FOUND WANTING: MPs Recommend Reflesher Course For MUBs Top Management Bosses Over Audit Querries

Members of Parliament sitting on PAC have directed that all MUBS top management bosses, led by Prof Moses Muhwezi & Bursar Michael Ruhigwa, be made to undergo the mandatory refresher course training so that the Nakawa-based Business School begins to be run more efficiently.

Led by Muwanga Kivumbi, the PAC MPs recently visited Mubs to investigate the audit queries raised by the auditor general John Muwanga. The Mubs bosses were led by Ag Principal Prof Moses Muhwezi who failed to respond to most of the questions which showed his unfitness for the office he holds.

The other big man was Michael Ruhigwa who made MPs angry and Muwanga Kivumbi put him on oath. They accused him of telling lies and being disrespectful. The MPs were shocked to see that the Mubs bosses didn’t even understand basic things and terms used in the accounting and auditing language-making to wonder what happened to the high standards Mubs founders had set. The Mubs bosses failed to account for more than 7bn they are supposed to have collected from tuition fees, which made Muwanga Kivumbi even more annoyed.

He wondered why a government Business School which is supposed to be training accountants and auditors can have a CEO and chief Bursar Ruhigwa who don’t understand basic accounting terminologies. Muwanga Kivumbi told them they are lucky their meeting with MPs wasn’t being broadcast live on TV otherwise their students and parents were going to be very much ashamed of them.

Muwanga Kivumbi wondered what the Faculty of Commerce is helping Mubs to do if it cannot help the Business School to be run on sound corporate governance principles. Muwanga Kivumbi was also unhappy with how Mubs bosses hide behind the payment of domestic arrears to misappropriate government money in billions.

Muwanga Kivumbi was also unhappy and rebuked Mubs top management for wasting government money on hiring and having more than three deputy Bursars who he said aren’t adding much value on the Business School.

Muwanga Kivumbi said it was his right to ask the hard questions and tell the Mubs bosses the uncomfortable truths about the incompetence which they may not want to hear even when Prof Moses Muhwezi, in a bid to try to calm them down, had served them a salacious meal for lunch.

UJA Demands Immediate Release Of Detained Grapevine Journalists

The Uganda Journalists Association (UJA) has tasked police to urgently  release of journalists Arirabaki Sengooba and Dickson Mubiru of Ono Bwino Newspaper and The Grapevine Online, who have been unjustly detained for the now two days without trial, denouncing it as a violation of press freedom and unfair treatment of dedicated Journalists.

The arrest reportedly came after the duo went to CPS Kampala to respond to summons against them following two reports they published on their publication one depicting a bitter row between lawyer Steven Kalali and the High Court Judge Her Lordship Alexandra Nkonge Rugadya, and another implicating UNOC in alleged corruption scandals at Parliament.

“We strongly protest the continued detention of journalists Arirabaki Sengooba and Dickson Mubiru of the Grape Vine Publications and Ono Bwiino Newspaper who were arrested on Tuesday 18 June 2024 and detained at Kampala Central Police Station (CPS) while in line of duty,” UJA said.

In a statement by the association spokesperson, Ronald Kabuye, UJA alleges that police unlawfully stormed the media outlet’s office and forcefully confiscated their work tools.

“Shortly after their arrest, the Police swiftly moved to their offices in Kampala Central Division, searched them out and took possession of their work tools; laptop computers and phones,” read a statement in parts.

Further reports indicate that the duo was subjected to questions to disclose their confidential sources of information which according to UJA “infringes on the newsgathering process” and erodes the independence of the news media from the government. The disclosure of a confidential source without that source’s consent may subject a journalist to civil liability for breaching their promise of; “sacred trust” between a journalist and the source.

According to UJA, Press freedom as a corner stone to the growth of democracy in any society like Uganda, should be protected by the state and non-state actors than imposing limitations against the same. They demanded for the immediate and unconditional release of the detainees because keeping them in detention beyond the standard time (48hrs) without trial curtails and suppresses critical journalism meant to provide solutions to society.

“We request for unconditional release of the journalists since they have spent 2 days in Police detention without being produced before Court, hence violation of the 48-hour rule by the Constitution,” UJA demanded.

