Ugandan blogger writes open letter to Museveni over Rwanda standoff

A Ugandan blogger has penned an ‘open letter’ to the country’s President Yoweri Museveni over the current impasse between Uganda and Rwanda, outlining a list of hostile activities by Kampala against the Rwandan government.

In what he describes as “provocation” by Museveni’s government, Maxon Lukyamuzi, a resident of Kekuubo Village in Kabale, south-western Uganda, said his country remains a haven for Rwandan dissidents.

In his November 13 open letter to Museveni, Lukyamuzi also says that many innocent Rwandans in Uganda continue to be harassed and tortured at the hands of Ugandan security agencies, notably Chieftaincy of Military Intelligence (CMI) and International Security Organisation (ISO). 

He also points to repeated appeals by Rwandan leadership for Uganda to end these hostilities to no avail.

“Mr President, we have heard little from our leadership about the standoff while we have heard a lot from Rwanda,” Lukyamuzi writes in part, referring to the openness with which Kigali has handled the matter as opposed to Kampala’s generally coy attitude.

The Ugandan citizen said that, despite the ongoing effort to resolve the standoff under the Luanda Memorandum of Understanding, “I want to bring to your attention the increased activities of RNC.

“This organization is well established here in Uganda, with an executive committee headed by one Madam Prossy Boonabana, with Dr. Gideon Rukundo Rugari, as deputy coordinator and Sulah Nuwamanya, its Secretary-General.”

“This committee has commissioners and regional coordinators in areas with majority Ugandan-Banyarwanda population.

“RNC, through this committee, recently established a non-governmental organization called “Self Worth Initiative” (SWI), through which they recruit members and mobilize funds to conduct their activities. I hope this issue will not be swept under the carpet in the planned talks between our two countries.”

Lukyamuzi also made reference to the December 2017 interception at the Uganda-Tanzania border of 50 CMI-recruited Rwandans who were heading to RNC militia base in eastern DR Congo only to be released later and allowed to proceed to the Congo on a mission to destabilise Rwanda.

“When interrogated, they disclosed that they were heading for military training, and the ultimate mission was to attack Rwanda…At a press conference in March 2018 in Entebbe, you admitted that your intelligence was involved in smuggling the recruits. Yet, you never sanctioned any of the officers involved.”

“By June 2018, the would-be RNC recruits were let free. They proceeded to DRC but some of them ended up in the hands of the UN force in Congo revealing the involvement of CMI; others were captured and sent to Rwanda where they testified having worked closely with CMI. Abel Kandiho (head of CMI) has not been held accountable for this.”

Uganda’s role as a major source of recruits for anti-Rwanda militia groups has previously been detailed by several Rwandans who were jailed for rejecting approaches from RNC operatives in Uganda, as well as a December 2018 report by UN Group of Experts on the Congo.

Led by South Africa-based fugitive Kayumba Nyamwasa, RNC is responsible for fatal grenade attacks in Rwanda between 2010 and 2014 that killed at least 17 civilians and injured over 400 others.

The Ugandan blogger also cited in his open letter to President Museveni a December 2018 Uganda-brokered meeting between RNC and FDLR – the DR Congo-based genocidal militia largely responsible for the slaughter of over a million people during the 1994 Genocide against the Tutsi in Rwanda – that took place in Kampala.

The meeting was chaired by Uganda’s state minister for regional affairs Philemon Mateke, he recalled.

Two senior FDLR officials, the group’s spokesperson and intelligence chief, would later be arrested by Congolese security at the Bunagana border with Uganda on their way from the same meeting before they were transferred to Rwanda to stand trial.

In his open letter to Museveni, Lukyamuzi further recalled that, in March 2019, two RNC officials, Charlotte Mukankusi and Eugene-Richard Gasana “visited you and you confirmed it; so has Tribert Rujugiro who funds the RNC; we hear that he also has a business in Arua (north-western Uganda) and that your brother (Gen) Salim Saleh is a partner in that business.”

It later emerged that Mukankusi, RNC’s head of diplomacy, had been given a Ugandan passport.

“These are issues that can be handled. We have lived with Rwandans in harmony for decades; we can’t afford to live in animosity with them nor should they wish the reverse. Not now not ever…

“I strongly believe that you can fix these problems and also openly inform the Wanainchi (Swahili for ordinary ‘citizens’) of the progress, and assure us of peace, stability and development.”

