A boda boda rider in Northern Uganda has won a whopping 400 million from Uganda Bettors Association fixed games.

Patrick Opio revealed that he bought his fixed games from Uganda bettors association after reading series of successful stories from fellow bettors.

“I read so many stories of how people used to win a lot of money from this association, I decided to give it a try after saving for the subscription fee that was required. When I got the fee, I contacted them and they guided me on what I needed to do, after paying the subscription, they asked if I could stake on my own or they could do it for me, after the explanations I decided they stake for me, I sent them my stake and after placing the bet, they sent me the ticket for tracking, I checked in the morning and all games had won. I shared my bank details and the money was deposited to my bank account,” he narrated.

“I want to thank everyone at Uganda Bettors Association for their good work that they are doing in helping punters achieve their financial freedom. If anyone is still doubting them, then it’s a pity for them,” he said.

Police Arrest Top Equity Bank Boss Over Wakiso Lukwanga Land Fraud

Led by Investigating Officer (IO) Aggrey Muwanika, Police detectives at Kampala CPS are inquiring into fraud and meddling with the deceased person’s estate claims against Margaret Lukowe, the Marketing Manager for Equity Bank Ltd.

She is a daughter of the late James Tebandeke of Lungujja who was wealthy and owned a lot of land including 120 acres at Wakiso district’s Lukwanga village along the location of the new bypass road which the government of Uganda intends to construct at the Sentema junction on the outskirts of Kampala city.

Over the years, a female lawyer who Lukowe introduced to her late father has been at war with some of Mzee Tebandeke’s children who claim that almost half of their father’s land at Lukwanga has fraudulently been sold off to different developers.

The old man was a wealthy polygamist and had three wives including the one at Lungujja near the homes of ex-VP Sekandi and UCC boss Nyombi Thembo. It’s where Lukowe, the 3rd born child of Mzee Tebandeke, grew up from while attending school at Gayaza, Makerere college and eventually Gayaza.

Margaret Lukowe’s other siblings include Daniel Kisekka, Damalie Kagere who lives in the US, Edward Tebandeke, Dorothy Nakalema, Cilia Nalwadda, Geraldine Ndagire, Ronald Magezi, Roy Rose Nantale and Debora Kutesa among others.

Recently, three of the Tebandeke siblings (Kutesa, Magezi and Nantale who works at UHRC) reported a forgery case at CPS against Lukowe and the female lawyer claiming that their late father’s signature had been forged to facilitate curious sale of family land at Lukwanga.

The trio claims that there is no way the Lukowe-backed female lawyer can rely on the so-called power of attorney to participate in the selling of their father’s land because the letters of administration take precedence in management of deceased persons’ estates.

The female lawyer replaced counsel Jim Rogers Katende who had loyally served as Mzee Tebandeke’s family lawyer for many years without indecent.

On receiving the complaint against her, the CPS operatives had Lukowe herded into CPS’ room 53 from where she was grilled for several hours.

She was informed of the forensic investigations that had commenced to inquire into the authenticity of the controversial signatures that had been relied upon to facilitate the selling of Mzee Tebandeke’s land.

Lukowe, who is one of the many actors being investigated under GEF/KMP/165/2024, claimed that she and others hadn’t been appropriately advised by some of the lawyers they had been relying on in the management of the deceased Tebandeke’s estate.

She was briefly held and subsequently released on Police bond, according to which she is required to report to CPS on a weekly basis.

Some of the actors to whom some of the land has been sold include Stuart and Musinguzi of MOVIT products who in 2021 parted with 100m and in return became the owner of 44 acres at Sentema. Just like that.

Some of the Tebandeke siblings have since protested this as inappropriate arguing that 100m would be too little to acquire 44 acres in a prime place like Sentema.

This is one transaction for which Margaret Lukowe, a high reputation marketing PR guru with friends inside MOVIT group, is being required to explain herself about.

A former CBS radio celebrity presenter, Maggie Lukowe was for many years known to be married to a one David Ssenyonjo, a prominent car dealer in Kampala. They lived as husband and wife at their glamorous residence at Mazzi off Entebbe Road. Together they have three children namely a set of twins and a one Kizza. The well off parents send their children to one of the international schools in Kampala.