Kabuye expressed the association’s determination to defend the detainee’s rights and freedoms until they regain their freedom.

OWEYEGHA-AFUNADUULA: From Educated Fools To Educated Thieves

Unexpectedly, on 17th June 2024, I received a call from a friend abroad whom, for the purposes of this article, I will call Mark. After greeting me, he said:

“I read your article titled ‘The Educated Fools of Uganda”. Even if you titled it “The Educated Fools of the World”, it would still apply because that is what global education, stressing disciplinary knowledge production and disciplinary production of human resources, has done: Producing educated fools”.

He went on, “You were right to describe the educated fools as “…. educated fools are people who have tons of academic achievements to their credit and are full of bookish knowledge, but have very little practical experience and common sense. They lack real knowledge, wisdom, understanding and insight’’.

He said, “Even if you added “‘They over-glorify themselves and believe they are very educated yet they have been miseducated by narrowing their knowledge to small pockets of knowledge, leaving most of the knowledge behind”.

It is true they undervalue experiential knowledge yet that is the real knowledge of interactions, adaptation as well as understanding the changing human environment. This carries a lot of sense.

Faced with the changing environment, the educated fools are totally useless and helpless because their little, but deep knowledges in their small pockets of knowledge are inadequate, even collectively, to address our challenges, problems and issues that the changing environment engenders. No doubt the solutions they separately recommend as individuals only complicate the environmental situation and become like pollutants of the environment or the new environmental problems we have to contend with. No immediate answers to them

Then Mark said, “People wonder why there is so much corruption in the world today as if it was not there before. Even the Vandals of Europe were corrupt people whose actions disrupted life and corrupted the knowledge world by destroying libraries in Alexandria, Egypt, and in Rome. The truth is that corruption has always been there, but it has been accentuated by the kind of education that stresses individual achievements and glorification of the individual, separating him or her from the total environment or total society”.

Mark paused a bit and then told me, “Write an article titled from Educated Fools to Educated Thieves”.

I asked him why, and he retorted back: “Don’t you see that the thieves of today are predominantly the people you referred to as the educated fools? Before, the thieves, even the pirates at sea, were not those who went through the global education system. They were local traditional people wherever they lived. Look: even at universities professors are stealing, but if you agree to write the article you have to explain why thieving has mushroomed at university campuses and the whole human society. You have also to distinguish between local traditional thieves and the educated thieves.

I told Mark I would write the article with the title he suggested: “From educated fools to educated thieves”.

Let me begin with a quote from Shiv Khera: “An uneducated thief may steal goods from the train but an educated one may steal the entire train. We need to compete for knowledge and wisdom, not for grades.”

Indeed, the educated thieves in leadership of today can even orient an entire budget in their favour, denying their country and people meaningful development in order to satisfy their greed and selfishness. They are uninterested in the adage “Together we rise or sink”. The education they received removed essential knowledge, wisdom and understanding from them and equipped them with consumptiveness, acquisitiveness, selfishness. They are everywhere and in every institution. They organise society in their favour. It is worse if they are political leaders who are also in business and commerce. They will enact laws and make policies in their favour and ensure the flow of services, energy and money is in their favour. They may give tax holidays to each other and create many avenues for themselves to avoid paying taxes while putting the burden of paying taxes on the poor and needy.

Thieves are thieves, whether educated or uneducated. We should, however, not ignore the truism that the majority of people who are educated do not have long fingers and are working hard and contributing their best to develop, transform and better the quality of life for themselves and their families as well as the quality of society of which they are integral to and part of.

Any person indulging in looting or stealing, educated or not educated, is mostly driven by internal motives, desires, circumstances or situations. Others see others looting and stealing and they assume that it is okay for them to loot or steal too.

Before I proceed, I need to distinguish further between the local uneducated thief and the educated looters, some of them professional thieves.

As one judge once said, “An educated thief is capable of causing more havoc than a robber with AK 47 gun”. His or her actions will wreck the lives of others, women, children and whole generations.

The judge was handing down custodial sentences to former Chief Executive Officer of Microfinance and Small Loans Centre, MASLOC ( Starrfm.com.gh) in Ghana.

