The Mystery Surrounding Lumbuye’s Fate Continues

Wednesday was a wash of news that leading Museveni’s most wanted critic Fred Kajubi Lumbuye aka Chemical Ali had been arrested in Turkey my commandos from his residence in Istanbul. Despite confirmation from Ugandan authorities that Lumbuye is in the hands of Turkish Authorities, none of his immediate friends have had a chance to see him.

The state of Foreign Affairs confirmed they have Lumbuye and would later at a press conference in Kampala strongly confirm that Lumbuye was arrested on migration related issues and had been deported and would land in the country in the early hours of Saturday.

Kyadondo East legislator Muwada Nkunyingi who is also the shadow minister of foreign affairs camped at the airport after confirming that Ugandan government had booked three fright tickets in the names of Lumbuye with Turkish Airlines, Ethiopian Airlines and Fly emirates but according to him none of them carried Lumbuye to Kampala.

Mityana Municipality legislator Francis Zaake also came out and urged the public to disregard minister Oryem’s statements that Lumbuye was to be deported in Uganda and would later claim that Lumbuye was still in the hands of Turkish Authorities and efforts are underway to see him seek asylum in another country.

The arrest of Lumbuye came at the backdrop of Museveni’s efforts to arrest his critics mostly Facebook bloggers who had announced him dead, something that disturbed his peace as the country’s supreme leader. But for Lumbuye’s case, he has been regularly claiming to have confidential and exclusive information from the security meetings.

At one moment he claimed that Late Arch Bishop of Kampala Diocese was to be killed and should be careful with his movements, only for the man of God to meet his mysterious death under unknown circumstances though the postmortem revealed that Lwanga succumbed to Heart related illness.

The same Lumbuye would later through his Facebook live videos claim that former IGP and Army boss now Minister of Works Gen Katumba Wamala was due to be attacked by gunmen which indeed happened on 1st June 2021 when assailants attacked him in Kampala firing bullets that left him with injuries but claiming his Daughter Brenda Nabukenya and his driver.

Besides, announcing Museveni dead, Lumbuye is wanted for several cases including spreading propaganda, hate speech and answer questions related to his so-called confidential information which he has always been uttering in his videos.

Now after claiming Lumbuye and 15 others were on their back to Uganda, up to now it’s not clear whether Lumbuye is in Uganda since the Minister Oryem confirmed or he is still in Turkey since the Turkish Authorities and Security in Uganda all remain tight lipped on his whereabouts.

Lumbuye’s fanatics and some NUP leaders claim the blogger is still in Turkey and his next stop is Armstadam Netherlands where paperwork has been finalized to have him seek asylum contrary to what Kampala is saying that Lumbuye is going to be deported or has already been deported to Uganda with 15 others despite the Internal Affairs Spokesperson Jacob Simiyu and some inside sources at Entebbe International Airport insisting they haven’t checked in any one in the names of Fred Lumbuye Kajubi.

This means it’s only silent Turkish authorities and probably security sources who know where Lumbuye and 15 others arrested are, we wait to see as events unfold to update you our readers on the developments surrounding the most wanted blogger Fred Kajubi Lumbuye.

 

Why Mask Efficiency is Essential in COVID Prevention

The greatest anxiety of COVID starts in how it spreads and the cliché that ‘prevention is better than cure’ serves well when it comes to curbing the Corona Virus. The Uganda Industrial Research Institute has made its strategy around prevention targeting product efficiency including producing a high performing fabric face mask that has up to 94.4 percent filtration efficiency. Meaning the mask can protect one by eliminating a big percentage of airborne infections.

COVID-19 spreads mainly from person to person through respiratory droplets. Respiratory droplets travel into the air when you cough, sneeze, talk, shout, or sing. These droplets can then land in the mouths or noses of people who are near you or they may breathe these droplets in.

In response to the global Coronavirus Disease 2019 (COVID-19), there has been increasing recommendation for the wearing of masks in community settings, especially in areas of significant community-based transmission. The World Health Organization (WHO) therefore guides, that only three types of masks are recommended: surgical (which filter 95% of 3 μm particles), FFP2 (which filter 94% of 0.6 μm particles), and fabric masks made to category 1 standards.

WHO further guides that the fabric face masks, should be three layered made of an inner absorbent material such as cotton, a non-absorbent fabric such as polyester outside, and a middle filter layer, such as non-woven spun bond polypropylene and, the filtration, breathability, and fit of the mask are very important.

