Disappointment as Speaker Kadaga Chairs Empty Parliament

During today’s plenary at parliament today, voters were left shocked after the speaker chaired almost an empty parliament with just a handful of legislators. This is directly attributed to the on-going NRM primaries and electioneering ahead of the 2021 general polls where many of the legislators are busy conversing for support from the electorates.

On the order paper exclusively seen by this website, parliament was supposed to discuss the fate of some boarder districts that are currently still under lockdown because of Covid-19. The house was also set to look into the matter where some of the repatriated Ugandans who were quarantined at Sheraton Hotel for 14 days were again retained for more 3 days which affected their pockets since they are supposed to pay for all costs during quarantine.

During today’s plenary, parliament was also supposed to pass a motion authorizing the minister of finance, planning and economic development to release funds for the newly created Terego district and the new cities that became operational on 1st July 2020 and many other matters of national importance.

However, to every one’s surprise, legislators didn’t turn up. A disappointed speaker was seen looking at the empty chairs as the few members present tried to give the vibe of participation. On this case still, long serving Dokolo legislator Hon. Cecilia Ogwal raised a concern over the absence of the ministers and demanded to know whether the ministers were blocked from attending today’s plenary yet every Thursday in parliament, legislators raise matters of national importance where ministers respond to them.

In the wake of Covid-19, parliament was moved out of the chambers and the number of legislators was reduced such every member of parliamet gets chance to speak on the floor and participate in debates but even still members continue absenting themselves.

Put On a Face mask or Risk Being Quarantined For 14 Days- Says Minister Nabakooba

Government through the minister for ICT and National guidance has announced a new move to curb the spread of Covid-19 and the reluctance exhibited of recent among Ugandans of not wearing face masks, no social distance, holding public gatherings among others.

According to Minister Nabakooba whoever is found not wearing a face mask in a public place risks being quarantined for 14 days. This comes at the backdrop of already four Covid-19 deaths and 1182 registered cases as of today 02nd August 2020.

“I want to remind all residents in Kampala to be vigilant and ensure that you all get the free masks being distributed by your local leaders. Very soon, government will start enforcing the wearing of masks and there will be no excuses for not having one.” Said Nabakooba

Nabakooba also warned that should the public fail to adhere to these guidelines, government will be left with no choice but to quarantine those found not putting on masks. She also noted that government is specifically concerned about the situation in Kampala. All key markets and shops in down town Kampala are no longer following the recommended measures.

Breaking News: Panic As Two Top NRM Bosses Test Positive To Covid-19

News coming reaching Ultimate News desk indicate that there’s panic at the NRM secretariate in Kampala after two of their staff testing positive to covid-19 and currently admitted for treatment.

This has been revealed by the party’s Secretary General Justine Lumumba Kasule minutes ago, this comes at the back drop of busy activities at the secretariat where nomination of NRM candidates ahead of the party internal elections and in preparation for the 2021 are in high gear.

Yesterday while being nominated for the party’s apex seat and the top job in the land, president Museveni revealed he had developed a sour throat and was propelled to take Covid-19 tests which returned negative.

The country is grappling in panic as already three people have reportedly succumbed to the novel virus and it’s reported another is yet to be confirmed in Namisindwa district and Lubaga hospital.

Security Arrests Four Radio Simba Employees

Security rounded off Bukoto based radio station 97.3 Simba fm today morning and arrested four of their staff and some were picked from studios while they were on-air and the programming was only replaced with non-stop music.

In a recent post on their facebook page, Radio Simba has revealed that those arrested are the one’s who make up the Bizonto comedy group who include Julius Sserwanja aka Kidomoole, Mbabaali Maliseeri known as Uncle Luyuguumo Sssaabakaaki Peter aka Omuzinyuuzi and Gold Ki Matono popularly known as Opeto.

According to Radio Simba, the said staff were arrested on allegations of using tribal sentiments during their comedy skits. However police is yet to comment on the incident.

 

INSIDE STORY: Sacked EC Officials To Face Arrest Over Ballot Paper Deal Gone Wrong

Yesterday media was awash of news about the sacking of seven top Electoral commission officials on orders of President Yoweri Museveni. Among those sacked was the commission’s long serving general secretary Samuel Rwakojo together with six others.

The other high ranking officials who didn’t survive the axe were EC spokesperson Jotham Taremwa, Network administrators; Jordan Lubega and Muzusa Charles, head procurement Godfrey Wanyoto, Edgar Kasigwa from the Data department and IT director Namugera Pontius.

According to close sources in the electoral commission, the troubled bosses are accused of inflating the EC 2021 elections budget where they could save some ka money for themselves after the highly contested elections.

They are also accused of turning down president Museveni’s suggestions of tendering the Uganda Printing and Publishing company together with Veridos a German company to print ballot papers and other electoral materials for the 2021 general elections.

Furious about the matter, Museveni opened up investigations until he ordered the officials be sacked. It’s also allegedly reported that Col Judith Nakalema’s Anti-corruption commission is set to arrest the officials and place them for trials over the same matter which has brewed tension at the Jinja road based commission.