Margaret Lukowe can afford opulent life for her children because she has always held lucrative PR jobs including serving as the communications manager for ex-Prime Minister Amama Mbabazi’s Go Forward campaign in 2016. Even at Equity, she earns very good pay per month.

Their father exposed them to a previledged upbringing as he worked as the marketing manager for Ug Motors Uganda Ltd which specialised in importing brand new cars into the country. It those days was a competitor of Wavamunno’s Spear Motors.

They grew up in Lungujja where they had access to all manner of good life as children growing up. Some of Mzee Tebandeke’s wives included Agnes Nakiwala, Joyce Tebandeke and others. He was a wealthy polygamist who could afford any number of women.

James Tebandeke, who died in 2019 and was buried at the family’s burial grounds in Kasangati along Gayaza road, acquired the 120 acres at Lukwanga through inheritance.

It was bequeathed to him by his grandparent Nimrod Etuusa. And in February 2011, James Tebandeke partitioned his land into 17 plots and titled each one of them.

It all totals to 120 acres, much of which has since been sold off under very intriguing circumstances hence the protracted battles to redeem it back which has seen Kutesa, Magezi and Nantale represent the rest of their aggrieved siblings to petition and lodge complaints to several offices of the government of Uganda including the IGG, state house anti-corruption unit and Gen Lukyamuzi’s land desk inside state house.

They have had to petition some of these offices because some of the people they are complaining against are employees of the government of Uganda.

Over 80 Graduate With Tech Skills From Refactory Training

On Thursday, 89 individuals with no prior background in technology graduated with tech skills after completing a six-month training program at the Refactory Academy.

Emmanuel Kodwo, a Senior Associate Researcher at Includovate and an alumnus of Refactory, emphasised the importance of understanding the context in which developers operate.

“You cannot just sit in a room and develop a solution. As a developer, you need to understand the field for which you are creating a solution. Simplicity is key when developing tools for users, and programmers must grasp the basics of the relevant fields to effectively address problems,”Kodwo said.

Winfred Claire Nakamatte, a midwifery professional currently working with Laboremus Uganda, a software company, shared her journey: “A few months after completing my course in Midwifery, Refactory Uganda announced a call for young women to enroll in a one-year software engineering course. Encouraged by a friend, I applied, and was considered after passing the entry interviews. Today, I am very passionate about what I do and the change in career has positively impacted my life.”

OWEYEGHA AFUNADUULA: Why Most Ugandans Are Politically Underdeveloped and Politically Illiterate

Our brains are oval and therefore multi dimensional. The number of dimensions is infinite, but we can mention the cultural, ethical, moral, social, economic, political, emotional, psychological, financial, intellectual, technical, scientific, environmental and ecological dimensions.  When we say we have to develop as individuals, then development must be experienced along all the various dimensions, and much more.

One may be developed in one or two dimensions but underdeveloped in others. This reflects our largely disciplinary education that makes us expert in one but not in other dimensions.  Thus, many different types of development and underdevelopment exist and we can define them, but this is beyond the scope of this article. If you are interested, you can choose any, define and research on it.

Likewise, when we say we have to be literate as individuals, we do not only mean being able to read and write. We mean far more than that. We mean being ethically literate, morally literate, socially literate, economically literate, politically literate, emotionally literate, psychologically literate, financially literate, intellectually literate, technically literate, scientifically literate, environmentally literate, ecologically literate, computer literate, internet literate, and much more.

Thus, many literacies exit and we can define each of them, but this is beyond the scope of this article. Again, if you are interested, you can choose any type of literacy and research on it

My interest in this article is to focus on Political underdevelopment and political illiteracy and relate them to failing governance, with the increasing use of money and religiopolitics to undermine democracy, freedom and justice in Uganda.

What is political underdevelopment? How is it proceeding in Uganda?

Underdevelopment’ refers to a state where certain regions or countries lack adequate economic, social, and political development compared to others, often due to historical, institutional, or structural factors. According to Moore (2001) the political underdevelopment that is characteristic of much of the ‘South’ largely results from the ways in which states have been created and political authority shaped through interactions with the wealthier ‘core’ countries in the context of global economic and political systems.

Political underdevelopment stems, to a large degree, from low levels of dependence of state elites on their own citizens. Poor world states are relatively homogeneous in their formal organisational characteristics. The heterogeneity in the actual functioning of states stems largely from wide differences in patterns of state-society relations.

