NWSC Boss Names Police Officer In a 14th February letter to the IGP Abbas Byakagaba, the Kampala Water/NWSC general manager engineer Mahmood Lutaaya asks the police chief to intervene and ensure justice is done for torture victim, Jolly Oscar Omara the NWSC field manager who was thumped and put at gunpoint while investigating illegal water connections in Buziga, Makindye division.
The torture incident happened last November in Buziga at Mr. Fred Basiima’s premises where Omara unearthed the illegal water connection problem.
It was at 11am when a shocked Omara discovered that the water supply system which had previously been disconnected for non-payment of water bills had illegally been reconnected without the money being paid.
The NWSC supply number at the premises is 21/35/30/658 and when Omara asked why it had been reconnected without payment of the huge water bill which had led to the disconnection, a police officer called Alex Katungyi emerged and badly beat him up and put him on gun point while threatening to kill him if he didn’t drop his demands for disconnection until full payment was done.
In his letter to the IGP, engineer Lutaaya reveals that Katungyi is a police officer attached to the ministry of water & environment which depends on the environment police unit to protect wetlands, forests and rivers.
He explains that Omara was only saved by the intervention of onlookers and the officer in charge at Buziga police station who even advised him to open a criminal police case against his fellow policeman Alex Katungyi.
He advised Omara to open a case of assault and threatening violence against Katungyi, which he did. Engineer Lutaaya informs the IGP that a case file was opened up for Katungyi to be investigated under Ref SD:13/11/11/2024.
Lutaaya informs the IGP that as NWSC top management, they are concerned that Alex Katungyi hasn’t thoroughly been investigated and that this has created fear among NWSC field staff that what happened to their colleague Omara is soon going to befall them some day.
They are also scared that Omara might even be bumped if those who tortured him for doing his work don’t get reprimanded. Lutaaya says that many NWSC and Kampala Water employees live under fear that Katungyi-like attacks may happen to them too, which has reduced on their productivity in the field especially when required to inspect meters at premises where powerful police officers like Alex Katungyi live.
Engineer Mahmood Lutaaya concludes this way: “We hope that in the spirit of partnership that your kind office will investigate this matter with utmost urgency and that the curplit is held accountable for his actions.”