“Mr President,” Lukyamuzi adds, “We will all remember this come 2021,” he concluded in reference to Uganda’s next presidential elections.

More Tension as Rwanda Deports Ugandans

Three Ugandans have been today deported by Rwanda authorities over suspected illegal entry into Rwanda.

The three Ugandan deportees were identified as: Ivan Niringiyimana (from Kisoro), Beatha Nyiramuco (from Kisoro) and Nicholas Tumwesigye from Kabale district.

The above Ugandans were deported on orders of National Intelligence and Security Service Directorate General of Immigration and Emigration.

Nearly two months ago, Uganda also deported 32 Rwandans who were allegedly in detention for almost 2 years after being accused of illegal entry in Uganda and staying within her territories.

Marcellino Bwesigye, the Acting Commissioner Legal and Inspection Services, in the Ministry of Internal Affairs confirmed that the deportees were identified by the Chieftaincy of Military Intelligence (CMI).

Police Arrests Security Officer who broke into FDC party offices to steal computers.

Police has today arrested the security guard at the Forum for Democratic Change (FDC) offices, Dunstan Ojuka, after sniffer dogs tracked the party’s stolen computers to his rental unit.

According to FDC statement published on its official Facebook handle, apparently the Security Officer has been detained at Najjanankumbi Police Station to assist with the investigations.

The statement also adds that the affected offices were that of Secretary General and Electoral Commission. They attempted to break into the office of Secretary General, successfully broke the pad locks but failed to enter as the internal lock failed to open.

“The Office of Electoral Commission was fully broken into, a few documents and 4 computer sets taken while some parts were left scattered in the lower Compound section”. Statement adds.

Rwanda’s Painful Demands To Uganda As Boarder Closure Takes New Dimensions

Most Rwandans who have been following the Uganda-Rwanda crisis ask themselves why Ugandans appear to have zeroed in on the border so much to the exclusion of the concerns of Rwandans and to have numbed themselves to the suffering of our loved ones who remain incarcerated – and tortured – without trial in Uganda. Does this mean that Ugandans lack empathy for Rwandans? If so, why do they refer to Rwandans as “our brothers and sisters?”

The issue is one of an entitlement mentality. An entitlement mentality is defined as a state of mind in which an individual believes that privileges are rights that must be granted as a matter of course. Such a mentality is usually characterized by: Lack of appreciation for others’ rights and sacrifices; lack of personal responsibility; inability to accept that actions have consequences; and arrogantly assuming that privilege reflects merit. Once a feeling of entitlement takes over, other rational considerations are tossed out of the window. Even the reasonable expectations of brotherliness and sisterliness is lost to the sentiment of entitlement. Rather than engage such considerations and expectations, one is likely to throw tantrums and a fit when they feel they aren’t getting what they are entitled to.

And so, the general indifference of Ugandans to the suffering of Rwandans in Uganda characterized by their single-minded focus on opening the Gatuna border is due to some Ugandans feeling entitled to unlimited and unconditional access to Rwanda in general and to the Gatuna border in particular. This sense of entitlement trumps any Rwandan concerns, which Ugandans will continue to mute-out, as long as the Gatuna border remains closed.

Anesthetic empathy

It doesn’t matter to Ugandans that almost one year to date, on 12 November 2018, Julienne Kayirere was, together with her infant baby Joanna Imanirakiza, were snatched from the premises of her small business in Mubende by Ugandan authorities for allegedly being in the country illegally. The mother was separated from her infant daughter, detained and systematically tortured. About a year later, she was dumped at the border without her child whom the authorities told her they didn’t know what had happened to her.

It won’t matter that a pregnant Jermaine Niyonkuru, 19, had to spend a year and a half in prison after being picked up by the authorities on 20 February 2018, after she had gone to Uganda to visit her fiancé. She was intercepted at a roadblock in Kisoro and asked to present her documentation only for the police to declare her under arrest for “illegal entry”. She would eventually be released and dumped at the border in June 2019 after 16 months of incarceration without any form of process whatsoever. Her baby was born while she was under lock.

