Museveni Mourns His Fallen Gen Elly Tumwine In Moving Tribute

General Elly Tumwine died today aged 68 years from a Nairobi hospital. A dark cloud hangs  above his family and his friends and colleagues whom he served with in the army which he was set to retire from later this year.

Tumwine who’s the former Security Minister is to have fired the first bullet at Kabamba Military Barracks in the early 1980s that sparked off a 5 year bush war that ushered in the now 36 years Museveni government.

According to President Museveni who paid tribute to his fallen General via his Twitter handles says Tumwine who was once his student at Burunga primary school after his A level before heading to University says the fallen General joined FRONASA with 9000 others.

Museveni says Tumwine was a dedicated servant and hero in every capacity he served in the NRM government. The president alludes this to the positions he held as Army commander, member of the high command, Director General of Intelligence and his latest as Minister of Security.

KOICA Boosts Uganda’s Agriculture With New Vege Seed Project

The Korea International Corporation Agency (KOICA) has boosted Uganda’s agriculture with a new research project dubbed the vege seed project that’s focusing on improving and boosting research on vegetable seeds.

It also aims at building the certification capacity of national institutions such as NARO and NSCS of the MAAIF and improve technical skills of vegetable farmers. It will also lay a foundation for the mid to long term development of new vegetable varieties in Uganda.

Launched on 24th August 2022 KOICA has supported the project with $8 Million to bolster research with Ministry of Agriculture, Animal Industry and Fisheries (MAIF) and it’s institutions of NARO and NaCRI.

The 9 year project will focus on five major vegetables whose research hasn’t been implemented fully for certain reasons. The include Nakati, Tomotoes, Cabbage, Onions and Chill. This means vegetable seeds will be readily available for farmers than depending on imported seeds.

According to the implementing agencies, NARO and KOICA say the project has so far been rolled out in three districts of Mukono, Luwero and Wakiso and have selected several farmers’ groups at all engagement levels.

While speaking at the launch, Dr Ambrose Agona the Director General of the National Agriculture Research Institution (NARO) noted that this project came at a right time and will help farmers access high quality but cheap vegetable seeds that will eventually increase productivity and earnings to the country’s economy from vegetables which currently sits at $34 Million.

On his part, the project Manager of this 9-year research deal Dr Ray Chong assured Ugandans that the vege seed project is a game changer in vegetables because it will bolster variety.

He however said the final products after research, testing and certification will reach the grassroot farmers in the next four to Six years given the longer period of developing the crops to adapt with Uganda’s eco system.

From a scientific perspective, Dr Godfery Aseya the Director of the National Crop Research Institute (NaCRI) says it’s the first time Uganda will have her own onion seeds through project because all has always been imported at exorbitant prices.

“Onions grown in Uganda is imported because on research it has to work on the onion flowers to allow pollination to take place, this needs very low temperatures that we don’t have in Uganda but this project will develop infrastructure with controlled temperatures”-Noted Dr. Aseya

He further urged Ugandans to stop doubting researched products because the world has changed and it’s about research for improved output. Ugandans often times draw criticism and doubt on modified crops.

“Almost 99% of the varieties on the market are from research, people consume developed and adapted in our conditions so no doubt on the products being developed”- Said Dr Aseya.

The launch event that took place at NARO Namulonge in Wakiso district was graced by the Korean Ambassador to Uganda H.E Park Sung-soo and the State Minister for Agriculture Fred Bwiino Kyakulaga who hailed the Korean government for such a great project that will drastically improve agriculture in the country.

Minister Kyakulaga expressed optimism that this project once research is finished, will drive the country to economic heights and it has come at a time when government is rolling out the Parish Development Model (PDM) to improve on house hold incomes.

Who would not want to be in the good books of the king? To find favor in the eyes of the king is even biblical and now Jennifer Bamuturaki is among those who found that favor. Are we envious or there is something deeper.

In history even the great John.F. Kennedy did appoint his own brother Robert.F. Kennedy as the Attorney General in 1961. Robert did not even have the experience but he soared once appointed. Perhaps John knew the capabilities of his brother.

So what is hurting us as Ugandans regarding Jennifer Bamuturaki’s fortune?

The cash: That someone earns 87 million Ugandan shillings during a recession and for an airline that is making losses.

The method of appointment: Is it the Kingly appointment that is democratically unclean – stirring the discomfort. After all some worthy Ugandans had applied.

The uncertainty on qualifications: So we wonder what can a Social Scientist like Jennifer Bamuturaki is doing heading a transport technological path. She is certainly not an Anne Rigail who took on the reins of Air France in 2018 holding qualifications from Mines Paris Tech University, worked in customer service and became a director of passengers and baggage connections among other things.

