Members of parliament who sit on the Human Rights Committee of parliament have been left in anger after they were denied access to the safe houses in Kyengera which is believed to be a torture chamber where Ugandans are detained illegally.

Following a tip off from Kawempe North MP Latif Sebagala that government runs safe houses in Kyengera and Kalangala on the floor of parliament, the speaker directed the committee to start investigations into the matter, during investigations, victims of the said safe houses flocked parliament and testified being mistreated and incarcerated in the illegal detention facilities.

However, when quizzed by the committee to highlight on the issue of safe houses, the minister of defence Gen Elly Tumwine first eloquently denied that he’s not aware of such developments f safe houses in the country. When given time to find out, he came back in the houses and proudly accepted that the government runs safe houses and it doesn’t concern any member of parliament.

When the deputy speaker learnt of this development, he directed the committee to visit the said houses which the minister of defence said no one will ever access them which has come to pass today when the legislators were told by a one Vincent Kalibbala, of an unidentified rank, who was on sentry duty to seek clearance from the Director General of Internal Security Organisation (ISO), Col Frank Kaka Bagyenda.

This prompted the MPs Latif Sebagala Kawempe North and Kyagulanyi Ssentamu Of Kyadondo East to show their dissatisfaction of the procedure.
