END OF DARKNESS: Gov’t Commissions West Nile Electricity Project Amidst More Demands For Rural Connections

The Ministry of Energy and Mineral Development has commissioned electricity access scale-up project for west Nile sub region on August 2, 2024 at Thatha ward in Nebbi municipality, amidst call by local leaders for more rural connections.
The substation based at Thatha cell, Thatha division in Nebbi municipality was commissioned by the minister of energy and mineral development Dr.Ruth Nankabirwa, at Nebbi town play grounds, on August 2, 2024.
This comes just after the ministry earlier commissioned the Gulu-Olwiyo 132 kV line portion of the Kole-Gulu- Nebbi-Arua Project extending the transmission grid to west Nile. The long awaited World Bank funded project cost us $638 (sh 2 trillion) according to permanent secretary ministry of energy and mineral development, Eng. Irene Batebe.
She added that the national launch of the Electricity Access scale-up project will increase access OF electricity energy at household level, commercial enterprises, industrialization, public institutions amongst others, further commended the World Bank funding the project noting that “we will be making additional projects to ensure our people are fully connected”
The 132kv line portion has put to bed the years of darkness in the sub region with the population of over 3 million people from the fourteen districts of Zombo, Nebbi, Nebbi municipality, Pakwach, Madi-OKolo, Terego, Maracha, Obongi, Yumbe, Koboko, Moyo, Adjumani, Arua city and Arua district.
West Nile leaders react
Jackeline Opar, the LCIII Chairperson of Thatha division who double as the Dean of Association of LCIII In Nebbi , lauds government for fulfilling its long term commitment to the west Nile people further appealing for “ connection of more areas in the division’’
She added that “power is important but we have a big problem of road honorable minister, we pray that the president hear our prayers”
The LCV chairperson of Nebbi district Emmanuel Orombi, commended government for the great millstone, calling for connection of more sub counties in the district. He also noted that in the past months, there has been improvement in power supply as compared to the previous years.
“We thank government for this initiative but honorable minister, we are drawing to your attention that only 10% of our sub counties are connected with power, it is our prayers that all these other remaining sub counties and even the few seems to be connected, power just pass through them like Akworo, Jupangira, Nebbi Municipality, Erussi with Parombo, the rest out of 16 are still living in darkness or using solar” Orombi.
The MP for Nebbi municipality Hashim Suleiman, appealed for connection of “all our 46 different cells in Nebbi municipality since it hosts the main substation”. He also rallied residents to make maximum use of the power at their disposal to cause fundamental changes in the livelihoods.
Meanwhile William Anyama, the LCV Chairperson of Moyo reminded government about lack of key rural electrification components that has left out many parts of west Nile, appealing that “we have many sub county headquarters, schools, government institutions like health center IIIs which are not connected”.
He further stressed the need for better coordination between officials from the ministry of energy and local leaders revealing how on several occasions “technical staff from the ministry bypass local leaders whilst implementing important government projects thus creating confusion”
By 2040, the government of Uganda plans to have 52,400 mw of electricity. In west Nile, Obongi remains the only district without any electricity polls.
The minister of energy and mineral development Ruth Nankabirwa says the completion of the power project, fulfills the constant demand the west Nile leaders have been pushing for years. She also commended the World Bank and development partners for their full support noting that “as Uganda, we are moving forward to energy transmission, but allow say West Nile is on fire, because last time you put me on fire but now, am turning back with result”.
She added “the consumers’ needs to be connected that is when we shall be talking business, the industries in Arua and those others coming up, in Nebbi, and those big town centers in the region are going to consume this electricity, the schools, health centers will consume this electricity and we shall be happy”
The minister further noted that, government stand point is not to stop at the substation but proceed to rural electrification calling for patience on rural connections. She assured of the soon completion of 6.5 Mw Nyagak III power station in Zombo district, that will add on the already existing electricity in the region.
Responding to the rural connection demands made by different west Nile leaders, the minister calls for patience saying “we are not throwing these requests in the basket, we are moving ahead with them, specifically on Obongi district”
Meanwhile Joshep kapita, who represented the World Bank country commissioner, expressed the organization’s support toward the scale-up intervention expressing hope that the established infrastructure will facilitate the expeditious implementation of many government programmes in the region.
He added that “Our interventions are designed to respond to government policies including NDPIII, SDG7, and priority programs towards increase access to clean and modern energy. The substation shall be switched on by President Yoweri Kaguta Museveni on Saturday August 3, 2024 eventually lighting up the west Nile sub region.

