from Buyaka cooperative union/society and used to promote their movement politics, this 2.7bn payment to the Catholic Church-linked Bwavu Mpologoma is the major reason why Geraldine has been locked up.

What has shocked many observers is why many other big people-ministers, MPs and former MPs that were implicated in the parliament report aren’t being touched and it has to be Geraldine, a young mother who is barely 50. There are many law firms and Kampala lawyers who the report shows took the billions and nothing is being done to them so far as yet.

The observer newspaper reported a full list of all these in its Wednesday edition and nobody is going after them. There are also ministries with bigger scandals in which accounting officers have been implicated and nothing is being done to them because they aren’t Geraldine Ssali; a well-intentioned civil servant whose only mistake is lack of an effective godfather in government!

An impression had been created she was invincible because she had support of the president and his brother Salim Saleh. This became the case especially after Museveni ruled against PSST Ramadan Goobi and put Ssali back to office as PS. Monitor newspaper says she has a direct line to Salim Saleh and this is why everyone is wondering why Museveni could order the arrest of Ssali as was reported in monitor newspaper of Friday.

Why would the president order the arrest of his loyal cadre Geraldine whom he had previously praised for being hands-on over the way she saved the 10bn the ministry was under pressure to pay for 5 years rent at Sudhir’s building? One only hopes that the Daily monitor lied in its reporting because it’s very unlikely the president would do such a thing after making Geraldine invincible by protecting her against Goobi and parliament which wanted her out of the PS job. She had continued making the president happy including refusing proposals to spend 2.5bn buying new luxury cars for ministers at farmer’s house after one of them knocked cattle and had his official car written off.

Meanwhile, the Masaka Catholic Church leadership according to reports is determined to refund the 2.7bn their Bwavu Mpologoma is supposed to have received because they don’t want ordinary Baganda and Catholics to die cursing that their Geraldine had to rot in Luzira prison simply because he facilitated their compensation.

The matter is said to be so sensitive, Museveni’s unpopularity in Geraldine’s homeland of Masaka might deteriorate even further in 2026. There is anger among the Masaka Catholic church that there are clear thieves who real ate the cooperators money even from within Masaka itself who aren’t being touched simply because they have powerful MP and ministerial connections.

OPINION: Tax And Taxation In Uganda

The history of taxation in Uganda is multifaceted, encompassing informal systems in traditional societies and formal systems introduced during British colonial rule. Taxes were levied in various forms, including goods, labor, and services. Colonial administrations imposed taxes such as the Hut Tax Ordinance to finance governance and infrastructure, significantly impacting local communities.

Following independence, Uganda continued to depend on taxation for revenue, with legislations like the Income Tax Act of 1997 and the Value Added Tax Act of 1996 shaping tax collection. The establishment of the Uganda Revenue Authority (URA) in 1991 aimed to supervise tax administration in the country.

Taxation plays diverse essential roles in the economy, such as financing government expenditures like infrastructure, education, healthcare, security, and social welfare programs. It also serves as a mechanism for wealth redistribution by imposing higher taxes on larger incomes and providing assistance to lower-income individuals.

Tax policies can be utilized to stimulate economic growth by incentivizing investment, entrepreneurship, and innovation. Providing tax incentives to specific industries or activities can enhance economic activity and attract foreign investments.

Taxation is a fundamental aspect of fiscal policy, enabling governments to regulate aggregate demand, manage inflation, and stabilize the economy through adjustments in tax rates and government spending. Tax revenue can be allocated towards social welfare programs to aid disadvantaged populations with essential services such as healthcare, education, and housing.

Despite these benefits, what are the challenges faced by tax management in Uganda today?The Uganda Revenue Authority (URA) is making efforts to improve tax compliance, yet reports of tax evasion persist, with businesses underreporting income and engaging in fraudulent activities. The informal sector, consisting of small businesses and self-employed individuals, operates outside the formal tax system, creating obstacles for tax collection and leading to revenue loss.

Tax laws in Uganda are perceived as intricate, particularly for small businesses and individual taxpayers, making compliance burdensome and resulting in inadvertent errors or non-compliance. The introduction of e-invoicing has caused friction between the government and the business community in Uganda. Corruption within the tax administration system, such as bribery, collusion, or misconduct among tax officials, may hinder the effective enforcement of tax laws.

Misuse of taxes in Uganda.

Misuse of taxes can transpire when public funds generated through taxation are mismanaged, misappropriated, or used for unintended purposes. Those responsible for overseeing tax revenue may divert funds for personal gain through corrupt practices like bribery, kickbacks, or embezzlement.