In May 2019, Laurencia Mukagatare, 50, of Nyagatare was pleading with the authorities in Rwanda to intervene on her behalf. In September 2018, her only child Maniriho, 18, was abducted in Rwempasha, Uganda, where he had gone to visit, by “Ugandan soldiers in a patrol car.” The only information she could gather about her son was that he was “whisked away by soldiers in a patrol car,” she said. “I live with unbearable sorrow, he was my only child,” she narrated her pain.

Darius Kayobera and his wife Claudine were picked up at midnight in January 2019 at their beauty salon business in Rubaga, Kampala. At home their three young children aged 9, 6, and 3 years of age, were left unattended and had to cater for themselves in the absence of their parents who still languish in jail.

Silas Hategekimana, 43, was detained in May 2019 by Ugandan authorities and tortured while in detention before he was dumped at the border in June 2019. Soon, in August 2019, he succumbed to severe injuries from the torture he endured in Ugandan custody. In December 2017, Nunu Johnson was picked up from his home in Ntungamo detained, tortured, and denied access to liver cancer and diabetes medication. He died shortly in August 2018. “It is CMI that killed him,” a broken relative narrated.

There are those who remain psychologically traumatized from the torture endured in CMI custody; others are physically incapacitated for life as a result of such torture. Fidele Gatsinzi almost succumbed to such torture which has condemned him to life in a wheel-chair. Recalling his captors’ brutality, he says, “I could not wait to die.”

Others like Patrick Niyigena, 38, who was detained in Kampala in August 2018 and eventually dumped at the border almost a year after, in July 2019, continue to suffer from the effects of the unknown substances they were injected with. “Doctors still can’t determine what my captors injected me with,” an emaciated Niyigena says.

And yet, these are the lucky ones who got out alive and haven’t been disappeared.

Emotional blackmail, faux brotherhood

Ordinarily, these would be horror stories to anyone, especially to those with whom there is “fraternal” affinity. And so, when such heartbreaking ordeals do not elicit that kind of reaction, let alone empathy, with Ugandans persist instead in clamoring for Rwanda to “open the border” (which is actually not closed) then it must be because Ugandans think those Rwandan victims of the Ugandan government’s systematic ill-treatment had it coming, especially if their country had the temerity to close its border. That kind of mentality is however possible only if there is a degree of a feeling of entitlement for the border to be open for them; a right rather than a privilege.

This entitlement mentality has numbed the senses that activate empathy and has replaced it with a claim of (faux) brotherhood, bordering on blackmail. Such blackmail is on display in The Daily Monitor’s recent article titled “Will Uganda-Rwanda meeting diffuse border crisis?” that the paper published on 13 November 2019, in the lead-up to the second ad-hoc committee meeting (since suspended) to follow up on the Luanda MoU. “Since Rwanda closed the border, the kindred spirit that once prevailed among these communities was shattered,” emotional blackmail begins, “In the place of hope lies fear. Commerce that once thrived at the border has been disrupted. The bond that prevailed among closely-knit families that live on either side has also been tested.” Shortly after on 14 November, same paper, formerly Uganda’s remaining independent newspaper, followed up with another article titled, “Rwanda calls off second border closure meeting.” Monitor talk of a “friendly past” to is aimed at blackmailing Rwandans into accepting as normal their victimization by the Ugandan authorities.

Although Ugandans are generally known to be empathetic people, their sense of entitlement over Rwanda seems to circumvent and anaesthetize their empathies. Secondly, that entitlement mentality comes out sounding as lack of appreciation for Rwandans’ rights and is used to belittle Rwanda and Rwandans as undeserving of any consideration.

When an entitlement mentality goes this far, it leads to an unrestricted sense of false self-importance. In July 2019, Uganda’s Minister of Trade Amelia Kyambadde told Ugandan traders that Rwanda is a small market that they should “ignore.” She said that their attachment to their trade with Rwanda was “sentimental”, before doubling down on her rhetoric, “We are not going to confine ourselves to an economy of how many million, eight million?” she added. (Rwanda’s actual population is almost five million more than she stated). Clearly, the traders she was speaking to must have thought hers to be an irrational expectation that they could find a replacement market anywhere close to the over US$300m Rwandan market for Uganda’s product exports.