The judge also expressed concerns about how public officers inflate the prices of items they procure for the state by short-changing the public purse.

Among other things, educated thieves willfully cause financial loss to a country through their actions. If arrested and convicted the counts will comprise of conspiracy to steal, stealing, causing financial loss to the State, causing loss to public property, Improper Payment of Public Funds, Unauthorized Commitment resulting in Financial Obligation for the Government, Money Laundering, and Contravention of the Public Procurement Act.

In Uganda today we are hearing of Members of Parliament conniving in the Parliamentary Commission and in the budget-making process to defraud the country of billions. Some MPs have been arrested and are languishing in prison, pending their cases being determined by the Anticorruption Court. Others have been summoned by police over parliament-based corruption. The ruling party is considering removing its members from the Parliamentary Commission accused of having paid themselves billions and replacing them with others. Besides, the party has strategized to remove the power of electing the members to the Parliamentary Commission to the Party Executive.

Various institutions of government are also suffering from the actions of the educated thieves. One scholar told me that theft has become so common even in the universities. It is not surprising. It is the universities  where the educated thieves are produced that are wrecking institutions with their looting and thieving. However, it is unlikely that if students proposed to study the looting and stealing in the universities, their proposals would be cleared. Yet it is true that the university campus operates with the same cultural expectations as the streets around the campus.

It is true that the government of Uganda has launched a corruption eradication crusade at least in Parliament, but not in the universities yet. For the universities it would require serious studies of looting first, but as I said, it is unlikely that students wishing to carry out such studies would be okayed to proceed.

If the struggle to free the country of educated thieves is to be successful, it must include freeing universities of educated thieves as well.

As Richard West has recently written in Quora, there aren’t many “educated” thieves that will honestly answer the question “Why do you steal?” He writes, “The problem is people who steal won’t answer this truthfully because they are not honest. Otherwise, they wouldn’t be stealing. Everyone else that doesn’t steal is just speculating as to why. They make excuses like, maybe the person has to do this to survive or they have a mental illness…..”

The truth is most people who steal do it because they are greedy and selfish. They do it because they have justified it despite knowing that stealing is wrong. We have seen in the Parliament of Uganda Members justifying stealing in the Parliamentary Commission by saying that the law allows it. No doubt if the law exists it was made by the educated thieves to justify stealing of public funds.

Richard West writes, “People steal because they want things. They want money for drugs or they want expensive things to impress their friends. People steal for the high. It makes them feel powerful to take something from someone else ( or the public) and get away with it. Sometimes after achieving this high, they will want to do it again and again and this might even lead to addiction”.

So, if there is drug addiction, there is looting or thieving addiction. If we are to be effective in dealing with the educated looters and/or educated thieves, we must embrace Bet Kamya’s (IGG’s) or Singapore’s successful method of fighting corruption: the Life Style Approach, which matches legitimate income to the riches of the educated looter or educated thief. Later will be too late. Anything else may relapse into pettifoggery in the courtrooms, with most educated looters and educated thieves cleared of any wrong doing even if there is overwhelming evidence that what they have is not commensurate with their legitimate income, and must have been accumulated only by taking what is not theirs by virtue of their offices.

Primitive accumulation of wealth is real, and is a new imperialism as I once wrote.

Nsubuga Arrested For Circulating TikToker Milk Bae’s Nude Videos

For the last few days, social media has been a wash with a video purportedly of Tiktoker Milk Bae while touching, romancing and massaging her soft parts while squatting endlessly but it now appears she wasn’t the one.

Those who had connections managed to get the video and fed their eyes with what it offered. It’s however not good news for Nsubuga who is now behind bars for circulating the said video which is not actually for the person purportedly said to be.

According to police, Doreen Nalunga alias Milk Bae reported to police who also immediately started the man hunt for the supplier of the said video, they cast their nets far and wide and were able to net Nsubuga who is now accused of cyber stalking and circulating pornographic content.

Police has since issued a statement regarding the same and we post it verbatim.

“Police in CPS Kampala have arrested one Nsubuga Denis on allegations of Cyber stalking and distributing ponographic materials.