Jennifer is a supposed to be a graduate of Social work and Social Administration Makerere University but we are yet to confirm when she proves it. She also has vast experience in marketing and sales. She is also trained in revenue management. Perhaps this is a moral inclination to becoming a CEO of an airline rather than a revenue officer.

What do we know – Allen Kagina a Psychology Graduate and Public Administrator transformed the Uganda Revenue Authority into an outstanding organization even if she was not qualified in Business or Finance administration. We continue to anticipate her progress in the Uganda National Roads Authority.

For Bamuturaki Jennifer COSASE has brought the series of scrutiny on her and we cannot wait for the next episode. It’s like her name would say – ‘Bamuturaki’. In Rutooro the name means ‘why are they so opposed to her.’ And now it has come to pass; as we – Ugandans absorb the dilemma and wag our tongues.

Shock as Uganda Airlines Bosses Share Fat Salaries in 160bn Loss Making Company.

Members of Parliament in Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE) headed by the member of parliament for the Nakawa West constituency in Kampala Joel Ssenyonyi have been shocked by salary disparities at Uganda Airlines.

According to the COSASE boss Joel Ssenyonyi the Uganda Airlines CEO earns 87m, Chief Financial Officer gets 73 m, Manager Finance earns 58m. Director maintenance earns  80m and others like Manager IT gets 36m, Human Resource earns 43m, Manager Cargo 14m as well as Quality Assistant gets 43m.

However, MPs on the committee say that they are not against the salary of the Pilots, but asked Uganda Airline officials to explain why the Airlines which is making loses (160bn) a year is paying managers and directors exorbitantly with the CEO earning UGX87.

While appearing the COSASE committee the CEO Uganda Airlines Jennifer Bamuturaki revealed that they are currently reviewing these salaries.

Uganda Airlines CEO Jennifer Bamuturaki also shocked the committee when she revealed that she was not among the 40 Ugandans who applied for the job because “on the day she was going to apply, that is when she was appointed. Bamuturaki made this revelation after being quizzed on how she got appointed as Aide to the acting CEO and yet she had no appointment letter and was not being paid a salary. The committee also questioned how she rose from Aide to CEO.

According to Herbert Kamuntu the Uganda Airlines board member, When Uganda Airlines advertised for the position of CEO, at least 40 Ugandans applied. However, following a presidential directive to appoint Jennifer Bamuturaki, the whole process was halted

Joel Ssenyonyi tasked Uganda Airlines to come up with a staff structure within one month stating that says this is how the Airlines will know who is needed and who is not.

However, the Airlines had asked for end of year to develop one.

BREAKING: Raila Odinga Rejects Results Announced By IEBC, Announces Next Move.

AZIMIO’S presidential candidate Raila Odinga has rejected the results announced by IEBC chairman Wafula Chebukati that declared William Ruto President-elect.

In a press conference helsd today afternoon, Odinga has maintained that the figures announced by Mr. Chebukati are null and void and must be quashed by a court of law

“The figures announced by Mr. Chebukati are null and void and must be quashed by a court of law. In our view, there is neither a legally and validly declared winner nor a president-elect” Said Raila Odinga.

Raila Odinga also said that Yesterday August 15 Kenyan democracy suffered a major setback as Kenya faces a political crisis as a result of the actions of Wafula Chebukati.

Kenya’s deputy returning officer Juliana Cherera has also come out to dispute the election results announced by her Boss Wafula Chebukati stating that the election results were ‘cooked’, and little wonder that they exceed the 100% mark at 100.01%. She says the 0.01% translates to 142,000 votes which made a significant difference to the final results

Cherera says she’s ready to testify in court because it is Raila Odinga who won the election with 49.74% of the total votes tallied and not William Ruto as announced by her boss Wafula Chebukati as 4 out of the 7 electoral commissioners also disowned the results

Raila Odinga assured his supporters that he’s going to use all constitutional and legal paths to see that the elections results announced by Chebukati are overturned

BREAKING NEWS: IEBC Announces Kenya’s 5th President After Tight Race

Kenya’s Independent Elections and Boundaries Commission has today afternoon announced who the Kenyan president will be replacing outgoing President Uhuru Kenyatta who is going home after completing his two terms (10 years)

Kenyans went to the polls last week on Tuesday 9th and voted their respective leaders from Member of County Assemblies (MCAs) to president.

