In her message at the graduation, the Vice president Jessica Alupo assured of government’s commitment to extend more grants to both public and private Universities to boost research and innovation

“Unfortunately, majority of the private universities are incapacitate to access and benefit from this fund. I therefore encourage all private universities to create local and international networks to gain technical and financial assistance needed to rebuild higher education and research capacity”- Alupo Said.

Alupo further appealed to the graduands to remain focused and embrace government programs

“I appeal to you to remain focused and help promote government programmes like the Village Parish Development Model (PDM) in your respective communities through training and executing any other consultancy services highly needed for it’s implementation”- Alupo Said

In his speech, the University vice chancellor Prof Badru Ddungu Katerega lauded government or providing loans to needy students to study in chartered institutions like Kampala University.

He also expressed concern over the declining number of loan scheme students, a trend he said has been visible over the last three years

“For the last three years, universities are witnessing a scarily continuous decline in the number of loan scheme students as far as their selection and consideration by the authority is concerned. The government should consider steadily increasing on these numbers rather than the contrary”- Said Prof Katerega

Katerega further called called upon government to consider supporting Kampala University owing it’s contribution to the country’s workforce and development  in it’s 23 years of existence.

“Over 30,000 have gone through the gates of this institution and majority of them are well placed. This is a clear manifestation that Kampala University is in the basked of institutions that deserve support especially in the fields of research, innovation and infrastructure development”-said Prof Katerega

He also at the same ceremony to reaffirm his earlier stance that the Kampala University Juba branch had been closed because of failure by the authorities in Juba to offer the institution requisite license and accreditation.

Prof Katerega said this in reaction to a recent saga involving a section of South Sudanese Students who rose up in arms protesting against Kampala University’s failure to graduate them.

“Kampala University sought to extend it’s operations in South Sudan and we heavily invested in infrastructure and other services but the authorities in South Sudan declined to give us a license. We took painful decision to suspend our operations there” Prof Katerega noted

Government Resolving Bottlenecks in Older Persons’ Payments

0
Minister of State for Elderly Affairs, Hon. Gidudu Mafwabi Dominic (left) interacting with older persons in Soroti on Thursday

The Minister of State for Elderly Affairs, Hon. Mafwabi Dominic Gidudu, has reassured older persons that Government is taking all necessary steps to eliminate the challenges excluding some older persons from receiving the Social Assistance Grants for Empowerment (SAGE).

While on a monitoring and supervision visit of SAGE payments in Mbale and Soroti districts on Thursday, Hon. Gidudu noted that the Ministry had gotten wind of a number of issues including the lack of National Identity Cards, errors in details on the Cards, infirmness and hiccups in the payment system, which are disfranchising would-be beneficiaries of the monthly payments.

“The Ministry is woke to these challenges and we are working with, for example, the National Identification and Registration Authority (NIRA) to resolve issues on registering older persons to get National IDs and correcting the errors in existing IDs.” Hon. Gidudu said.

Older persons in Mbale observed that the NIRA field teams had wrongly captured the ages of some older persons, especially of those who only estimated their ages based on historical events.

“The registration officers were young and had no grasp of the historical timelines. They ended up underestimating many of the ages and now this has returned to eliminate some older persons from the Senior Citizens Grants,” they reported.

The Minister expounded that while changing details on IDs is a legal process which is cumbersome for older persons, the Ministry is partnering with NIRA and local governments to institute sub-county vetting committees that will work with Commissioners of Oath (Magistrates) to verify the correct age of the affected older persons.

“To test this approach, the exercise will begin with ten districts of Agago, Iganga, Lwengo, Budaka, Kakumiro, Maracha, Bundibugyo, Kotido, Ngora and Sheema and later rolled out to ensure that all affected individuals are covered.” Hon. Gidudu said.

He promised that once the errors are rectified, the beneficiaries would be immediately enrolled onto the Programme to start receiving their payments.

He revealed that the migration of beneficiaries from Post Bank to Centenary Bank, which is the new payments service provider, is almost getting completed, having experienced a few challenges at the peak of the COVID-19 pandemic.

Hon. Gidudu revealed that the Ministry and NIRA have since February this year been conducting a joint residual registration of Older Persons to acquire National IDs, which exercise had resulted into over 12,000 new National ID holders. He promised that the outreaches would continue to get onboard more older persons.

Under the grant, older persons receive Shs. 25,000 every month with the direct costs of transactions born by government.

Bugisu sub region, covering the districts of Mbale, Bududa, Manafwa, Namisindwa, Sironko, Bulambuli and Mbale City, has a total of 14,407 beneficiaries, 8,442 of whom are female and 5,965 male. Up to Shs. 10.105 billion has been paid out to beneficiaries in the region.