What M7 Should Talk About In Tonight’s Covid-19 Address

President Yoweri Kaguta Museveni is expected to address the nation tonight in his 16th Covid-19 address across all TV stations and Radio stations in the country since the country registered her first covid-19 case on march 21st where a lock down was imposed.

As a way of containing the spread of covid-19, government put in place alot of restrictions which included a ban on public transport, bodabodaz, private cars, public gatherings, churches, mosques, schools, universities, open markets among other restrictions which has been eased overtime.

However,despite easing the lockdown, a lot remains at stake for Museveni to address in toight’s speech and Ultimate News considers these as immediate.

The president should consider addressing the fate of the 15 million school going Ugandans who were sent home even before the first case was reported. Despite the online classes, radio and TV lessons, many experts say if schools don’t open this month, they should remain closed until next year since many institutions can not handle afford putting in place the SoPs set by the ministry of health.

In his last address, Museveni opened public transport in some boarder districts and others remained banned, President should consider easing public transport and also allow Boda bodas to start operating atleast with one passenger since the virus is not going away anytime soon.

Following Speaker Kadagas request to government, all businesses that have remained closed should be allowed to operate like arcades, saloons, bars, churches, mosques, open markets among others. According to Kadaga, Ugandans should only be taught how to leave with the virus as the go about their businesses normally.

The president’s speech comes at the backdrop of Electoral commission grappling on holding virtual campaigns which has raised mixed reactions from the public domain as top government officials continue defying the ministry of health guidelines by holding public rallies yet opposition politicians are always engaged in running battles with police incase they so.

As a matter of fact, businesses are running normally, therefore there’s no big reason to continue maintaining the lockdown with the cases reported going down and recoveries increasing every other day but atleast curfew should be maintained but extended to atleast 9pm.

 

Covid-19 In Parliament? All MPs To Undergo Mandatory Screening

Ultimate News can reliably report that all Ugandan members of parliament and staff at the national assembly are set to undergo mandatory screening for Covid-19 starting tomorrow 16th July 2020.

While opening today’s plenary, Speaker of parliament informed the house that Ministry of Health will commence screening of all MPs and staff effective Thursday 16th July. This comes at a time when inside sources say one Female member of parliament allegedly tested positive of Covid-19 which has left many at parliament scared.

This development comes at the backdrop of legislators demanding that Health minister Dr. Jane Ruth Acheng be subjected to disciplinary action after holding political rallies last weekend without observing any of the health procedures especially face masks,social distancing which she has been preaching in the health campaigns dubbed ‘Tonsembelela’. And in her reaction to this matter, Speaker Kadaga summoned Ministers Dr Jane Ruth Acheng and Benny Namugwanya to appear before parliament to clarify on the conduct.

Speaker Kadaga has tasked government to lift the lock down and teach Ugandans how to leave with the virus because it’s not going away anytime soon.

It should be noted that President Museveni sent Ugandans in a full time lockdown even before the country registered her first case on 21st March 2020.

This followed a concern raised by Kira Municipality Member of parliament Hon. Ibrahim Ssemujju Nganda during today’s plenary where he indicated that police is applying the covid-19 laws selectively because he was arrested on last Friday for a holding a small meeting but health Minister Dr. Jane Ruth Aceng who convened a serious political rally is left freely moving.

According to speaker Kadaga, government has no reason to continue maintaining the lockdown despite the achievement of flattening of the curve. She has called upon government to lift the lockdown and allow Ugandan back to work subject to Standard Operating procedures (SoPs).

If we are to go by the bible verse of Mathew 23:2 where Jesus warned his disciples and the crowds that “ So you must be careful to do everything they tell you. But do not do what they do, for they do not practice what they preach”, then Uganda’s minister of health is among those Jesus talked about.

Minister Jane Ruth Aceng is on the receiving end for holding a public gathering without observing any of the health procedures she’s been preaching during this entire COVID-19 crisis of social distancing and wearing a face mask in Lira where netizens questioned whether the deadly disease fears her or it’s gone and no longer a threat in Uganda.

After feeling the fire on her back for flaunting the covid-19 health guidelines, the minister who declared her intention to join active politics to represent the women of Lira district in a statement released on Sunday 12th July said she was teaching her people how to use masks a statement that has since been downplayed by her critics.

However government government through the minister of ICT and national guidance Judith Nabakooba has condemned what the minister did and implored the general public not to continue observing the covid-19 health guidelines.

 

 

Breaking News: Court Of Appeal Throws Out BoU case Against City Tycoon Sudhir

News reaching ultimate news indicate that city tycoon Sudhir Ruparelia has floored Bank of Uganda in an appeal the Bank filed against him last year after winning the same case in a commercial case where he was battling a case in relation the closure and sale of Crane bank by the central bank in 2017.

While dismissing the Shs397b case against the city tycoon, Justice Wangutusi held that Cranne bank was placed under receivership, it was insulated against legal proceedings according to Section 96 of the financial Institution’s Action therefore had no powers to sue Sudhir and ordered BoU to pay the city tycoon.

Upon loosing to Sudhir, BoU appealed the same to the court of appeal which has ruled in favor of the city tycoon ordering the central bank to pay costs still.
