As of November 30, 2021, the Adjumani area is home to 241,154 refugees, out of a total of 1,563,604 in Uganda.

Many ethnic groups, especially the Dinka, Nuer, Madi, and the Luos believe that women should not have access to contraception, resulting in unintended pregnancies and unsafe abortions.

The concept that as many children as possible must be produced to replace those lost in conflict.

One of the guys in one of the talks held in Ayiri, Ukusijoni Sub County, stated that Family Planning is a Ugandan effort to prevent them from having children, but that they continue to lose many people throughout the fighting in southern Sudan.

All women have the right to safe sexual and reproductive health and rights, including the right to choose whether or not to have children, according to Article 33 of Uganda’s 1995 constitution.

Duom Manyok showed up with an incomplete abortion at the Reproductive Health Uganda (RHU) Adjumani Clinic on one of the service days.

She claims a coworker told her about an over-the-counter medicine she could use to end the pregnancy.

She claims she did this because her husband, a soldier due to return from Sudan in December, would kill her if he found out she had had a child with someone else.

She has never used contraception before and, out of fear of being labeled promiscuous, she is unable to obtain one even when her husband is not there.

Nakyazze Aisha, a Service Provider who attended to the client at the clinic, counseled her on contraceptive use, and Duom left satisfied with an IUD installed after the Post Abortion Care, she after brought two of her friends to receive contraceptive technique two weeks later as a delighted client.

These realities, according to Aisha, are factual, but they are overlooked by the community since it is assumed that women only keep themselves for their partners.

Monthly discussions with communities are held as part of the DANIDA-MOFA initiative, which supports RHU Adjumani Clinic, to engage with both the host and refugee communities to address their concerns about the negative belief limiting women access to contraception.

“UPDF is Not in Congo to Steal Timber but Only to Fight ADF”- Says Gen Muhanga

On 30th November, the Uganda People’s Defense Forces (UPDF) together with the Congolese army FARDC launched joint operations aimed at eliminating the Allied Democratic Forces (ADF) for good from the jungles of Eastern Congo.

The operations were not approved by parliament according the laws of the land neither did government inform parliament with the said 72 hours. However, many Ugandans perceived the operations as a move by Uganda to loot Congolese minerals being a mineral hub.

The belief that Uganda is using the operations as a pretext to steal Congo’s minerals like Gold, Timber, Diamond among others is picked from the last time Ugandan army went to Congo and ended up stealing. This landed the Pearl of Africa in trouble was ordered to pay a huge amount of Cash to the mineral rich country on earth.

It should be remembered that on Monday 19th December 2005, the International Court of Justice (ICJ) ordered Uganda to pay reparations to the Democratic Republic of Congo (DRC) for the five-year occupation of the it’s territory.

The UN’s highest judicial body ruled that Uganda’s 1998-2003 intervention violated international soveirenity and led to killing and torture of civilians and the destruction of villages.

The court upheld Congo’s claim that it had been the victim of unlawful military intervention, though it did not find a deliberate policy of terror. Kinshasa welcomed the ruling and said it would see $6-10bn in compensation, an estimate that court said it would be appropriate.

The then and still Uganda’s minister of foreign minister, Okello Oryem told press the ruling was unfair. “We went in Congo to pursue rebels; we were not the only people in Congo.”

More than 3 million died in fighting which spawned myriad Congolese militias and rebel groups and sucked in armies from Uganda, Rwanda, Burundi, Angola, Zimbabwe and Namibia. Foreign forces would later widthdraw after accord paved the way for Congo’s then fragile peace.

While speaking to media at the frontline of the jungles specifically Mukakati a temporary base where the Ugandan army has settled in the middle of the forest in DRC’s Beni territory, UPDF’s commander of the mountain Division Maj Gen Kayanja Muhanga who is also leading the operations yesterday said that UPDF is in Congo to restore peace not to steal minerals.

Referring to the memorandum signed by the two armies that guides the objective of these ongoing operations, he promised that UPDF and FARDC will do their best within the framework of this memorandum to the sufferings of their people from the violence inflicted by the ADF rebels.