This can lead to public infrastructure funds being redirected to private accounts or utilized to support extravagant lifestyles of government officials. Inefficient use of tax revenue can result in wastage, with funds earmarked for social welfare programs like healthcare or education not reaching their intended recipients due to bureaucratic inefficiencies, lack of oversight, or poor planning.

In Uganda, taxes are at times utilized to favor political allies or supporters through patronage schemes. This may involve granting government contracts or appointments based on political loyalty rather than merit, leading to suboptimal outcomes and eroding public trust. The social and economic impacts of political patronage are significant, affecting the efficiency and integrity of public institutions.

The social and economic drawbacks of political patronage

Allegations of political patronage in Uganda encompass preferential treatment for politically connected individuals in government contracts, appointments, and resource access. This undermines meritocracy, distorts governance, and weakens institutions by prioritizing loyalty over competence. Such practices can result in inefficiency, incompetence, and mismanagement, eroding public trust in government.

Political patronage has adverse economic repercussions like fostering crony capitalism, impeding unfair competition, stifling entrepreneurship, innovation, and economic growth. It concentrates wealth in the hands of a politically connected few, perpetuating inequalities and hindering market competition. This can lead to economic consequences and impede overall development.

These practices deepen social divisions by favoring specific groups based on political affiliation, fostering resentment and alienation among marginalized groups. This exacerbates ethnic, regional, and political divides within society, leading to further social discord and exclusion.

The practice of political patronage can breed corruption, as individuals exploit connections for personal gain, resulting in kickbacks, bribery, and other corrupt practices that undermine transparency, accountability, and the rule of law.

While recognizing political patronage in Uganda as a tool for consolidating political power and rewarding loyalty, its long-term implications can be detrimental to governance, economic development, and social cohesion. Addressing this issue necessitates strengthening institutions, promoting transparency and accountability, and fostering a culture of meritocracy based on competence and integrity rather than political allegiance.

George Wachiuri, CEO and founder of Optiven Real Estate, recently in  YouTube video shared his inspiring journey from humble beginnings to becoming a successful entrepreneur.

My name is George Wachiuri, and I am a family man with three children,” he said, adding that he is grateful for over the 20-year journey that has led to his current success.

Wachiuri recounted his challenging upbringing, being raised by a single mother in a dry part of Kenya where even getting food was difficult.

“Life was not easy because even getting food to eat was not easy,” he remembered. He shared that going to school was a struggle due to lack of fees, but by God’s grace, he managed to attend university.

In business, Wachiuri expressed his passion for real estate, describing it as a means to empower thousands of Kenyans to acquire homes.

Reflecting on the early challenges of his business career, Wachiuri admitted to failing 15 times before finding success. The breakthrough came in 2009, leading to the growth of Optiven, which now employs over 400 people.

He emphasized that Optiven’s success is not just about making money but about creating opportunities for others.

“Real estate is real; it’s about housing people across Africa,” he stated. Despite facing numerous failures and financial struggles in the first ten years, Optiven eventually found success, and today the company employs over 400 people and has won multiple awards.

Wachiuri also spoke about his faith journey, recalling how he joined a Christian union in university and committed his life to Jesus Christ. “It has been a journey of about 19 years, and I have no regrets,” he said, emphasizing the importance of trusting in God.

As an author, Wachiuri has written two books: “Soaring Like an Eagle,” which tells his life story, and “How to Start Small and Build an Empire,” a guide for entrepreneurs.

Wachiuri shared that one of his books, “Soaring Like an Eagle,” is a life story meant to inspire millions globally. The other book, “How to Start Small and Build an Empire,” is a guide for entrepreneurs on managing successful organizations.

He believes in giving back to society, dedicating five percent of Optiven’s revenue to philanthropic efforts through the Optiven Foundation.

The foundation supports HIV cases, builds homes for the elderly, offers scholarships to orphans, and provides mobility aids to the differently-abled.

Wachiuri is also committed to mentoring young people, with a personal vision of creating over one million millionaires.

He offers personal mentorship, hosts business clinics, and runs “The George Wachiuri Show” on YouTube to inspire and guide the next generation.

“My legacy is to see a totally changed, transformed generation of young people,” he said.

His story is a testament to resilience, faith, and the power of giving back. Through his leadership at Optiven, he continues to inspire and uplift communities, proving that with perseverance and a commitment to helping others, extraordinary success is achievable.