Uganda, currently facing a deadly second wave has directed mandatory wearing of masks to protect against transmission of SARS-COV-2. The MoH therefore in its guidelines on the use of masks, encourages the community to use non-medical masks (masks made out of fabrics e.g. cotton masks) which are reusable and affordable.

Early last year when the whole world was hit by the COVID-19 pandemic, UIRI was quick to come up with interventions to mitigate the spread of the virus. One of the Interventions was the development of a 3-layer face mask (uiriCOVer), in conformity with the WHO category 1 standard for fabric face masks.

The high quality, reusable mask, is a product of concerted research by the institutes’ scientists and is made of cotton, polyester and a double polypropylene filter to enhance protection. The masks which have a filtration efficiency of 94.4%, with good breathability, design and fit, is UNBS certified and Ministry of Health (MoH) has been one of our clients.

The Institute went on to establish a textile, polymer and materials laboratory at its Machining, Manufacturing and Industrial Skills Development Centre in Namanve where the determination of mask efficacy is being undertaken. An analysis conducted to evaluate the efficiency of locally sold fabric face masks to filter a model bacteria Staphylococcus aureus has shown that not all fabric masks offer the same level of filtration.

Cheptegei disappointed in the 10,000 metres finals where he came second with Kiprimo in the third position but seems this made him to prepare more and more.

Two days after Peruth Chemutai won gold in the 3000 metres for women, Cheptegei has also won going in the 5000 metres final at the Olympics in Japan.

Hopes are still alive in Gold medalist Moses Kiprotic who’s set to go for the marathon tomorrow.

VIDEO: Singer Eddy Kenzo Cheats Death, Involved In Nasty Accident

News making rounds this morning indicate that Singer Edirisa Musuza alias Eddy Kenzo has been involved in a nasty accident along Masaka Road as he was heading to the burial of his brother.

Reports further suggest that the accident occurred around Maya along Kampala- Masaka highway. He’s reportedly said to have sustained serious injuries and a broken arm as the car over turned several times.

Police is yet to issue a statement on the cause of the accident and other details.

The singer confirmed the developments on his facebook page.

Breaking News: THEREFORE, Museveni Eases Lockdown, Announces New Measures

President Museveni has this evening eased the hard-hitting nation-wide lockdown which he announced on 18th June 2021 and it has lasted for 42 days which elapsed today 30th July 2021 amidst excitement from Ugandans who endured.

Following a decline on the new cases, deaths and admission of covid-19 related illnesses across the country, as usual Museveni’s THEREFORE Segment included the following new measures.

  1. Boda bodas who had been limited to carrying luggage will now start carrying one passenger and allowed to move up to 6:00pm maintain the SOPs.
  2. Private vehicles can now operate across district boarders in compliance with the SOPs.
  3. Curfew time maintained at 7pm-05:30am
  4. Places of worship remain closed for the next 60 days.
  5. Burials, weddings and other functions remain limited to only 20 people.
  6. Public transport allowed to resume under strict guidelines.
  7. Public gatherings like political rallies, concerts and bars remain closed.
  8. Comedians and musicians should entertain people virtually.
  9. Restaurants, saloons will start operating under strict guidelines.
  10. Schools will remain closed until vaccination for all children and teachers is done. Learning will remain virtually on Zoom, Televisions and Radios
  11. Malls, arcades and other business centres will now start operating under strict SOPs.
  12. Public transport will open at strictly 50% capacity effective Monday 2nd August 2021.

VIDEO: Dr Diana Atwine Sweats Plasma as MPs Roast Her Over Covid-19 Funds

It’s in public domain that Ministry of health which is at the forefront of fighting covid-19 but the bad news is that it has been in the spotlight over alleged mismanagement of funds earmarked to combat the pandemic that has left many countries across the world only at the mercy of their God.

Ugandans feel much as the ministry has done a commendable job in combating the Covid-19 pandemic alongside other killer diseases, they feel it’s high time Museveni raises a red flag and probe into how all the money from government, donations from outside and donations from Ugandans was spent.

Citing reference to the Auditor General’s report which highlighted mismanagement of Covid-19 funds, Dr Diana Atwiine in particular, the Permanent Secretary of the Ministry of Health has been at the receiving end since she’s the accounting officer for all health-related activities in the country.

Yesterday while appearing before a select committee of parliament on Covid-19 management chaired by Bugweri county legislator Abdul Katuntu, a furious MP questioned the way how money was spent and insisted on knowing who Dr Atwiine was since he was a new MP.

“Ugandans collected money here, Ugandans are generous people, You people ate the money where is the money, we collected over 29 billion, we donated cars, we gave you everything and you ate the money. Am a new member of parliament, I don’t know the person called Atwine, we want Madam Atwine to tell us where is our money we collected”-An Angry MP furiously questions.