It’s alleged that Nsubuga got an old nude video of an unidentified person and started circulating it purporting that it was for one Doreen Nalunga aka Milk bae.

Nsubuga circulated the said video on various social media platforms.

Ms Nalunga reported the case to CPS Kampala, who immediately began investigating the matter.

Nsubuga Denis was traced and arrested and is currently detained at CPS Kampala.

Police has recorded statements from the complainant and relevant witnesses.

Witnesses have confirmed to Police that the videos that Nsubuga circulated, are not for Milk bae but for some other person who is not yet identified.

The videos that are currently circulating are NOT for Milk bae.

We want to appeal to members of the public to be careful on what they post on social media and they should cross check any information before posting otherwise the law will catch up with you.

EURO 2024: Belgium Fall Short Of Goals As Slovakia Nets Once In Opener

Slovakia produced the first major shock of Euro 2024 with a 1-0 win over Belgium in Group E after Romelu Lukaku endured a day to forget.

Lukaku squandered a number of chances in Frankfurt and when he did find the net, on two occasions in the second half, both were ruled out for infringements.

It meant a fine seventh-minute strike by Ivan Schranz was enough to settle the group encounter and earn Slovakia, ranked 48th in the world, one of the best victories in their history.

Lukaku could have scored twice during the opening exchanges but had a close-range shot saved before he steered another effort off target.

It was a sign of things to come for the forward, who is still contracted to Chelsea but has not played for the club since 2022, with Belgium’s profligacy punished after seven minutes.

A slack pass by Jeremy Doku gifted Slovakia possession and, even though Juraj Kucka was denied by Koen Casteels, Schranz was on hand to volley in from a tight angle after he had been played onside by Wout Faes.

Belgium regrouped but Leandro Trossard curled over before Lukaku could only bundle another effort wide.

The Chelsea forward thought he had levelled 11 minutes into the second half but VAR disallowed his tap-in after he was adjudged offside from Amadou Onana’s header across goal.

Heroic defending by David Hancko denied Johan Bakayoko in the 62nd minute after the Slovakia centre-back cleared off the line.

Lukaku then slammed home with four minutes left following Lois Openda’s cutback but referee Halil Umut Meler was sent to the pitchside monitor and chalked off the goal after Openda handled in the build-up to consign Belgium to a painful defeat.

EURO 2024: England Off To Winning Start As Jude Bellingham Only Goal Proves Enough Against Serbia

Jude Bellingham’s brilliant header saw England start their quest for European Championship glory with a hard-fought victory against Serbia.

Three years on from their heartbreaking Wembley final defeat to Italy, the road to Berlin began with a tricky Group C opener in Gelsenkirchen.

But Gareth Southgate’s side passed their first Euro 2024 assignment as England held firm on a night when Bellingham’s thunderous early header proved enough to beat Serbia 1-0.

The result puts them top of Group C after Denmark were held to a 1-1 draw by Slovenia ahead of the Euro 2020 semi-finalists going toe-to-toe again in Frankfurt on Thursday.

England flew out the blocks at the Veltins Arena and looked ready to put in a statement performance after Bellingham powerfully headed home Bukayo Saka’s deflected cross in the 13th minute.

But unlike fellow Euro 2024 contenders Germany and Spain they were unable to put their opponents away as Serbia’s physicality and nous saw them wrest control after the break.

England managed to keep the Balkan outfit at bay and Harry Kane saw a late header saved onto the bar, but improvements are needed moving forwards.

Still, it was a far better outcome than their World Cup quarter-final defeat to Portugal in Gelsenkirchen 18 years ago and means Southgate has now won all four tournament openers.

Much of the build-up to Sunday’s encounter surrounded what would happen around the match after German police categorised it as “high risk”.

These Euros are the first time England supporters have travelled en masse since 2016 and videos emerged of a few skirmishes in the city centre.

But the seven arrests confirmed before kick-off were all Serbian, whose fans whistled ‘God Save the King’ and saw their national anthem booed in retaliation.

There was a fantastic atmosphere and the evening began with Southgate’s side dominating possession and patiently probing in a bid to breach their opponents’ well-drilled back five.