Responding to the question raised by some organizations and several Ugandans against the deployment forces in the DRC, Muhanga reassured that Uganda has no hideen agenda behind these operations which simply consist of hunting down and eliminating the ADF rebels.

“I do not bring with me machines that consist in exploiting any wealth of the DRC. Our presence of the Congolese soil justifies against the rebels in order to bring peace between our countries. We are not interested in the exploitation of minerals or any trade. It is clear”, he insisted.

Muhanga also downplayed what he called propaganda leveled against the operations which he said are only aimed at diverting the attention and support of the two countries and re-iterated that it’s only ADF that brought them to Congo not stealing.

“We have only brought our souls, and we are focused on the complete destruction of the ADF rebels. No one is going to distract us from the main objectives. And in order to succeed, we need everyone during this operation.”-Muhanda added

UPDF Gives Comprehensive Update On ADF Congo Operations

The Uganda People’s Defence forces (UPDF) and the Armed Forces of the Democratic Republic of The Congo (FARDC) have issued a joint statement partaining the operations against the Allied Democratic Forces (ADF) launched on 30th November 2021.

The operations that have sparked mixed reactions more especially from the opposition politicians in Uganda are being led by the Commander Mountain Division Maj Gen Muhanga Kayanja.

According to opposition voices from Dr Kiiza Besigye and Lord Mayor Erias Lukwago, Uganda did wrong to send the army to Congo without approval from parliament following previous operations that ended in Tears in Kisangani and theft that landed Uganda into the International court of Justice (ICJ) which ordered Uganda to pay Congo $10 billion.

Since the launch of the operations with Airstrikes on the ADF camps, no update had been issued by UPDF on how the Rebels were affected but in a statement issued yesterday 10th, the forces revealed that 31 Congolese hostages who had been held captive by the rebels were released, 34 ADF terrorists were captured and four of their Camps were destroyed.

However, ground operations are still pending as the forces have embarked on road construction and rehabilitation works to facilitate and further secure the movement of soldiers the displaced civilian population, particularly on the MBAU-KAMANGO and NOBILI axes, KAMANGO-SEMULIKI-BENI.

The forces further say that they have also launched a vast awareness campaign and are carrying out civil-military actions which are aimed at gaining the loyalty of the population and reverse the harmful propaganda instilled by the ADF and their allies.

UPDF and FARDC have re-iterated that the operations will be based on a professional conduct with respect to human rights, international humanitarian law and the rules of engagement.

Government and Partners Develop App To Monitor Village Health Teams

The government has through Reproductive Health Uganda (RHU), UNFPA and DFPA developed software and phone application that will help Village Health Teams (VHTs) in family planning see the data of all activities and services offered across the country by VHT’s.

The family planning services to be monitored include family planning commodity storage, client counseling, ordering for commodities, stocks, and probing how the family planning clients make their choices about the use of different commodities.

Peace Otage, a Digital Specialist who designed the system says it is a simple digital tool to be downloaded that will facilitate real-time data collection in health centers, with capabilities like offline access, to cover and cater for the hard-to-reach areas and easy health Centre assessment.

It will accommodate all levels of health centers from health center II to regional referral hospitals in Uganda.

Demeter Namuyobo, RHU Medical Coordinator, says that the system will help streamline family planning health programming with the help of VHT’s as the key structure to support family planning and reproductive health commodities uptake, to ensure that the family planning structures are functioning to inform policy and decision making at the sub-national and national levels.

Seru Morries, MoH Assistant Commissioner for Quality Assurance embraces the App with inbuilt controls especially on the data fed into the system, saying that it will be easy for health care service providers to collect and enter data in the system for analysis.

Roselline Achola UNFPA Program Analysts says that the system if used well, will cut off delayed data collection, planning, and the actual delivery of family planning and reproductive health products to the various health centers in Uganda.

The Ministry of Health and its partners from RHU, UNFPA are piloting the system in 15 districts of West Nile and Acholi sub-regions of Uganda.