Inaugural Nature Heals Conference Sets Stage for Value Addition on Herbal Medicines
The inaugural Nature heals conference finally happened at the Uganda Industrial Research Institute in Nakawa, Kampala where emphasis on value addition and professionalism in treatment with herbal medicines took centre stage on 1st August 2024.
The Conference championed by Causes Effect Initiative Ltd led Dr Linda Lilian drew nature lovers from different parts of the country with an interest in treating several illnesses using Herbal medicines and natural supplements.

The event was graced by the Member of Parliament for Fort Portal North Division also the Minister of State for Health in Charge of Primary Health Care Hon Margret Muhanga who emphasized professionalizing the herbal medicine sector and fast tracking their efficiency through proved and clinical tests not guess work.
“We have been talking about how nature heals, some of this is common information to everybody that a lot of plants have medicinal values that people don’t know. They’re traditional healers in Uganda who make drugs which have no dosage, not tested in laboratories but coming here to partner with UIRI to use their laboratories to check the efficacy of these drugs which they’re making is better but Nature heals also looks at what you eat as individual”- Minister Muhanga said.

The minister lashed out at traditional healers who claim to use herbal medicines to play with people’s minds with false narratives like healing several illnesses and changing sex of babies which is scientifically impossible with herbal medicines. Muhanga also advised people especially pregnant women to always visit hospitals but not to entirely base on traditional medicines.
“Traditional birth attendants who lie to the women that when you drink this medicine, you’re going to give birth to a baby boy, they have no control over that and then they give you jerrycans and jerrycans of their medicines to drink, no doze. So when you get a boy by coincidence then they say it worked and another person is taken but scientifically they don’t have what it takes to change the sex of a baby”-Muhanga noted
Dr Grace Nambatya Kyeyune the Director of Research at the National Chemotherapeutic Research Institute (NCRI) a state-owned research and development institute in natural products and traditional and complementary health systems was also present at the event and thanked the organizers for pulling off such an event destined for knowledge sharing and development of herbal medicines.

According to Nambatya, government is now more than ready to support traditional medicines and has put in place several mechanisms to have this fast tracked. NCRI, Uganda Virus Institute, Uganda Industrial Research Institute and the Ministry of Science and Technology and some of the avenues in place for value addition on traditional medicines and several are under clinical tests.
She however revealed that some prominent Doctors producing and treating with herbal medicine have always blamed government for not helping them but when they are asked to submit their solutions and contents in their components to the relevant authorities for clinical tests and also to prove their efficiency in laboratories, they go silent and never submit the same.
In her remarks, the organizer of the event Dr Linda Lilian revealed what inspired her to start nature heals and subsequently staged the inaugural nature heals conference. According to Linda nature heals focuses on health and nutrition. She says Nature heals will soon publish an e-magazine where herbals medicines they’ve so far documented will be put and the magazine will be free and accessible to everyone.
“What we have resolved to do starting this year, we are going to have an e-magazine where we shall share most of this information. This is something people deserve to get for free because not everyone can afford buying the book. We have a lot of life style diseases many people are getting cancer, diabetes etc, we are here to try to address those issues because the plants are with us and we can be able to utilize them to make the best out of this situation and try to transform the lives of Ugandans”- Dr Linda said.
The event was also attended by Experienced and professional traditional medicine experts Prof Kibilango Kato and Dr Bio Mark who both highlighted that Herbal medicine is misunderstood for witchcraft and spiritualism and more efforts really need to undertaken to change the mindset of Ugandans.
According to Prof Bio Mark, the mindset of Ugandans was misappropriated during colonial times as experts in traditional medicine are bringing on board not only the elderly but also the young generation on board, pass on the knowledge and information to create employment.
“We have seen young hands who leave school, they go to stage graduation parties to showcase evidence but later on they go to the streets and find themselves jobless but here is a country that was given to us. The African continent has the best herbal medicine in the world and Uganda has the most magnificent pieces which have been jeopardized by the thinking. We want young people to learn the production of the things we have been importing”-noted Prof Bio Mark.
In his remarks at the event, Prof Kibilango Kato just like Minister Muhanga underscored the need to professionalize the sector. He revealed that several institutions have been put in place to train local herbalists regardless of their level of education to understand the medicines better from a health point of view.
“The traditionists always have little knowledge about herbal medicine though they use it but now the herbalists have gone to school to study the real medicine, how to apply it, it’s efficacy, and it’s applications. That’s we emphasize the traditionists to go back to school to study what they know and what they don’t know in order to formalize their operations”-said Prof Kibirango.