Shs. 1.388 billion has been paid out in Bududa, Shs. 1.517 billion in Manafwa, Shs. 1.910 billion in Mbale District, Shs. 1.035 billion in Namisindwa, Shs.2.682 billion in Sironko, Shs. 1.306 billion in Bulambuli and Shs. 265 million in Mbale City.

Meanwhile Soroti, which is one of the most recent districts to join the programme following the roll out in the Financial Year 2019/2020, currently has 2,074 beneficiaries who have since received Shs. 1.093 billion.

The Senior Community Development Officer, Aguti Esther, informed the Minister that beneficiary payments in Soroti have been successful with minimum complaints and maximum compliments to government.

“The Programme has not only empowered the older persons to live more dignified lives but has also improved on the livelihood of their dependents through the trickledown effect of the cash transfers.” Aguti said.

She added that the older persons can now contribute to schools fees of their grandchildren, medical bills and some have opened up businesses, which directly contributes revenue to government and consequently contributes to attaining Sustainable Development Goal 1 on poverty reduction and Sustainable Development Goal 10 on reducing income inequality.

JUST IN: Art Teachers Trash Gov’t Directive To Return To Work, Vow To Continue Striking

1

Teachers under their umbrella Uganda National Teachers Union (UNATU) have defied government’s directives and strict orders issued to them to return to classes immediately or they lose their jobs.

In her letter to the UNATU secretary General, Catherine Bitarakwate the Permanent Secretary Ministry of Public Service issued several directives to the striking teachers among which included returning to classes by 24th June 2022 or else be deleted from the payroll, those not contented with the directives to go to court.

Bitarakwate further ordered Chief Administrative Officers in every district to report any teacher who doesn’t return to class by 30th June 2022. In her letter which communicated government’s position on the strike, she also warned teachers against illegally closing schools.

However, in a turn of events and response to the government threats which has categorically said they’re no salary increments for arts teachers, UNATU General Secretary has ordered teachers to continue with their strike and not succumb to threats.

UNATU reiterates their industrial action is legally supported by the law and no teacher will be fired as threatened by the government and UNATU leaders haven’t yet been called for further negotiations.

According to Baguma, teachers will continue strike until their concerns are addressed. Arts teachers announced a sit down strike on one week ago after government increased salaries of science teachers to UGX4million and left art teachers without pay rise of less than UGX800,000.

UNATU leaders met president Museveni on Friday last week but failed to agree and decided to continue with their industrial action.

ORDER FROM ABOVE: “Return to Classes Or Be Fired”- Gov’t Warns Striking Teachers

3

Government of Uganda through the ministry of public service has issued a directive through Uganda National Teachers Union (UNATU) to all striking teachers’ country wide to call off their strike and resume classes before 24th June 2022.

On 15th June, arts teachers under the directive of their umbrella body UNATU laid down tools in protest of what they termed as discriminatory salary enhancement by government to a section of teachers (science teachers) which is going to be affected in this financial year 2022-23.

In a letter addressed to the Secretary General of UNATU Filbert Baguma, Public service has reiterated it’s commitment to enhancing salaries of all public servants but focus has been put on science teachers who are most needed at this material time and has also informed striking teachers that their demands won’t be worked upon in this financial year 2022-23.

“We have no doubt that you agree that we need an educated work force in all aspects of life but more in the sciences. This in our view will attract and retain the crucial skill that is required by the country at this material time”- reads part of the statement

According to government, the current strike by Arts teachers is illegal and it contravenes several laws and mechanisms of negotiating particularly Sections 7(2)(a) and (b); and 8 (1) and (3) and the Public Service Negotiating, Consultative and Disputes Settlement Machinery Act, 2008 and the Recognition Agreement

“The current Industrial Action by the members of UNATU is illegal and in breach of the principles and spirit of the law and particularly Sections 7(2)(a) and (b); and 8 (1) and (3) and the Public Service Negotiating, Consultative and Disputes Settlement Machinery Act, 2008 and the Recognition Agreement signed under this Act because neither has UNATU given a notice to strike nor had the Dispute Settlement Machinery been exhausted”-government further claims.

Government has also accused UNATU and it’s members of illegally closing down schools when they are not mandated to do so and has ordered all Chief Administrative Officers (CAO) to report any teacher absent from schools by the 30th of this month.

In light of all this with no immediate solution to the striking teacher’s demands, government has ordered the arts teachers to immediately return to classes or else they will be considered non employees by government and those not comfortable by the order can proceed to court.

“Any Government employed Teachers who does not comply to this call will be regarded as having abandoned duty and resigned from the Public Service in accordance with Section A-n (17) of the Uganda Public Service Standing Orders, 2021”- ordered Catherine Bitarakwate