The degree of dependence of states on citizens is the most significant element in this pattern. Low levels of dependence of states on citizens are found in three main types of circumstances. These circumstances overlap a great deal in practice but are separable for analytical purposes (Moore, 2001).

In Uganda, underdevelopment has been exacerbated by the National Resistance Movement (NRM) regime’s choice of “pursuing” development of rural communities through, initially individual merit politics, which separated individuals from their communities and raised them over and above those communities, making the whole communities dependent on them for any necessary social, economic, health and educational changes in them.

However, in the last 38 years of NRM rule, the individuals were themselves denied, and continue to be denied, political development by an overbearing President who made himself the beginning and end of everything), unleashed what are now called Resident District Commissioners (RDCs) or Resident City Commissioners (RCCs) to proliferate the presidentialism of Tibuhaburwa Museveni.

They have recently been given the power and authority to sack civil servants who absentee themselves from duty. This means that any civil servant who tries to express his or her political development against President Tibuhaburwa Museveni and the NRM is a candidate for sacking by the RDCs and RCCs. So are those who have personal problems with the RDCs and RCCs.

Ultimately, the aim is to undermine democracy, freedom and justice in Uganda for the political gain of the President, his supporters and the NRM at the expense of the political development of Uganda and her citizens.

As Moore (2001) correctly observed, the state elites in the poor countries in general enjoy strong external financial and/or military support even when they are in conflict with many of their own citizens. In Uganda all guns and/or military might are directed at the alternative leaders far more than at the country’s borders.

Relevant examples are the military kidnapping of civilian members of the breakaway Forum for Democratic Change (FDC)from Kisumu and Dr. Kiiza Besigye from Kenya, ultimately accusing them in treason, detaining them and committing them to a military court.

One school of thought believes that, in this way, the NRM regime in general and President Tibuhaburwa Museveni in particular, is applying non-political methods to deny alternative leaders their right to political development and to govern and/lead the country.

What is happening politically and militarily is to sow seeds of silence and fear in the alternative political leaders, their political organisations and the populace so that when the militarily-organized elections come in 2026, a silent and fearful Uganda leadership and the citizenry are either engaged in fear in or excluded from effective participation in both the political processes and the electoral process, giving NRM and its leadership the leeway to declare themselves victorious.

The continuing political underdevelopment process is set to be sustained in the country well in the future by a characteristically one-man rule. The preference of the regime in power will continue to be, as it has been over the last nearly four decades, purchasing military force with the proceeds of sales of valuable commodities such as coffee on the global markets (e.g., Moore, 2001) at the expense of meaningful and effective development, transformation and progress of the country, in terms of education, health, agriculture and infrastructure.

By denying Ugandans access to resources and opportunities and allocating them to a small ethnic group in power, President Tibuhaburwa Museveni is affording the small group the exclusive opportunity to meaningfully develop politically thereby escaping political underdevelopment, while the rest of Ugandans are submerged in political underdevelopment.

As if this is not, NRM and/or President Museveni are tearing up the Opposition parties into antagonistic meaningless parties so that they can waste their time, energy and money into fighting each other rather that seek to meaningfully participate in the political development of the country and the citizenry. This way political underdevelopment is being achieved through political institutional death, leaving the NRM as the only political whole in the country.

Since its government organizes the elections, it can easily claim victory by stating that the general and presidential elections were free and fair. However, this may not be the case since there are plans by the NRM government to have the next presidential election of a President of Uganda elected by the new members of Parliament rather than by universal suffrage.

One school of thought is that President Tibuhaburwa Museveni is very interested in hereditary politics, and hence, his son, General Muhoozi Kainerugaba, inheriting the Presidency of Uganda from him by using the Parliament dominated by his Party to elect him, thereby saving him from facing the electorate.

Otherwise, we can also blame the colonial regime (1894-1961) for sowing the seeds of political underdevelopment by supersonically promoting economic development at the expense of social and political development. For a long time during the colonial times, the political elite organised politically only clandestinely while leaving the rest of the population in a deep sea of political underdevelopment.

The immediate post-independence leaders discouraged alternative political organisations, preferring cross overs from opposition to the ruling party, giving those who crossed big jobs and responsibilities at the expense of the original members of the ruling party.