Enhancing Accountability and Combating Corruption: A Strategic Opinion for President Yoweri Museveni
During the recent government retreat in Kyankwanzi, Uganda’s leadership, under H.E. President Museveni’s guidance, several resolutions to intensify the fight against corruption were discussed.
One of the significant steps taken was emphasizing the establishment of specialized units under the State House, including the Tax Investigations Unit and the Accountancy and Audit Unit, to oversee accounting officers. These units will address critical issues such as tax evasion, under-declarations, and the misappropriation of funds.
Your Excellency, you also emphasized the need for stricter judicial measures, including abolishing bail for individuals accused of serious crimes such as corruption. Highlighting that corruption costs Uganda approximately UGX 9.7 trillion annually, you stressed that eradicating corruption is essential for effective service delivery and socio-economic transformation.
The retreat further featured candid discussions among cabinet ministers and permanent secretaries, focusing on areas of underperformance and identifying practical solutions to enhance governance and accountability. The outcomes of these discussions are highly anticipated and expected to be implemented to improve the country’s governance.
To me, corruption is a scourge that has long plagued Uganda, hindering development, eroding public trust, and undermining the effective delivery of public services. Your Excellency, your commitment to eradicating corruption is clear and commendable. However, more bold and innovative measures are needed to make significant strides in this battle.
One strategic proposal is the deployment of military personnel in key government roles. Army personnel in Uganda are known for their discipline, integrity, and a strong sense of duty. Their outstanding performance and quick response to national concerns have been witnessed in the Engineering brigade and the rescue teams.
Recruiting them as Accounting officers, auditors, and procurement officers in government offices can enhance transparency and accountability in financial transactions. Their training and hierarchical structure make them less susceptible to corrupt influences, ensuring diligent oversight of public funds.
Placing military personnel in strategic positions such as permanent secretaries and public service payroll managers will ensure meticulous management of public resources and payroll systems.
Their rigorous training and commitment to duty will deter fraudulent activities and ensure that public servants are remunerated fairly and promptly. Deploying army officers as district service commissioners, CAOs, town clerks, and sub-county chiefs will bring a heightened sense of accountability and efficiency to local government administration. Their presence will deter corruption at the grassroots level, ensuring that development funds are used appropriately and public services are delivered effectively.
The advantages of military personnel in civil roles are manifold. Unlike civilian officials, military personnel can be easily held accountable through the court-martial system. This swift and decisive form of justice will serve as a strong deterrent to corruption, ensuring that any misconduct is addressed promptly and effectively.
The military ethos of discipline, loyalty, and integrity will permeate through the administrative structures, fostering a culture of accountability and transparency. This shift will not only deter corrupt practices but also restore public confidence in government institutions.
Additionally, military personnel are trained to operate efficiently under pressure and meet stringent deadlines. Their involvement in civil administration will streamline processes, reduce bureaucratic delays, and enhance the overall effectiveness of government operations.
Employing military spies and external auditors can further enhance oversight. Deploying military spies as external auditors will provide an additional layer of oversight. These officers can conduct covert inspections and audits, ensuring that public officials adhere to ethical standards and that public funds are used appropriately.
A dedicated mobile force can conduct surprise inspections of government offices and institutions. This unpredictability will keep officials vigilant and deter corrupt practices, as they will be aware that their actions are subject to scrutiny at any moment.
Establishing a robust hotline system for whistle-blowers, coupled with a rapid response team, will ensure that reports of corruption are addressed immediately. This proactive approach will deter potential offenders and provide a safe channel for citizens to report corrupt activities without fear of reprisal.
Swift action upon receiving whistle-blower reports will demonstrate the government’s commitment to fighting corruption. This responsiveness will build public trust and encourage more citizens to come forward with information on corrupt activities.
To ensure swift and decisive action against corruption, the introduction of kangaroo courts is proposed. These courts will handle corruption cases expeditiously, ensuring that justice is served without the lengthy delays associated with traditional legal processes.
Individuals found guilty in kangaroo courts should face immediate penalties, including removal from office, imprisonment, confiscation, and auctioning of their property to refund the government. Additionally, they should be red-listed from working for any government entity forever.
Changing the legal standard from “innocent until proven guilty” to “guilty until proven innocent” for corruption cases will place the burden of proof on the accused. This shift will expedite the judicial process and deter potential offenders.
Your Excellency, the strategic deployment of military personnel in key administrative roles, coupled with the introduction of military spies, external auditors, a mobile inspection force, immediate response mechanisms, and kangaroo courts, represents a formidable strategy to combat corruption in Uganda.
By leveraging the discipline, integrity, and accountability inherent in the military, a robust framework for transparent and efficient governance can be created. Implementing these measures will not only deter corrupt practices but also restore public confidence in government institutions, fostering a culture of accountability and trust.