The race for president had four candidates but the battle has been between two candidates of Azimio la Umoja coalition Raila Odinga and Kenya Kwanza’s William Ruto. The other candidates in the race included Roots party’s Prof George Luchiri Wajackoyah and Agano party’s Rev David Waihiga Mwaure who has already conceded defeat.

After a long wait and tedious tallying process at the Bomas of Kenya, IEBC chairperson Wafula Chebukati has declared William Somoei Ruto as the duly elected new president of Kenya with 7,176,141 (50.49%) votes followed by Raila Odinga who polled 6,942,930 votes (48.85%)

The other candidates Prof George Wajackoyah polled 69,969 votes and Agano party’s David Mwaure Waihiga came last with 31987 votes.

While declaring the results, Chebukati revealed that he has been intimidated and other staff have been arrested but they have to do that constitutional duty

Kenyans today have woken up in big numbers as cross the country to their respective polling stations to vote in a tightly contested election.

A total of 22,120,458 registered voters across the 290 constituencies and 46,229 polling centres are expected to participate in this election.

 

However, Ugandans have been left shocked as Kenyan government has not opted to switch off internet and prohibit live media coverages as it was in Uganda during the 2021 presidential general election.

Daniel Lutaya, a former senior journalist on NBS tv has stated on his official twitter account that Kenya is having a very tight election but the internet is still on and the incumbent is already out of office.

Canary mugume also a senior journalist at NBS TV seems to be equally wondering how Kenyan has managed having an election without extra judicial killings, switching off of the internet and unnecessary show of security might on streets.

In a movie by the Banyakigezi Actors called “ensi nikweri” loosely translated as “that’s how the world is”, two couples engage in a fight over a non-existent cow! The husband narrates to the wife how he intends to buy an egg, give it to a neighbor’s hen to hatch it into a chick that will grow into a hen & will produce more chicken that will be sold to buy a goat which will give birth to many goats that he will sell to buy a cow.

And the man says he will tie the cow in the kitchen to avoid thieves which the wife objects to and a fight ensues! Neither the egg, the chicken, the goat nor the cow was in place, so why did they fight?

This puzzle explains the Ugandan tragedy; time check, it’s 8:00 PM, Wed 27th July 2022, after a busy day, I switch on my TV to find none other than H.E the President of Uganda. I choose to listen because I know the media would invite me for a comment, little do I know that he intends to speak for 3 hours! I pity the media houses which have to adjust their programming including suspending adverts to broadcast a speech that gives no hope! Researchers should conduct a study and tell us how much we lose every time Museveni makes a two hours addresses, as always; a forest of lamentations and a desert of solutions!

This time, the old Muzeyi seems relaxed and in a good mood, he is excited about the new discovery by scientists! How much we can earn if we sell processed coffee! The way he speaks is like he has just assumed presidency, he doesn’t remember that he came to power when coffee was our major cash crop and for 36 years he has done nothing other than killing farmers cooperatives.

Then he is excited about the electric cars and a train as the game changer to our crisis! Scientists around him must be eating big! When you see them speak, you might think they are serious people, guess what, just a bunch of money makers! So where are the electric cars? Just like the pioneer bus, Naguru-Nakawa smart city, free internet, Lubowa Hospital, Musenero’s factory for vaccines etc. nothing is in place!

In this budget I am told over 150 billion shillings have been allocated to buy vehicles for government officials; but of these, how many will be electronic?

Apart from cannibalizing the railway transport he found in place, just like many other state parastatals, the President has consistently promised the standard gauge railway. The groundbreaking was done ten years ago and to date there is nothing to show. So is this train the solution he is giving Ugandans to address the current crisis? Is he different from the above man in the movie who wanted to get a cow from an egg?

Can electric cars help the 900 people who have died of starvation in Kalamoja? Can they answer the worries of the hawkers who have been chased from streets? What about the schools that have closed before the official closing dates?, what about poverty which has increased according to UBOS?

As I reflected on the above, I saw a letter in which the President directed the minister of Agriculture to give public land in Entebbe to an investor to put up a specialized hospital, few weeks ago on orders of the President, parliament passed 203 billion to buy shares in Roko constructions Ltd, I have seen several other letters where the President is awarding contracts, terminating public servants, taking loans etc. Museveni runs Uganda like a retail shop!

My hopes got shuttered when last week Minister of Education Hon Janet Museveni delegated the Vice President Jesca Alupo to represent her at a function in Kololo organized by the IGG! When I saw a vice President who is number two in the hierarchy representing a minister who is number ten, in any case whom she supervises, I realized that our country is upside down, and I accepted to limit my expectations!