Bellingham proved a handful from the outset and the midfielder powered England into a 13th-minute lead.

The 20-year-old darted towards the box having played wide to Kyle Walker, who expertly slipped Saka behind Serbia’s backline.

The England forward’s cross deflected off Strahinja Pavlovic and was met by a thundering six-yard header by Bellingham, who became the first European player to make an appearance at three major tournaments before turning 21.

The Real Madrid star also showed the confidence and skill required against a strong Serbia side looking to ruffle English feathers.

The Euro 2020 runners-up continued on the front foot and Trent Alexander-Arnold sent an effort bobbling wide before giving Serbia their first sniff.

The converted midfielder’s miscontrol ended with former Fulham sharpshooter Aleksandar Mitrovic fizzing narrowly wide of Jordan Pickford’s near post from the edge of the box.

It was a warning for an otherwise dominant England, with rapid Walker racing through only to drag the ball across the face of goal.

Serbia came back into things and used their physical prowess, but impressive tournament debutant Marc Guehi held firm at the back alongside John Stones.

England were required to make some important interventions after the break, with Dragan Stojkovic’s side seeing loud penalty appeals fall on deaf ears.

Mitrovic went down under pressure from Kieran Trippier but the officials were having none of it and Serbia’s skipper was quickly replaced by Dusan Tadic.

Alexander-Arnold’s stinger was all England managed by way of response as tension rose.

Conor Gallagher came on for the Liverpool man as Southgate looked to add energy and change the dynamics, with Jarrod Bowen soon following in place of Saka.

The West Ham forward immediately made an impact, with his 77th-minute cross met by a Kane header that Predrag Rajkovic pushed onto the crossbar.

Jordan Pickford was forced into a save to deny Dusan Vlahovic from distance, with Kane heading away Veljko Birmancevic’s strike into the ground.

Sergej Milinkovic-Savic flashed off target as Serbia sought an equaliser that evaded them as ‘Sweet Caroline’ echoed around the ground at full-time.

EURO 2024: Max Wober’s Own Goal Shoots France To Win Against Austria

France got off to a winning start at Euro 2024 with a narrow 1-0 victory over stubborn Austria after Max Wober scored a first-half own goal in Dusseldorf.

Austria were inches from taking the lead in the first period through Christoph Baumgartner before Kylian Mbappe’s cross was headed into his own net by Leeds defender Wober to give the two-time champions a half-time lead.

France had chances to extend their lead in the second period through Antoine Griezmann, while Mbappe was still searching for his first European Championship goal after he missed a glorious one-on-one effort but France hung on make a winning start in Group D.

France posed the first threat of the tie when Mbappe sprinted down the left and unleashed a low effort which needed to be tipped behind by Patrick Pentz.

Austria missed an opportunity to hit the front when a neat combination between Michael Gregoritsch and Marcel Sabitzer put Baumgartner through on goal but he saw his strike magnificently saved by the feet of Mike Maignan.

Austria should have had a corner from Maignan’s save but France went down the other end and took the lead less than two minutes later.

Mbappe switched to the right and instantly made an impact as he bamboozled Phillipp Mwene from a standing start and sent a ball into the box which Wober nodded into his own net.

France had a golden opportunity to double their lead in the 56th minute as Mbappe raced through one-on-one with Pentz but curled his effort wide when it looked easier to score.

France started to turn up the heat in search for a second goal, Theo Hernandez raced clear and sent a fizzing cross into the box, leaving Griezmann just inches away from tapping the ball into an empty net.

With time ticking down, France missed another chance to double their lead when Marcus Thuram aimed straight at Pentz from inside the box which left the door open for Austria with 10 minutes to go.

The match ended with a cause for concern for France fans who saw talisman Mbappe replaced late on after suffering a nose injury following a collision, but the nevertheless picked up their first three points of the competition.

Two Kinyara Sugar Bosses Assaulted For Harassment And Discrimination

Kinyara Sugar Limited is facing serious allegations of discrimination and harassment following a violent incident involving Murugan Saravanakumaran, the Assistant Agriculture Manager. Saravanakumaran and Balaji, an Automation Manager in the Engineering Workshop, were assaulted by a driver, Innocent Katushabe, after reportedly harassing drivers over issues such as incorrect deployment, insufficient fuel, no lunch allowances, and delayed pay.