How OPM job Demystified Veteran Journalist Charles Ondongtho
Charles Odongtho is the veteran journalist of more than 25 years in practice and he has worked at Uganda Radio Network, Observer newspaper, NTV, NBS and UBC. He has been a good talk show host and sometimes even stands in for Oscar Semweya Musoke on Capital Gang.
Sometime back, Odongtho had landed a very good job in Kenya but his offer was cancelled after it turned out he had never worked in government civil service.
That is how he came back to Uganda and took up the UBC job as a host of Behind the Headlines political program on Wednesdays. This was after working at both NTV and NBS, which caused pals to laugh at him wondering why he would be so desperate.
After UBC, in order to accumulate the necessary experience of working in government, Odongtho joined the OPM where he was supposed to replace Julius Mucunguzi as the head of communications.
At the OPM things haven’t gone well for him as Nabbanja and other bosses realized he wasn’t up to the task at hand. They discovered he was not as good as they always thought while seeing him from a distance. They discovered a lot when they got near him.
They were shocked to realize the man was not able to deliver the outputs they wanted to see. Sources say Odongtho failed to fit in and people Nabbanja took to be smaller officers ended up being more effective at the OPM than Odongtho. He was put in the Executive department of the OPM where the prime minister’s Press Unit resides.
When Odongtho was found wanting, Nabbanja consulted former state minister for Karamoja Agnes Nandutu who advised her to bring in Jjingo Francis who is the Head now of the press unit. Odongtho had to be demoted and made to be under Jjingo Francis to whom he currently reports.
Sources say there is a lot of intrigue as Odongtho struggles to find his foot in the media unit which has a lot of little known but highly qualified officers who have had to teach him how things are done in public service.
Apart from journalism, Odongtho is also a good corporate events MC though he now feels sidelined inside OPM where everyone minds their business instead of bowing before the man from Nebbi who at first took himself to be a very big person only to be ignored by even small guys at OPM.