During the reign of Idi Amin there was virtually no political development as political organisation and political organisations were banned. Many political leaders were killed or escaped to foreign countries. What obtained during the Idi Amin Era has more or less spilt over to the Tibuhaburwa Museveni era. However, except for Dr. Lutakome Kayira who was murdered in cold blood in 1987, I do not recollect any other high-profile politicians who have been murdered during the reign of Tibuhaburwa Museveni.

What have been more common during the reign of Tibuhaburwa Museveni are kidnapping, incarcerating and arraigning alternative leaders in police cells, military cells and prison cells. Besides, for almost 40 years since President Tibuhaburwa Museveni captured the instruments of power through the barrel the gun, alternative leaders and their parties have not been allowed to organise nationally, address rallies, recruit members or develop them politically.

Choosing to take everyone and sundry to the NRM’s so-called Kyankwanzi Political-ideological school. Money is used to buy people and leaders from alternative parties or to form splinter parties from within the Opposition parties. Even political leaders are bought with money and jobs sucked into NRM but retain their leadership roles in their deflated political parties.

Last but not least, political development has been depressed in schools and institutions of higher learning by discouraging political education and encouraging only nonpolitical debates in schools; and erasing the culture of intellectual debates in the Universities. At Makerere the vibrant political debates, which used to be very much part of the academic and social political environment in the 1990s and early millennium have been completely erased in favour pure academicism and/or scholasticism. Those are recipes for continuous political underdevelopment in the country.

To these, we should add the recent moves by President Tibuhaburwa Museveni to cause his government to underpay scholars in the humanities and social sciences in favour of the natural scientists, who do not usually disturb the status quo intellectually and politically like the academics in the humanities and social sciences do. It is impossible to have intellectuals leading the country into political development from the university Campuses, which was the case in the past. Universities have thus become integral to the underdevelopment process in Uganda by pollical design.

What is Political Illiteracy? How is it Proceeding in Uganda?

At the beginning of this article I revealed that there are many types of  literacies. Therefore, if there are many types of literacies (see Kalantzis, Cope, Chan and Dally-Trim 2016), there are also many types of illiteracies. Here I want to focus on political illiteracy only.

Bernard Crick, the writer of the Crick Report, defined political literacy as “learning about and how to make themselves effective in public life through knowledge, skills and value”. Therefore, according to the report, if one lacked the knowledge, skills and value to learn how to make oneself effective in public life, then on was politically illiterate. Bernard Crick, asserted that “politics is not merely a struggle for power among groups whose aim is to control the state”.  Instead, Crick identifies three parts in politics: deciding who gets what, when and how; the exercise of power; and ensuring the welfare of whole communities. In Uganda, it is not institutions, but President Tibuhaburwa Museveni who decides, who gets what, when and how.

He appoints the Chief Justice and all the Judges in Uganda; He appoints the Vice President, the Prime Minister, the Ministers and all top Commanders of the Police from top to bottom; all the Army commanders from top to bottom and all top commanders of the Uganda Prisons. He appoints all heads of institutions in Uganda. And it was him who fast-tracked his son through the ranks in the Uganda People’s Defense Forces (UPDF) until he appointed him to the topmost post in the UPDF: Chief of Defense Forces..

Denver and Hands (1990) defined political literacy as “the knowledge and understanding of the political process and political issues which enables people to perform their roles as citizens effectively.”. In the field of political science, there is no agreement on whether interest in politics and media exposure is enough to qualify one as politically literate.

One writer wrote “Talking politics often feels like a personal health hazard. Unless we can learn to understand our own roles in a dysfunctional system, there’s no chance of fixing it “Apparently most of us are politically illiterate from top to bottom. We have many politically illiterate Ministers, judges, legislators, teachers, lecturers, professors, leaders of institutions, medical doctors, RDCs, RCCs, and community leaders to name but a few.

In Uganda, there is more talking about politics than making politics deliver social services and social goods to the communities. And everything, including projects and/or programmes, are conceived and implemented for the political gain of power.

Besides, politics is oriented to deny the people democracy, freedom and justice or to manipulate some segments of the population towards thinking, believing and being convinced that they are benefiting from certain actions of power.