Kyambadde’s entitlement mentality to Rwanda’s market has her mistaking a purely commercial interest on the part of Uganda’s traders to a sentimental attachment, a favour that they extend to Rwanda. Indeed, that entitlement mentality drives her into deeper irrationality. “Of course, we have sentiments with Rwanda, but if you are doing business, you should forget about Rwanda. Let us look at other areas. And I keep telling Ugandans, let’s go to (the) DR Congo. Let us go to other neighbours. Those are emotions, business is money,” she added not realising her own bruised emotions that Ugandans’ entitlement to the Rwandan market was being thwarted by “those unreasonable Rwandans” who should feel grateful that Uganda would condescend to trade with them. Kyambadde’s attitude is part of another irrational variant that suggest Rwanda needs Uganda and cannot survive without it.

Consider the fact that Rwanda is the gateway to Uganda’s goods to the DRC. However, entitlement has her convinced that Rwanda would allow those goods to transit through to the DRC while Uganda continues to intercept Rwanda’s goods transiting to Mombasa. In other words, the entitled are prepared for a border that operates one way – to allow Uganda’s goods in and through Rwanda while Rwandans cannot use it because they feel unsafe in Uganda and their goods get confiscated for in transit for no reason.

When I was researching this piece, someone who speaks one of Uganda’s languages told me a saying that goes [omuntu ensonyi azifula busungu!] that loosely translates to ‘when rationality fails one is bound to hide shame behind anger.’ Rather than iron out these constraints to trade, the entitlement mentality has conditioned Uganda to throw infantile tantrums the way a spoilt brat who perceives that he or she is being denied what rightfully belongs to them would do [ow’ entondo, in the same language].

Uganda would not run interstate relations with anyone else by throwing fits. However, it acts as if it should be able to when it comes to Rwanda.

Why the entitlement?

Space doesn’t allow to consider all the reasons Uganda feels entitled to act as it does where Rwanda is concerned. Two shall suffice. One, Ugandans genuinely believe that all Rwandans came from Uganda and that they are indebted to them for having hosted them as refugees before they returned home in 1994. Ironically, none of the other countries in which sizeable populations of Rwandan refugees lived, feels comparably indebted. Moreover, among all the refugees, those who came from Uganda should be the ones not to feel any debt because they left having paid with their blood by liberating Uganda for Ugandans.

Second, Ugandans seem to be convinced that Rwanda shares only one border crossing-point with them. Otherwise, it would be irrational that they remain obsessed with the Gatuna border crossing if they knew that the two countries actually share three official border crossings, including Kagitumba-Mirama Hills and Cyanika. Unless, of course, there is a sense of entitlement that they should be able to cross in and out of Rwanda at border-points of their own choosing.

This entitlement mentality has those who rule Uganda thinking that they can continue to support armed rebel groups against Rwanda until the latter acknowledges the entitlement the former has over it. Most importantly, that Rwanda should sit back and absorb all Uganda’s provocations because if it retaliates Uganda will throw a tantrum like it is doing with the border. Is it irrational and selfish? Sure; but that’s what it means to have a sense of entitlement.

Panic as NDA recalls defective Life Guard condoms

Two batches of Life Guard condoms that were supplied on the market have been recalled by the National Drug Authority after being found to be defective 

The disclosure is heart wrenching considering that many people rely to this particular type of condom to protect themselves from Sexually Transmitted Infections like HIV. 

Currently the HIV infection rate stands at 6.2% for those between the ages 15 and 64 years, who are sexually active. 

A packet of Life Guard condoms retails for between Shs 1500 and Shs 2000 on the local market. 

The defective two batches of Life Guard Condoms 19040205 and 19050105 were produced in April and May this year respectively. They were due to expire in 2024. 

In a letter dated October 30, 2019 to Marie Stopes Uganda, the main distributors of Life Guard condoms, NDA said some condoms had been found to have holes while others burst. 

NDA instructed Marie Stopes to recall the condoms and give them a report concerning the distribution details of the batches; clients notified of the recall; clients who responded to the recall and a list of clients who did not respond to the recall. 

The letter is signed by Victoria Nambasa, the director for product safety at NDA. 

This is not the first time that defective condoms. In October 2004, NDA and the ministry of Health banned Engabu condoms after they were found to be defective. 

“Following receipt of complaints about the quality of Engabu condoms especially with regard to smell, several batches were sampled and analysed. Results from these quality control tests have now been received and it has been noted some batches have been found to be unsatisfactory,” the NDA statement read.