Reproductive Health Uganda (RHU) and partners, with support from the United Nations Population Fund (UNFPA), are reviewing the Alternative Distribution Strategy (ADS) III for 2021 to 2026 to increase uptake of family planning (FP) and reproductive health (RH) commodities in Uganda.

Dr. Sematiko Gordon Katende the lead Consultant in the ADS III review process says that whereas in the current ADS the standard operating procedures are fine, the Ministry of Health (MoH) needs to periodically review and update the FP and RH ADS list to track the needs, priorities, and demands from various regions, districts, health centers and clients in Uganda.

He says that the National Medical Stores (NMS) under ADS III will handle customs clearance, National Drug Authority (NDA) clearance, commodity insurance, warehousing, distribution, last-mile delivery, capacity building on supply chain management, participation in forecasting and quantification of the FP products and selected RH commodities, and will support entities to acquire the technical capacity to use the Electronic Logistics Management Information System (MIS).

The Joint Medical Stores (JMS) under ADS III will sign a Memorandum of Understanding with the Ministry of Health giving them the mandate to clear from customs, insure, store, and distribute FP and reproductive health commodities to MOH accredited NGOs, IPs, and private not-for-profit (PNFP) facilities through the Alternative Delivery Strategy (ADS III). JMS will also provide technical assistance to ADS accredited facilities and participate in forecasting, quantification, and weekly monitoring of stock. MoH will pay for JMS to store and distribute the commodities at a cost recovery venture for service handling fees that will be agreed upon with MoH and payable by MoH.

Walukamba  Aldon G, a Media Advocacy and Documentation Coordinator on behalf of RHU suggested that the list of products and accredited distributors be agreed upon from time to time with MoH. The JMS should also support health facilities to achieve the capacity to use MIS targeting real-time reporting about the delivery of FP and RH commodities and stock outs.

He believes that the current FP and RH funding of $ 4.2 million, which according to MoH, was allocated to Maama kits is below the Abuja declaration minimum of $ 5 million and the government should improve on this to cater for FP and RH commodity categories.

Roselline Achola, UNFPA Program Analyst, calls for a stronger and enabling environment to provide FP and RH commodities by revisiting the existing policies, acts, statutes, guidelines, and other legal frameworks that impede access to proper medications in Uganda.

In Uganda the modern Contraceptive Prevalence Rate (mCPR) stands at 29%, the unmet Need for Modern Contraception stands at 11%, while the demand Satisfaction for Modern Contraception is 57%. The ADS II 2016 to 2020 had its unmet target of 50% mCPR.

Martha Grace Ajilong MoH Assistant Commissioner for Public Health Supply Chain recommends that quarterly meetings among stakeholders must take place to keep track of the ADS III and increase supply and uptake of FP and RH commodities.

 

Strategic Family Planning And Education Investment Can Ease SRHR Challenges

 Health Uganda (RHU) is pushing for more investment in family planning and education to reduce sexual reproductive health and rights (SRHR) challenges in Uganda.

While delivering the 2021 Alliance Week Address in the Kasese district, Jackson Chekweko, RHU Executive Director, said that Uganda has 77% young people, with at least 40% girls, but 25% of the girls aged 14 to 19 get pregnant.

Chekweko says that young people in Uganda should be protected from contracting sexually transmitted infections (STI’s), pregnancies, or impregnating others with the help of free family planning access and post-exposure prophylaxis (PEP) services.

This can be achieved partly by increasing the family planning commodities budget allocated to the National Medical Stores (NMS). The 2021/2022 budget for NMS saw an increase of UGX 600.31 from UGX 420.31 billion in 2020/2021. However, only 20 billion shillings are allocated for purchasing family planning commodities. This accounts for a mere 3.332% of the total budget.

The Ministry of Health cost implementation plan two (CIP2) for 20/21/ to 24/25, pits the total demand for family planning commodities at 67%, but only 37% of women in Uganda access family planning products.

Charles Owekmeno, the National Coordinator of SRHR Alliance, believes that as the push for an increase in the family planning commodities budget allocation ensues, youths, especially girls, should be kept in school.

Saudah was on a boda-boda to her parents’ home, when the rider rammed into a trailer and died on spot.