Illiteracy, political or otherwise, is not just about how you and me think politically; it’s about what I do and how I act in everyday life. The more one is aware of one’s political ignorance the more one can begin to ask important questions such as What is democracy? What is justice? and What is freedom? and begin question the choices of power and begin to demand them.

An adroit leader or ruler will act to make sure that few, even among the intelligentsia and the political elite ask these questions. He is happy when just follow commands, follow or take things for granted. Indeed most of our shared political illiteracy is caused by power for the sole interest of dominating the political space and the population, and retaining power at all costs.

Politics as the means to ensure the welfare of communities is no more in Uganda. As a result, anger, despair, fear, frustration or ignorance have infused the politics of Uganda around everyone, and denied everyone personal peace and improved political literacy. Some individuals are using their anger, despair, fear, frustration and ignorance to hurt others through various forms of criminality.

The popular and easy means, at high public cost, in terms of money and life, has been for power to respond in terms of militarisation of society and strict control of everything, thereby eroding the collective peace in the country that is tor power all peace is military peace.

As one writer put it, “until we can better understand how politics works, including our own parts in its dysfunction, there is no chance fixing it”.

We jointly do not escape from the causes and effects the dysfunctionality of politics in Uganda. Of course, many are suffering the dysfunctionality of politics in Uganda more than others are.

There are many causes of political dysfunction in Uganda currently, including: Party realignments, mass sorting, generational changing, changes in Parliament every five years, media fractionation, residential homogeneity (urban versus rural), increasing role of money, increasing role of ethnicity, increasing role of the military, Luwero Bush war ideologies and entitlement, increasing refugee numbers, Refugee economy, Political domination by former refugees, decreasing quality of education, et cetera. All these require urgent research by academics and academic institutions as well as Nongovernmental organisations (NGOs) and some private institutions.

The Ugandan Opposition In Comfort

The Uganda Opposition is comfortable to a level where Mr. Museveni feels as if there is no opposition. True the opposition is intimidated and silenced to the extent of being compromised.

The judiciary of Uganda is almost dead. What is happening between Kenya and Uganda concerning the Besigye abduction from Kenya is a miscarriage of justice, the absence of the Chief Justice head of the Judiciary who has kept silent speaks volumes about the ineptness of the third arm of Government.

This explains that there is a vacuum of Constitutionalism and the rule of law. Framing a person with treasonous crimes to incapacitate him or her politically is itself criminal.

The trial of Besigye in a ‘military court’ which is indeed a Disciplinary Committee of the Military again reveals the gaps and weaknesses in our justice system.

The challenge of the government of Uganda is guaranteeing to its citizens their Constitutional rights. My message to Ugandans is to exercise your rights and don’t allow your rights to be buried.

On 6 February 1981, a sizable armed group of Ugandans launched a war against the government of Uganda with a vision of restoring sanity in the governance of Uganda. These brave triumphant Ugandan liberators fought under a coalition called NRM under the leadership of Yoweri Museveni and many others.

Their principal aim was to restore sanity in the management and governance of the country. Therefore, it would be a betrayal of the highest order if the architects of that war started to act otherwise. It’s prudent to ensure that the contract they made with people is not broken otherwise they will judged wrongly and harshly.

Lastly, let me take this opportunity to appeal to our daughter who is also the Speaker of the Parliament of Uganda to take personal intervention to see that the two bridges of rivers Nabuyonga and Namatala are broadened and elevated to avoid in future a grand scale disaster. Soroti Man Wins 280 Million From Fixed Games, Strips Naked!

A man in Soroti has won over 280 million from Uganda Bettors Association fixed games.

Andrew Opolot, who has been working as a loans officer in one of the micro finance institutions in Soroti city revealed that he got the games after joining Uganda bettors Association.

“I used to see so many positive testimonies of how people won millions from Uganda Bettors Association, I thought this was all fake until I took a risk,” he narrated.

“After paying for the required subscription fee for the fixed games, I received the games, I didn’t want to make any mistake, I asked them to help me stake for me and share winnings incase there would be a win, I forwarded my stake and when the games started, I was following, I was more nervous because one game was predicted to end with 2-3 but in 60 minutes, this score was already made, so I was like how are they going to defend until the final minute? My worries were proven in 80th minute when the score went to 3-3, however, the goal was canceled by VAR, the other game was more stressing, correct score of 3-1 and in 80 minutes, it was still 1-0 but this game finally worked out,”

In a shocking way of celebrating, Andrew stripped naked.