Court Throws Police Director Out of Office

The Uganda High Court presided over by Henerrieta Wolayo has today Monday ordered Police Director in charge of Logistics, Godfrey Bangirana to vacate the office on grounds of lacking a valid contract with Uganda Police Force.  

The judge also ruled that Bangirana should not draw any salaries and emoluments from the police until the main case in which UYD member, Isaac Maddo accuses him of wasting taxpayers’ money is concluded. 

 According to the Judge’s ruling, Bangirana’s continued illegal stay in office spoils the police image and the salaries he continues to get causes an irreparable damage to the taxpayers. 

Among the cases that are being investigated against the Directorate of Logistics include: the expenditure of more than Shillings 10 billion on repairing a junk Police Helicopter and inflating the cost of constructing Natete Police Station from Shillings 10 billion to more than Shillings 100 billion. 

Last week, the Attorney General defended the failure by Bangirana to vacate office saying that according to Police Records, he is still doing Police work and is entitled to salary and other emoluments and that there are higher chances for Bangirana’s contract being renewed by the Internal Affairs Ministry. 

The UYD member Maddo went to court seeking an interim injunction blocking the renewal of Bangirana’s contract, claiming he had failed to answer a number of audit queries raised in the Auditor General’s report of 2018.

President Paul Kagame has sent a stern warning to those seeking to destabilise Rwanda saying that he was ready to raise the stakes to protect Rwandans. 

Kagame was speaking at a ceremony to swear in new cabinet members and senior military officials at the Parliamentary Buildings in Kimihurura, on Thursday. 

Kagame said that Rwandans have reached a time where they can take security for granted adding that it will continue to be the case. 

“Where we are today, we have taken security more or less for granted…We will continue to take it for granted by any means,” the President said. 

“We are going to raise the cost on the part of anybody who wants to destabilise our security. The cost is going to be very high, whether it is the means we are going to put into that to make sure we have everything it takes to ensure security and stability of our country and our development. It is also the cost, mainly that those people who want to destabilise our country are going to incur, it is going to be a very high cost on their part. Absolutely. I mean it and you know that I mean it,” Kagame added.

Kagame also warned those who he said hide behind politics, freedom and democracy to push their own agenda. 

“They hide behind politics, democracy, freedom, that we actually want, it is our responsibility to ensure that there is democracy, there is peace, there is freedom, there is everything in our country. Primarily we are the ones responsible first and foremost, we, me and you,” Kagame said. 

“You cannot be here benefitting from the peace and security that we have created, that we have paid for in blood over many years and then you do things behind our backs and cause us problems. We will put you where you belong, there is no question about it,” the President added. 

Citing the country’s tragic history, the President stated that his government will not tolerate anyone who propagates politics of division and hate, and genocide ideology. 

New leaders sworn-in 

The President was speaking shortly after the swearing-in of senior officials, including cabinet ministers; Jeanne d’Arc Mujawamariya (Environment), Gen Patrick Nyamvumba (Internal Security), and Aurore Mimosa Munyangaju (Sports). Also sworn in are Edouard Bamporiki who was appointed State Minister in the Ministry of Youth and Culture, as well as Ignatienne Nyirarukundo, the new Minister of State in charge of Social Affairs in the Ministry of Local Government. 

Kagame, who is also the Commander-In-Chief of the Rwanda Defence Force (RDF), also presided over the swearing-in of new top military officials. 

They include Gen Jean-Bosco Kazura, RDF Chief of Defence Staff; Gen Fred Ibingira, Chief of Staff, Reserve Force; Lt. Gen Jack Musemakweli, Inspector General of RDF; and Maj Gen Innocent Kabandana, the deputy Reserve Force Chief of Staff.

Residents of Nabbingo along Masaka Road were left excited after Remah Namakula’s husband Hamzah Ssebunya stormed the area with money bags which he splashed to crowds that were cheering him upon his arrival for the lavish wedding. 

Dr. Hamzah Ssebunya was officially introduced today by Remah Namakula to her parents in Nabbingo along Masaka Road. 

In his company, Ssebunya came along with a truck of bread, milk and sugar which he gave out to villagers in Nabbingo, sending a clear message to all love niggaz that he’s not a joking subject