It should be noted that when the Covid-19 had just made it’s to Uganda, a full blown lockdown was imposed and president Museveni during his numerous addresses to the nation called upon Ugandans to donate to the Covid-19 taskforce, companies came out and donated money, relief items, food, sanitizers, gloves, Personal Protective Equipment (PPEs), Cars (mostly four wheel drives) which the president preferred among other things.

Last week the Ministry of Health publicist Emmanuel Ainebyona in a press release warned online news sites against spreading covid-19 fund mismanagement allegations against his boss Atwine but the storm seems to be over from settling as a group of Human Rights activists urged Dr Atwine to resign over the same.

OPINION: Understanding The Rising Dependency And Political Marginalization In Uganda

I have been reading Samir Amin’s book “Unequal Development: An Essay on the Social Formations of Peripheral Capitalism”.

Well, the book reminds me of the mainstream socialist and Marxist thoughts that I was exposed to at the University of Dar-es-Salaam in the early 1970s. It can explain quite a lot of the happenings today in African governance, socio-politics and socioeconomics. I would read it again and again.

I critically read the Chapter on “The Origins of the Development of Underdevelopment”, and concluded that it explains well the current Development of Underdevelopment of Uganda as the NRM Government attempts to build its own brand of peripheral capitalism using primitive accumulation of wealth and veiled foreign investment, yet most such investments involve fronts from Asia for some big people in Government who use some of the wealth accumulated primitively to capitalize the investments.

Virtually all of these investments enjoy tax holidays and some have even got public money officially invested in them with the approval of Parliament. It is as if it is a plot against Ugandans.

Rising dependency, marginalization political ethnicization and ethnic politicization in Uganda are well-understood from the point of view of Unequal Development that Samir Amin so ably tackles.

There is no indigenous group in Uganda, which is not suffering some form of marginalization and exclusion in virtually every sector of the economy. Neither is there any indigenous group, which cannot feel the sparks of political ethnicization and ethnic politicization.

When these processes occur, some people may think that inclusion is taking place, yet they are being used to entrench the political, economic, social, environmental and ecological domination and conquest of the majority by a small group of people.

The arrival of Covid 19 is helping to magnify these tendencies. There is no need to keep quiet about the deepening Underdevelopment and Marginalisation in broad areas of Uganda during the Covid 19 Pandemic.

If we ever become free of Covid 19, we shall find that some areas have become so underdeveloped that they no longer belong to the 21st Century.

We need to stop sleeping with open eyes so that we are fully aware of what is going on. Already those who have no money cannot get treated of Covid 19 even in public hospitals, which today lack facilities to make them suitable for the 21st Century. Those who have the money can seek treatment in private hospitals, which are the ones that belong to the 21st Century, and they are tending to be from one area of Uganda.

This means those without money must die. Those with money must live. Free public services have disappeared. It is as if Coronavirus was specifically made for Uganda to be used as a Genocidal and Political tool. Yet it is a global enemy that must be meaningfully and effectively dealt with locally and globally without discrimination.

The future of Uganda will be shaped by how awake to our reality we Ugandans become in the face of the Covid 19 Pandemic.

PAUL SSENABULYA: The 12% Levy on Internet Bundles Is Much Intended at Suffocating Uganda’s Digital Space

Effective 01st July 2021, Uganda’s newly approved taxes will start biting Ugandans. Since am not an economist of the sort, I will focus this write up on the 12% levy on internet bundles that is replacing the Over the Top tax (OTT) commonly known as the Social Media Tax on the Uganda’s streets.

The new Internet Access Tax is one of those new taxes that government of Uganda is introducing to raise the tax base to be able to offer social services and foster infrastructure development in the country. With Uganda’s staggering public debt standing at Shs65 trillion in April 2021 up from Shs49 trillion in 2019 and expecting to increase, government of Uganda looks at over taxing as a way to service the debts.

After being approved by parliament in April this year dubbed the Excise duty (Amendment) Bill 2021 hence introducing a 12% duty on internet data bundles, Ugandans whether using social media or not will start paying taxes before accessing internet in Uganda.

Experts say the new tax will further impede access to internet in Uganda at a time when the Covid-19 pandemic has pushed many institutions, businesses and organizations to resort to online platforms to remain operational. Currently Ugandans can do banking, shopping, studying, meetings and other things online because technology comes with new improvements to ease work.

However, studying, reading news, watching TV, listening to radio, meeting and other activities will be stifled further by the new tax which will make internet more expensive and less accessible.