Famous Opposition DP MP Survives Arrest For Trying To Bribe Gov’t Officials Over Shs500bn Kamwenge Road

One of the DP MPs in the 11th Parliament, from Greater Masaka, has continued to struggle from one financial problem to another. He is always haunted by money lenders who keep advertising his property.

The DP member likes gambling and this has previously put him into problems including using parliamentary privileges and premises to con foreign investors who may not know enough about governance procedures in Uganda.

The MP likes living large yet he doesn’t have means to support that high flier life. He always looked forward to becoming an MP as an opportunity to get himself a diplomatic passport and be able to facilitate fraudulent deal-making across borders. Of recent, the MP has taken to conning foreigners seeking juicy construction deals in Uganda’s vibrant road construction sub sector.

The showy legislator has been collecting billions from such foreign construction companies claiming he has access to big people in government, state house and can get for them good road construction deals. But one road project has created massive problems for the greedy MP.

He took out money saying it was the advance he would use to soften people in government and get the Ugx500bn road deal for a Turkish firm called UCA Insaat. He claimed this was to be shared with government officials. The road project in question was a tourism road adding up to more than 100kms.

Kihura-Bwizi-Rwamwanja-Kahunge and Mpara-Bwizi road is one of the major tourism road projects in Uganda. And President Museveni has been promising upgrading that road from class c gravel to tarmac since the 2011 campaigns.

Having waited for all this time, local residents are determined to politically punish Museveni should the same road not be worked on before 2026 elections. Being MP, the DP man got information that this road was finally a priority for Museveni’s government.

The first part of the road covers 68kms, another 38kms and another 20kms for the different local townships. It’s located in Kamwenge district where it remarkably links up to Kibaale National Park which as of 2018 accounted for 6% of international tourists who came to Uganda. A total of roughly 20,000 international tourists visited Kibaale national park, clearly indicating its importance.

The President has been under pressure to do the roads in that part of the country in order to boost tourism, commerce and other economic activities besides international trade between Uganda and Rwanda on one hand and with DR Congo on the other.

Inspite being economically productive, this part of the country has been choking on nearly impassable roads that are supposed to enable trade and movement of persons and motorized traffic between the Western Uganda districts of Kamwenge, Kyenjojo, Ibanda, Kiruhura and Kazo. Drainage is equally terrible; totally complicating cargo and human traffic/movement especially when it rains.

Some years ago, UNRA which is charged with Uganda’s national road network began on the process to identify a contractor to do the job. This was after the GoU obtained funding from the Islamic Development Bank (IDB). Several companies put in their bids and as always, many of them relied on commission agents to deliver successful bid participation.

That’s how the DP MP, who erroneously believes that being member of Parliament is about nothing but money-making, got himself into the picture. He wooed the Turkish company to get involved and asked them to count on him; deceptively claiming to have the right connections at state house, parliament, finance ministry, UNRA, state house and the IDB itself. The procurement process was competitive, transparent and open to all as always.

When the Turkish firm, whose advance cash the legislator had already pocketed claiming he was going to share with his contacts in the high places, didn’t succeed, the DP man began panicking while looking for people to go down with.

He tried sweet-taking government insiders close to the procurement process and when he didn’t succeed, he instigated a whistle blower who wrote to the IGG trying to blackmail Arab Contractor and government officials who had rejected his sweeteners.

Citing lack of jurisdiction, the IGG forwarded the complaint to the PPDA. The whistle blower had enumerated many things trying to soil the Egyptian-owned Arab Contractors which had won the contract.

The PPDA, as always, investigated everything through a very transparent process that saw every stakeholder given a chance to be heard, and at the end of the day, it was established that Arab Contractors had emerged the best evaluated bidder through a flawless public procurement process.

This was very bad news for the DP MP who now had nothing to tell the Turkish firm’s executives from whom he had been extorting big sums of money. The IGG agreed with the PPDA findings and this was consistent to the earlier findings of the inquiry IDB, the funder, had earlier on conducted in response to the DP MP-instigated whistle blower claims.