Saravanakumaran is currently recovering from injuries to his jaws, eyes, and head at Kitara Medical, while Balaji fled the office after being hit on the head with a hard object.

This incident has brought to light ongoing issues within the company’s agriculture workshop, haulage, and sugarcane farm blocks. Numerous employees have previously complained about workplace abuse, only to be ignored by the Human Resources Manager, Moses Kabira. These complaints primarily come from casual and shift workers, who report being treated like prisoners.

The toxic work environment at Kinyara Sugar Limited is not a new revelation. Last year, Dr. Ramesh Bollampoli was transferred to head Kiryandongo Sugar, another Rai Group Sugar factory in the Bunyoro region, after he flogged a driver at the Kinyara sugarcane project. This indicates a disturbing pattern of abusive behavior within the company’s management.

Workers have expressed frustration over the lack of action taken by the company to address their grievances. The allegations include mistreatment, excessive work demands, and inadequate compensation. The recent assault on Saravanakumaran is seen as a symptom of these unresolved issues, highlighting the need for immediate intervention and reform.

Kinyara Sugar Limited’s management has yet to issue a statement regarding these incidents. However, the growing number of reports of violence and harassment demands urgent attention. Employees are calling for thorough investigations and significant changes to ensure a safe and respectful workplace.

The company must address these severe accusations to restore trust and safeguard the well-being of its workforce. Immediate steps to investigate the assault on Saravanakumaran and the broader claims of mistreatment are imperative to uphold fairness and justice within the workplace.

Balaji, the Automation Manager, reported to work this morning with two Saracen guards for his protection. Balaji is a nephew to Kinyara Sugar Limited General Manager, Ravi Ramalingam.

In May, UNRA announced the closure of Karuma bridge for scheduled maintenance. These in a statement said “Only passenger vehicles carrying upto 28 persons will be allowed to use the bridge. We anticipate that this intervention will be completed in three months”.

UNRA made the announce of Karuma’s closure for heavy traffic vehicles which were redirected through Murchison Falls or using the Eastern route through Busoga and Teso following the Condition assessment of the bridge which they say some elements of the bridge structure [the concrete deck] had deteriorated particularly on the Kampala approach lane.

“The continued exposure of the bridge to the ever-increasing heavy traffic is likely to accelerate it’s deterioration and serviceability if not addressed in time”- UNRA said in a statement.

The aging bridge, UNRA said requires urgent intervention, and as such, it has commenced the process to identifying a competent contractor who will undertake the restoration of the bridge structure as quickly as possibly.

“Given the above, Karuma Bridge will be closed to all lorries, trailers and buses from Monday, May 6, 2024. Only passenger vehicles carrying upto 28 passengers will be allowed to use the bridge. We anticipate that this intervention will be completed in three months”-UNRA announced

Now one monthly later after the closure of Karuma bridge to heavy traffic, MPs from Northern Uganda have accused Uganda National Roads Authority & security personnel currently managing Karuma bridge, of bribery & extortion, claiming that truck drivers are being ordered to pay Shs300,000, while buses Shs200,000 per route to use the bridge at night, saying such greedy and selfish acts are endangering lives of people using a bridge that was closed off after developing cracks.

The MPs included; Gilbert Olanya (Kilak South), alongside Judith Peace Achan (Nwoya DWR), Boniface Okot (Youth Northern), Linda Auma (Lira DWR) & Denis Oneka (Kitgum Municipality) raised the concern during a press briefing at Parliament, where they decried the high cost of living in their region following the closure of the bridge, due to disruptions in trade.

“The trucks & buses come during day time, and park near Karuma bridge. At night hours, the truck owners pay Shs300,000 and are allowed to cross the bridge which was closed. The buses are paying Shs200,000 to cross Karuma. Now we are looking as if UNRA must be conniving with security personnel that are blocking the bridge to extort money from the truck owners and buses that are moving to Northern Uganda. As if at night hours, the bridge becomes stronger and during day time, the bridge is weak,” said Gilbert Olanya (Kilak South).