Prior to the introduction of OTT in 2018 which targeted to raise between Shs400 billion and Shs1.4 trillion from social media users annually, it was attributed to the increasingly critical citizenry which president Museveni said there was too much untaxed gossip (Lugambo) on social media.

Government seems not to have raised the set targets as Ugandans resorted to Virtual Private Networks (VPN) to bypass the daily Shs200 for anyone to access social media apps like LinkedIn, Telegram, Whatsapp, Twitter and Facebook. This new Internet Access tax will be difficult to bypass and Ugandans will have no other option but to pay or quit.

According to Uganda’s communications regulator UCC, by the second quarter of 2020, Uganda had 18.9 Million Mobile Internet subscribers which is indeed a bigger tax base for the country grappling with a high appetite for loans and growing public debt burden but me and you doubt if all these will succumb to the new policy and pay for the expensive data bundles with a slower internet across many areas in the country.

Therefore, what lies ahead: As Covid-19 continues to ravage the world and Uganda in particular with businesses opting to survive with the help of online platforms, accessing them will become more difficult because of the high price of data bundles.

The growing digital space which has seen banking, studying, shopping, delivery, online newspapers, watching Tv, meetings, listening to radio all accessible online. Both markets and audiences will go down and businesses will be stifled as the 12% Internet Access Tax takes effect on 01st July 2021.

From my perspective of a journalist, several newsrooms had shifted focus to online platforms to stay afloat with increased subscription to e-papers, live streaming on Facebook and Youtube and online broadcasting, all these will feel the pinch of the new tax which will suffocate the industry further.

The digital space for both the industry and the audience will survive at the mercy of government which is only looking at raising taxes than the real impacts to the common Ugandan who grapple with paying the other taxes like VAT, PAYE, Capital gains tax, rental taxes, excise duty, import duty among others.

Moving forward, here the questions as the Covid-19 lockdown bites Ugandans, how will studying online be possible for the struggling education sector, how will working from home be possible, how will praying and meeting online be possible, how will shopping and delivery online be really possible, how will innovations and tech research and businesses thrive, how will online news sites and news apps stay in business??

All the above unanswered questions even after the lockdown will make subscribing for data bundles in Uganda no longer a common need but a luxury and will be so difficult for those who earn a living on the internet to survive amidst the new normal ushered in by the Covid-19 pandemic.  Countries facing the reality of the Covid-19 after effects are instead making internet more accessible to foster economic recovery.

Grief as NUP District Chairman Found Hanged on a Tree

The people of Kayunga district have woken up this morning Wednesday in Shock after finding their district local government chairman Ffeffekka Serubogo Muhammad who contested on a National Unity Platform (NUP) ticket hanging on a tree.

The sudden and terribly shocking death news of Mr. Serubogo have prompted mixed reactions in people as no official commination has come out from the authorities by press time.

Mr. Serubogo has been described as a very vocal person against corruption and land grabbing in Kayunga.

According to the information released by the National Unity Platform official Twitter handle indicates that they are getting mixed messages from the people on ground.

“He was found hanging on a tree. For now we are getting mixed messages from the people on ground”.

VIDEO: Museveni Reveals Shocking Details in Gen Katumba Shooting

President Museveni has revealed and confirmed claims that the gun that was used five years ago in the shooting of Major Kigundu a former ADF rebel commander is the same gun that was used on Tuesday in the assassination attempt of Gen Katumba Wamala killing his daughter Brenda Nantongo and driver Haruna Kayondo.

The commander in chief revealed this in his state of the nation address help at Kololo this evening as he re-iterated government’s commitment to fight criminality more so the assasins he normally calls pigs because they don’t value human life.

Gun men riding on motor cycles on shot Major Kigundu on 26 November 2016 in Masanafu a Kampala surburb. Laboratory analytical findings done from the Tuesday crime scene of Katumba Wamala show that the same AK-47 rifle used on Kigundu is the same that the killers came with to finish Katumba.

The president also clarified that for this particular case of Gen Katumba Wamala, the killers were captured on CCTV cameras while executing their mission unfortunately covered their faces with face masks making it hard for the forensics and identification though several people have been arrested to aid in the investigations.

“For instance the gun which was used is already identified which was used in the case of the Katumba attack it’s the same one which was used in the Kigundu case….”-Said museveni

Just like the previous cases of gun killings and assassinations of high profile Ugandans, the question remains why police doesn’t table reports, why the killers use the same method with motor bikes and now using the same gun, are the killers the same. We wait to see these questions answered and the killers brought to book.