Not one to go down like that, the crest fallen DP MP resorted to media blackmail in order to account while deceptively indicating to his Turkish victims that all wasn’t lost as yet. Because he has a record of using journalists and leaving them in problems, the moment those he instigates them to defame sue in civil defamation, the ill-fated DP MP was rejected by all scribes in the mainstream media. He them resorted to some unregistered and UCC-unauthorized online media platforms to do his bidding.

One of them identified MNPs from the Kamwenge area, including Honorable Frank Tumwebaze fallacious considering him to be a soft spot. The blogger authored a lousy news story claiming that Tumwebaze, who isn’t the minister of works and doesn’t have any supervisory authority over the relevant PDE, had interfered with the procurement process in favor of the Egyptian firm. Tumwebaze, like all the other area MPs, naturally is an interested party because the road project squarely falls under Kibaale County for which he has been area MP since 2006.

 

It has been his demand in cabinet, parliament and even the NRM caucus to have this much-awaited road done to reward his Kamwenge people who have loyally voted for President since 1996 and aren’t about to stop doing so. As an elected politician seeking reelection in 2026, Tumwebaze (like all the other elected leaders) has a legitimate interest and every right to wish to have the road project finally delivered without further delay.

 

The commission agents unsuccessfully tried wooing all elected leaders from the Kamwenge area but all of them unanimously turned their back on them saying that delivery of the road project is all their people wanted. The elected leaders, not just Tumwebaze, refused being recruited into sabotage games which could have further delayed delivery of the road project.

 

The commission agents wanted to use the area elected leaders to mount pressure and cause community protests in order to blackmail the government of Uganda into cancelling the entire procurement process for the road in order to enable them (commission agents) to keep creating false hope in the minds of the Turkish firm executives, who haven’t ruled out causing the fading DP legislator to cough all the monies that were advanced to him as advance.

 

From the PPDA report, it’s clear that the DP MP is most likely going to die in his movie and self-inflicted chaos because the president is unlikely to risk not delivering such an important tourism and life-changing road for the people of that region on the eve of a major election in 2026. They have always voted for him and he isn’t prepared to let them down.

 

The unregistered and UCC-unrecognized blogger that the DP legislator used over the weekend has already been sued in civil courts where he will end up being required to pay hundreds of millions of shillings in damages for defaming Tumwebaze and other elected leaders who have legitimately been leading their people in imploring the President to deliver on his long promise that was first made during the 2011 campaigns. And besides amplifying tourism and commerce, the same road project will impact the quality of life for roughly 100,000 refugees living off the Rwamwanja refugee settlement.

Police Arrest Manager At Post Bank Over Shs500 Fake Notes Found Inside Vault

Police in the Elgon Region has widened investigations at Post Bank Mbale Branch over counterfeit cash amounting to Shs500m discovered in the vault causing panic among customers and bank staff.

According to the Elgon Region Police Spokesperson Rogers Taitika, police has widened the probe and some staff have since been arrested to aid in the investigations. Among the key staff involved is the former manager of the branch who was arrested and remanded in connection to the incident.

A police detective privy to the probe who spoke to monitor on condition of anonymity revealed that preliminary investigations show that a syndicate involving several bank personnel was behind the counterfeit cash.

Post Bank’s Head of Marketing and Communications Ms Priscilla Akora revealed that the bank has also joined in the investigations by handing some staff to police.

“As per bank procedure, we handed over some of our officers to aid with the investigations. This is a normal procedure when such an incident occurs and should not cause any alarm”-says Akora

It’s also reported that the former operations manager who is currently in jail handed over office to his successor on October 28th 2024 and told him that there was money worth Shs500m in the vault. The new operations manager has also since been fired as the bank struggles to come clean on the incident.

The counterfeit was discovered on 11th November just exactly two weeks when the former manager handed over office. Staff who spoke on condition of anonymity revealed that one of their colleague went to the vault to bring some cash, brought it to the counter only for the money’s authenticity to be questioned, these were in Shs50,000 notes.

The counterfeit cash incident at the Mbale Branch exposes a wider range of issues that the Julius Kakeeto team as the Managing Director is grappling with at the moment. Business people have always believed Banks offer genuine cash notes but with the discovery of fake cash in post bank, this calls for more vigilance to avoid losses.
